(Photo courtesy of the Institute for Security and Technology) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"22.548519095869\"><body readability=\"46.348668280872\"><\/p>\n<p>The Office of Management and Budget and the Office of the National Cyber Director <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2023\/06\/M-23-18-Administration-Cybersecurity-Priorities-for-the-FY-2025-Budget-s.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">released a memorandum<\/a> on Tuesday outlining five cybersecurity budget priorities for federal departments and agencies for fiscal year 2025 consistent with the U.S. National Cybersecurity Strategy.<\/p>\n<p>The memo also said the budget submissions should be consistent with the Biden administration\u2019s <a href=\"https:\/\/cyberscoop.com\/national-cybersecurity-strategy-implementation-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">national cyber strategy released earlier this year<\/a>. The OMB and ONCD will review agencies\u2019 upcoming budget submissions to \u201cidentify potential gaps\u201d and \u201cpotential solutions to those gaps.\u201d<\/p>\n<p>\u201cOMB, in coordination with ONCD, will provide feedback to agencies on whether their submissions are adequately addressed and are consistent with overall cybersecurity strategy and policy, aiding agencies\u2019 multiyear planning through the regular budget process,\u201d the memo said.<\/p>\n<p>The five in the memo are the same as the National Cybersecurity Strategy: defend critical infrastructure, disrupt and dismantle threat actors, shape market forces to drive security and resilience, invest in a resilient future and forge international partnerships to pursue shared goals.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The memo comes as the White House is <a href=\"https:\/\/cyberscoop.com\/national-cybersecurity-strategy-implementation-plan\/\" target=\"_blank\" rel=\"noreferrer noopener\">preparing multiple strategies<\/a> such as the implementation plan for the National Cybersecurity Strategy expected this summer as well as a national cyber workforce strategy. ONCD and OMB also said that a separate memo will be released with additional guidance focused on cybersecurity research and development priorities.<\/p>\n<p>The memo said federal agencies need to defend critical infrastructure by modernizing federal defenses by implementing the <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2022\/01\/M-22-09.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">federal zero-trust strategy<\/a>, improving baseline cybersecurity requirements and scaling public-private collaboration.<\/p>\n<p>Additionally, the memo pointed out that ransomware continues to be a national security threat and that some agencies should focus on dismantling threat actors by focusing on investigating and disrupting criminal infrastructure, \u201cprioritize staff to <a href=\"https:\/\/fedscoop.com\/marshals-service-still-looking-for-help-with-seized-crypto\/\" target=\"_blank\" rel=\"noreferrer noopener\">combat the abuse of virtual currency<\/a>,\u201d and to participate in interagency task forces.<\/p>\n<p>Beyond that, the administration directed agencies to use their buying power to influence the cybersecurity market, to use skills-based hiring methods to strengthen the cyber workforce, follow <a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2022\/05\/04\/national-security-memorandum-on-promoting-united-states-leadership-in-quantum-computing-while-mitigating-risks-to-vulnerable-cryptographic-systems\/\" target=\"_blank\" rel=\"noreferrer noopener\">national security memorandums surrounding a post-quantum future<\/a>, strengthen international partnerships and secure global supply chains for
