(Photo by Chip Somodevilla\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"31.728661574228\"><body readability=\"64.345528455285\"><\/p>\n<p>President Biden on Wednesday nominated Harry Coker, a long-time CIA and National Security Agency official, to serve as the next national cyber director, a choice that elevates a relatively unknown official to take on a high-profile assignment as the president\u2019s leading cybersecurity adviser. <\/p>\n<p>Coker\u2019s nomination ends a protracted search to replace Chris Inglis, who led the Office of the National Cyber Director <a href=\"https:\/\/cyberscoop.com\/inglis-resign-national-cyber-director\/\" target=\"_blank\" rel=\"noreferrer noopener\">until February<\/a> after leading efforts to draft the administration\u2019s cybersecurity strategy. <\/p>\n<p>Leading voices in Capitol Hill <a href=\"https:\/\/executivegov.com\/2023\/05\/lawmakers-urge-biden-to-nominate-kemba-walden-for-national-cyber-director-post\/#:~:text=The%20two%20lawmakers%20expressed%20concern,through%20a%20letter%20dated%20Thursday.\" target=\"_blank\" rel=\"noreferrer noopener\">have urged<\/a> Biden in recent weeks to nominate Inglis\u2019s deputy, Kemba Walden, who has been serving as the acting director. Despite the support of key lawmakers, the White House passed on elevating Walden to the permanent position \u2014 reportedly out of concern that her significant financial debts might hinder her confirmation before the Senate. <\/p>\n<p>Reports that her financial circumstances may have hindered her nomination have sparked widespread criticism from former <a href=\"https:\/\/twitter.com\/C_C_Krebs\/status\/1680266921353027586\" target=\"_blank\" rel=\"noreferrer noopener\">government officials<\/a> and <a href=\"https:\/\/twitter.com\/k8em0\/status\/1680296653964861440\" target=\"_blank\" rel=\"noreferrer noopener\">cybersecurity veterans<\/a>. A former official at the Departments of Commerce and Homeland Security and a Microsoft lawyer, Walden was seen as an eminently qualified choice for the position who as a Black woman also brought a welcome measure of diversity to a cybersecurity policy community historically dominated by white men. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Currently a senior fellow at Auburn University\u2019s McCrary Institute for Cyber and Critical Infrastructure Security, Coker, who is Black, is far less well known. A four-decade veteran of the CIA and NSA, Coker has headed the CIA\u2019s efforts to incorporate open-source intelligence into its work and from 2017 to 2019 was the NSA\u2019s executive director, according to a biography distributed by the White House. <\/p>\n<p>If confirmed, Coker will inherit a long to-do list. Earlier this month, the White House <a href=\"https:\/\/cyberscoop.com\/national-cybersecurity-strategy-implementation-plan-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">released<\/a> an implementation plan for its national cyber strategy, a collection of more than 65 initiatives aimed at delivering broad improvements in computer security both for the U.S. government and consumers. <\/p>\n<p>In a statement on Tuesday, Sen. Angus King, I-Maine, and Rep. Mike Gallagher, R-Wis., the chairs of the Cyberspace Solarium Commission \u2014 which helped spur the creation of the Office of the National Cyber Director \u2014 praised Coker\u2019s selection, arguing that his skill set and experience made him highly qualified for the position. <\/p>\n<p>\u201cIt is important to reiterate the necessity of strong, permanent leadership in the Office of the National Cyber Director,\u201d King and Gallagher said. \u201cThe NCD is effectively the \u2018coach\u2019 of the U. S. cybersecurity team, and it is important that the leadership is Senate-confirmed and accountable to both the President and Congress.
