(Photo by MANDEL NGAN\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"23.412776412776\"><body readability=\"49.938325991189\"><\/p>\n<p>House Republicans\u2019 chaotic search for a new speaker is stymieing lawmakers\u2019 work on ensuring that the Cybersecurity and Infrastructure Security Agency is properly funded, the chairman of the chamber\u2019s Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection said Thursday.<\/p>\n<p>Speaking on the sidelines of a panel hosted by Punchbowl News, Rep. Andrew Garbarino, R-N.Y., told CyberScoop that \u201cthe lack of a speaker is going to keep us from doing legislation right now.\u201d Once Republicans settle on a successor to Rep. Kevin McCarthy, R-Calif., \u201cthe next step, which I think is the most important thing, is to make sure that CISA is protected in the appropriations process. We made sure they were properly funded in our House bill \u2014 just making sure that happens through committee.\u201d<\/p>\n<p>House Republicans\u2019 fiscal year 2024 <a href=\"https:\/\/appropriations.house.gov\/sites\/republicans.appropriations.house.gov\/files\/FY24%20Homeland%20Security%20-%20Bill%20Summary%20Updated%209.28.23.pdf\">appropriations bill for Homeland Security<\/a> called for $2.9 billion in funds to CISA. The bill also included a policy rider to prohibit any funding that would go toward agency efforts to counter misinformation, a stance that has <a href=\"https:\/\/democrats-appropriations.house.gov\/news\/press-releases\/house-republicans-pass-homeland-security-bill-that-leaves-communities-less-safe\">rankled House Democrats<\/a>. CISA has seen expanded authority and a steady increase in funding since it was established in 2018.<\/p>\n<p>But that increase in price tag might conflict with some Republicans on the Senate side, including Sen. Rand Paul, R-Ky., who has blocked bills from advancing in part because he believes CISA has been given <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/10\/18\/lone-senator-stymies-cyber-legislation-senate\/\">too much power and funding<\/a>, the Washington Post reported Wednesday.<\/p>\n<p>Garbarino thinks otherwise, saying that he is a big supporter of CISA Director Jen Easterly and would actually like to see the Biden administration \u201clet her be a little more of a leader.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIf there is a big cyberattack tomorrow, I don\u2019t know who the administration will put out as, \u2018OK, this is the go-to person,’\u201d Garbarino said. \u201cIt is a little bit of a mess right now.\u201d<\/p>\n<p>At another panel Thursday, hosted by the Information Technology Industry Council, Garbarino reiterated that he thinks \u201cCISA should be the center for cyber in the administration.\u201d<\/p>\n<p>\u201cWe have given CISA a lot of authority and a lot of money \u2014 Congress has \u2014<strong> <\/strong>over the past couple of years,\u201d he said. \u201cWe\u2019re going to continue to do that in our
