(Photo by MANDEL NGAN\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"35.316415820791\"><body readability=\"73.136396790664\"><\/p>\n<p>Potential budget cuts to the nation\u2019s threat advisor agency would be \u201ccatastrophic,\u201d a top Cybersecurity and Infrastructure Security Agency official said Wednesday.<\/p>\n<p>During a House Homeland Security cybersecurity and infrastructure protection subcommittee hearing on federal cybersecurity, Eric Goldstein, executive assistant director for cybersecurity at CISA, said that a significant budget cut \u2014 such as the 25 percent reduction that House Republicans have proposed \u2014 would greatly reduce the agency\u2019s ability to monitor threats on federal networks.<\/p>\n<p>\u201cRight now, we are at the point where we have reasonable confidence and our visibility into risks facing federal agencies,\u201d Goldstein said. \u201cWe would not be able to sustain that visibility with that significant of a budget cut, and our adversaries would unequivocally exploit those gaps.\u201d<\/p>\n<p>In his opening statement, California Democrat Eric Swalwell, the subcommittee\u2019s ranking member, said that cuts of that level would \u201cdevastate CISA\u2019s ability to operate key programs\u201d and would leave federal networks more vulnerable to attacks from U.S. adversaries like Russia, China, Iran and North Korea.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cUnfortunately, last month half of the Republican conference, including the chairman of our committee and the newly elected speaker, voted to cut CISA\u2019s budget by 25 percent,\u201d Swalwell said.<\/p>\n<p>New York Republican Andrew Garbarino, who chairs the subcommittee, said that \u201cwe are going to make sure our colleagues continue to be educated on what a great agency CISA is.\u201d<\/p>\n<p>Rep. Carlos Gimenez, R-Fla., questioned Goldstein\u2019s claim, saying he has \u201cnever heard somebody in a bureaucracy telling me that a cut to their budget would not be catastrophic.\u201d<\/p>\n<p>\u201cSometimes you can sustain some cuts if you look deep enough,\u201d he added.<\/p>\n<p>Earlier this year, CISA Director Jen Easterly made the same case to House Appropriation Committee members, saying that any reductions would <a href=\"https:\/\/cyberscoop.com\/easterly-cisa-budget-china-biden\/\">\u201cseverely negatively impact\u201d<\/a> the agency\u2019s work.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Both Garbarino and Swalwell also lamented how another continuing resolution to keep the government open would impact the agency.<\/p>\n<p>\u201cYou all need long-term certainty and planning because the threat actors don\u2019t operate by CR,\u201d Swalwell said.<\/p>\n<p>Goldstein also noted that a government shutdown would halt strategic and systematic work, though operational services like incident response, vulnerability management and continuous diagnostics and mitigation program would continue.<\/p>\n<p>Goldstein said that CISA will effectively be \u201cin a period of stasis where even as our adversaries evolve, we will not be able to advance our mission in the least, including in our critical interactions with federal agencies.\u201d<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div
