(Photo by SERGEI CHUZAVKOV \/ AFP \/ Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"59.534174649963\"><body readability=\"119.36346227499\"><\/p>\n<p>Ukraine\u2019s largest telecommunications provider suffered a major cyber attack Tuesday, the company said, knocking out mobile phone service to millions of people. <\/p>\n<p>Although the apparent attack on Kyivstar did not compromise customer data, mobile communications and access to the internet was down throughout the day, according to <a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=pfbid0dbzBFFW84LFeiqUodzxeDHFPL8vAdeSwL3WD97HqaVH5jw9S2EH9WQ7TjgBSYUAQl&amp;id=100064790553956&amp;paipv=0&amp;eav=Afbwol9hFSafD2hGKZsLRgQRUkT8IXlqObnn3L1ktCi8JrvmoztUWAZhk3lOxN1aTqo&amp;_rdr\">a statement the company issued<\/a> on its Facebook page.<\/p>\n<p>The company has 24.3 million mobile subscribers and more than 1.1 million home internet subscribers, leading to a ripple effect that caused outages and service surges for state institutions and the company\u2019s competitors, \u201cwho were not prepared for a significant increase in traffic due to the desire of users to switch to working networks,\u201d <a href=\"https:\/\/www.epravda.com.ua\/publications\/2023\/12\/12\/707628\/\">Economic Pravda reported Tuesday<\/a>.<\/p>\n<p>Also Tuesday, the co-founder of Monobank, a Ukrainian mobile bank and payment processor, <a href=\"https:\/\/t.me\/OGoMono\/1456\">said<\/a> the company\u2019s infrastructure suffered a \u201cmassive\u201d distributed denial-of-service attack, but that \u201ceverything is under control.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>On Wednesday, the hacktivist persona known as Solntsepek claimed responsibility for the incident and offered screenshots to support their claim, according to John Hultquist, Mandiant\u2019s chief analyst. Hultquist added that the group is \u201ca hacktivist persona that regularly claims credit for the activity of the GRU actor best known as Sandworm.\u201d <\/p>\n<p>\u201cIf you take an accounting of all the major disruptive cyberattacks we know about, you\u2019d find that Sandworm has been responsible for the vast majority,\u201d Hultquist said. \u201cThey are the preeminent, proven threat to critical infrastructure.\u201d<\/p>\n<p>The attacks occurred as <a href=\"https:\/\/edition.cnn.com\/politics\/live-news\/zelensky-biden-visit-12-12-23?ref=upstract.com\">Ukrainian President Volodymyr Zelensky met with President Joe Biden<\/a> and lawmakers in Washington, D.C., on Tuesday, pushing for more funding to sustain the country\u2019s defense. Republicans are <a href=\"https:\/\/www.nytimes.com\/live\/2023\/12\/12\/us\/zelensky-biden-visit\/heres-the-latest-on-zelenskys-visit?smid=url-share\">holding up further aid for Ukraine<\/a> in an effort to force Democrats to agree to immigration reforms on the U.S. border with Mexico.<\/p>\n<p>Ukraine\u2019s <a href=\"https:\/\/gur.gov.ua\/en\/content\/zlam-federalnoi-podatkovoi-sluzhby-rf-detali-cherhovoi-kiberspetsoperatsii-hur.html\">military intelligence agency on Tuesday announced<\/a> that it had hacked one of the \u201ckey central servers\u201d of Russia\u2019s federal tax service, along with 2,300 regional servers, as well as the Russian IT company Office.ed-it.ru, \u201ccompletely [eliminating]\u201d configuration files for Russia\u2019s tax system and \u201ca complete destruction of the infrastructure of one of the main state bodies of terrorist russia (sic) and numerous related tax data for a long period.\u201d<\/p>\n<p>Anton Gorelkin, a Russian lawmaker, <a href=\"https:\/\/t.me\/webstrangler\/3039\">said on Telegram Tuesday<\/a> that his \u201csources\u201d in the Russian government said the \u201cwhole story is fiction,\u201d adding that the Ukrainian government spread the story as a means to deflect from the attack on Kyivstar.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The <a href=\"https:\/\/t.me\/SBUkr\/10631\">Security Service of Ukraine (SBU) said<\/a> it had opened criminal proceedings to investigate the the attack on Kyivstar, and that \u201cone of the versions currently being investigated by SBU investigators is that the Russian special services may be behind this hacker attack.\u201d<\/p>\n<p>Ukraine\u2019s <a href=\"https:\/\/www.gp.gov.ua\/ua\/posts\/rozpocato-rozsliduvannya-za-faktom-zdiisnennya-kiberatak-na-kiyivstar\">Prosecutor General on Tuesday called<\/a> the incident \u201canother stage of cyber aggression\u201d that \u201cled to a failure in the operation of the key services of the mobile operator and, accordingly, to the blocking of services to users,\u201d according to a Google translation.<\/p>\n<p>A representative for the State Special Communications Service of Ukraine, the government body responsible for cyber defense, told reporters midday Tuesday that it was \u201ctoo early to draw conclusions\u201d as to what happened. The Computer Emergency Response Team (CERT-UA) was also investigating the matter, the representative said. <\/p>\n<p>Kyivstar service remained down late Tuesday, capping a day of confusion for some. <\/p>\n<p>\u201cThe situation was unclear, and no one understood what happened because there was no access to<strong> <\/strong>the Internet,\u201d Ulia Feniak, a student at the Ivan Franko National University in Lviv, said in a message to CyberScoop. \u201cI\u2019ll be honest, there was a little internal panic in me. Something reminded me of the beginning of a full-scale war, but there was no longer that fear. We will endure everything.
