(Scoop News Group photo) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"37.159207005595\"><body readability=\"79.541666666667\"><\/p>\n<p>The Cybersecurity and Infrastructure Security Agency has made important progress on understanding cyber risks, collaborating with industry and encouraging tech companies to make their products more secure, according to a departing top official at the agency, Eric Goldstein, who also believes the agency has more work to do on things like implementing a rule for gathering cyber incident data.<\/p>\n<p>Goldstein is set to <a href=\"https:\/\/cyberscoop.com\/top-cisa-official-eric-goldstein-to-depart-agency-next-month\/\">leave his job next month<\/a> as executive assistant director for cybersecurity at CISA, where he\u2019s worked since the beginning of the Biden administration. He spoke with CyberScoop on Thursday about his work at the agency and what\u2019s next.<\/p>\n<p>\u201cI think the agency has some really great momentum and wind behind its sails,\u201d he said.<\/p>\n<p>On the personal front, Goldstein said he\u2019d soon be joining the private sector in \u201ca cybersecurity leadership role in industry,\u201d but that role isn\u2019t public yet.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>There are three areas where he\u2019s \u201cparticularly proud\u201d of CISA\u2019s progress.<\/p>\n<p>One is \u201cour ability to actually understand cybersecurity risks and use that understanding to drive change,\u201d citing initiatives like <a href=\"https:\/\/www.cisa.gov\/resources-tools\/programs\/cybersentry-program\">CyberSentry<\/a>, <a href=\"https:\/\/cyberscoop.com\/jen-easterly-cisa-funding-congress-critical-infrastructure-china\/\">a threat detection program<\/a> where CISA partners with critical infrastructure owners and operators. \u201cA few years ago, we couldn\u2019t credibly say that we had an understanding of risk and relative risk within government and across sectors,\u201d he said.<\/p>\n<p>Another is working with industry on collaboration that has more operational value, he said, such as the Joint Cyber Defense Collaborative. Sometimes <a href=\"https:\/\/cyberscoop.com\/cisa-jcdc-2024-priorities\/\">a source of criticism<\/a> for CISA, the program is one \u201cI\u2019d be the first to say publicly \u2026 is an emergent one and one that will continue maturing,\u201d Goldstein said, adding that he believes it has made meaningful advancements. <\/p>\n<p>And the third is the secure-by-design initiative, which seeks to put more of the cybersecurity onus on product developers rather than on the organizations that use them. \u201cI think that we really have <a href=\"https:\/\/cyberscoop.com\/cisa-secure-by-design-commitments-tech-companies\/\">shifted the perspective<\/a> of the community in a way that\u2019s driving real and lasting change,\u201d Goldstein said.<\/p>\n<p>Once CISA fully implements the rules that Congress tasked the agency with writing under the Cyber Incident Reporting for Critical Infrastructure Act of 2022, the agency will be on even stronger footing, he said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cFor the first time having a generalizable set of cyber incident data, not just to help victims but also share more effectively and understand trends to drive investment, is going to be a game changer for the industry and for global cybersecurity,\u201d he said of a program that <a href=\"https:\/\/cyberscoop.com\/cisa-cyber-incident-reporting-hearing\/\">some in industry and Congress are concerned<\/a> will place an excessive burden on critical infrastructure owners and operators. \u201cCIRCIA implementation is going to be so important, because the expectations are sky high.\u201d<\/p>\n<p>Other important work the agency has to complete includes focusing on secure development and deployment of artificial intelligence, he said.<\/p>\n<p>One key lesson that he leaves the agency with is the \u201cneed to maintain the humility in our ability to project and forecast changes in the technology and threat environment,\u201d pointing to the unpredictability of the threats stemming from Russia\u2019s conflict with Ukraine.<\/p>\n<p>Others include the need for collaboration, and the \u201ccriticality of the people,\u201d he said.
