(Scoop News Group photo) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"62.500948766603\"><body readability=\"126.8410041841\"><\/p>\n<p>A day in the life of the Treasury Department\u2019s top cybersecurity official is an unrelenting game of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Whac-A-Mole\">Whac-a-Mole<\/a> that has only grown more intense in the age of artificial intelligence and the corresponding rise of inexperienced-yet-prolific attackers.&nbsp;<\/p>\n<p>For Sarah Nur, Treasury\u2019s chief information security officer and associate CIO for cyber, that arcade-style battle to protect federal networks from adversarial threats is \u201cnonstop.\u201d<\/p>\n<p>AI has made it \u201ca lot easier\u201d for \u201cunsophisticated threat actors \u2026 to create these attack scenarios,\u201d Nur said, \u201cso that they can go ahead and launch and play around in our current infrastructure.\u201d<\/p>\n<p>Speaking Tuesday at a Scoop News Group-produced <a href=\"https:\/\/gditai.upgather.com\/#top\">GDIT event<\/a> in Washington, Nur and other federal cyber officials spoke of the proliferation of AI-fueled cyberattacks and how much more critical coordination and information-sharing has become as use of the technology among amateur hackers has surged.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Cynthia Kaiser, deputy assistant director of the FBI\u2019s cyber division, said she\u2019s seen \u201ca crop of adversaries who are becoming at least mildly better\u201d at their craft due to AI. The technology eases hackers\u2019 ability to perform basic scripting tasks and identify coding errors, Kaiser said, while deepfakes are leveraged in social engineering campaigns and increasingly refined spearphishing messages.<\/p>\n<p>\u201cA beginner hacker can go to the intermediate level,\u201d she said, \u201cand even the most sophisticated adversaries can be more efficient.\u201d<\/p>\n<p>Gharun Lacy has also observed a leveling up among threat actors in his role as deputy assistant secretary for cyber and technology security in the State Department\u2019s Bureau of Diplomatic Security. Those adversaries are \u201cusing AI as an amplifier,\u201d bettering their best skills as a result.&nbsp;<\/p>\n<p>\u201cDo you have a threat actor that is extremely proficient in human engineering? Then they\u2019re going to get better at human engineering,\u201d Lacy said. \u201cThat phishing email will now call you by a nickname that you had in high school.\u201d&nbsp;<\/p>\n<p>The Treasury Department is especially susceptible to this onslaught of new-age threats given its role as the federal government\u2019s sanctions arm, Nur said, not to mention the fact that the financial industry is <a href=\"https:\/\/www.weforum.org\/agenda\/2024\/04\/cybercrime-target-sectors-cybersecurity-news\/#:~:text=Financial%20organizations%20are%20another%20major,Forum%20tackling%20global%20cybersecurity%20challenges%3F\">one of the most targeted<\/a> critical infrastructure sectors. Hackers today can simply look up a <a href=\"https:\/\/nvd.nist.gov\/general\/cve-process\">CVE<\/a>, plug it into an AI system and ask it to provide \u201can undetected attack scenario that I can utilize,\u201d Nur said, noting that packages of this kind on the dark web are \u201cready to go.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cI heard someone say \u2018fight AI with AI.\u2019 I get what that means,\u201d Nur said, \u201cand I think that\u2019s a very key concept. We really have to look at leveraging AI to quickly detect these anomalies and any kind of fraud or unusual suspicious activity.\u201d<\/p>\n<p>The silver lining for federal security officials is that AI still provides defenders with a <a href=\"https:\/\/cyberscoop.com\/generative-ai-offense-defense\/\">decided advantage over attackers<\/a> in cyberspace. The key to maintaining that advantage, they say, is doubling down on coordination with public and private-sector partners.<\/p>\n<p>Kaiser said the use of large language models to \u201cmore rapidly draft text\u201d for interagency memos and private-sector alerts represents \u201ca huge win for everybody\u201d in the battle against threat actors.&nbsp;<\/p>\n<p>At the State Department, the chief AI officer, chief data officer and members of the agency\u2019s Center for Analytics have successfully leveraged AI in \u201creducing the noise in terms of threat intelligence,\u201d Lacy said, sifting through \u201cmassive amounts of data\u201d to make it \u201cmore actionable directly for us.\u201d Streamlining data and threat intel leads to more valuable insights that State can provide to its partners, he added.&nbsp;<\/p>\n<p>\u201cIf I know this piece of information is not useful for me, but it may very well be useful to one of my private industry partners, I need to know how to get that information to them quickly,\u201d Lacy said, noting that the White House has provided a quality blueprint for sharing intelligence and has encouraged agencies to be \u201cvery forthcoming now in terms of naming, blaming [and] shaming when incidents happen \u2014 and doing it quickly.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Lacy pointed to a State Department collaboration with foreign ministries from the United Kingdom, Australia, Canada and New Zealand that brings together those countries\u2019 cyber defenders in a quarterly meeting to \u201cshare a lot of information.\u201d&nbsp;<\/p>\n<p>\u201cI think we\u2019re past the sharing; we\u2019re on to collaborating,\u201d Lacy said. \u201cI think that\u2019s \u2026 the phase we\u2019re in right now. But the collaboration has to yield collective action.\u201d<\/p>\n<p>Treasury\u2019s in a similarly collaborative mode at the moment, fresh off its launch last month of <a href=\"https:\/\/www.cnn.com\/2024\/05\/09\/business\/treasury-launches-project-fortress\/index.html\">Project Fortress<\/a>, a public-private partnership aimed at protecting the financial sector from cyber threats. Nur said the agency has been active in onboarding companies and organizations to the group, ensuring that participating financial institutions have access to top tools and are practicing good cyber hygiene before truly \u201caggressive AI attacks\u201d become the norm.<\/p>\n<p>Whether it\u2019s meeting regularly with other CISOs, coordinating with international partners or establishing communication channels with industry, agency cyber officials across the board agree that mitigating AI-fueled threats will only be possible with more collaboration and better sharing of information.<\/p>\n<p>\u201cIn the past, what really prevented us from sharing that information is that embarrassment, that reputational impact,\u201d Nur said. \u201cWe can no longer think in those ways.
