(Photo by Yuriko Nakao\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"39.45358955765\"><body readability=\"79.827347357619\"><\/p>\n<p>An ongoing Chinese-linked cyber espionage operation has successfully infiltrated \u201ca significant number of victims\u201d that include Western governments, international organizations and the defense industry, Dutch intelligence and security authorities said Monday. <\/p>\n<p>Dutch <a href=\"https:\/\/www.ncsc.nl\/actueel\/nieuws\/2024\/februari\/6\/nieuwe-malware-benadrukt-aanhoudende-interesse-in-edge-devices\">authorities first disclosed in February an operation<\/a> targeting FortiGate edge devices and noted the discovery of a new remote access trojan dubbed \u201c<a href=\"https:\/\/www.ncsc.nl\/documenten\/publicaties\/2024\/februari\/6\/mivd-aivd-advisory-coathanger-tlp-clear\">Coathanger,<\/a>\u201d designed to maintain access in FortiGate devices. The February report stemmed from an investigation of a breach at the Dutch Ministry of Defense, and Monday\u2019s report concludes that \u201cthe Chinese cyber espionage campaign appears to be much more extensive than previously known,\u201d Dutch authorities <a href=\"https:\/\/www.ncsc.nl\/actueel\/nieuws\/2024\/juni\/10\/aanhoudende-statelijke-cyberspionagecampagne-via-kwetsbare-edge-devices\">said in a statement<\/a>.<\/p>\n<p>The Chinese-linked operation gained access to at least 20,000 FortiGate systems worldwide within a few months in 2022 and 2023 using a <a href=\"https:\/\/nvd.nist.gov\/vuln\/detail\/CVE-2022-42475\">since-patched vulnerability<\/a> in the FortiGate FortiOS software, Dutch authorities said. The hackers knew about the vulnerability for at least two months prior to Fortinet announcing the vulnerability, infecting roughly 14,000 devices during that time, according to Dutch authorities. <\/p>\n<p>Targets include \u201cdozens\u201d of Western governments, international organizations and a large number of companies within the defense industry. The Chinese operation installed malware on systems connected to an unknown subset of \u201crelevant\u201d targets, and even if those targets updated FortiGate, the Chinese hackers were able to maintain access to the systems, according to the Dutch investigation. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Fortinet did not respond to a request for comment Tuesday.<\/p>\n<p>The campaign highlights the continuing abuse of <a href=\"https:\/\/www.intel.com\/content\/www\/us\/en\/edge-computing\/edge-devices.html\">edge devices<\/a> \u2014 including firewalls and routers \u2014 as a key part of sophisticated state-aligned hacking operations that have targeted vulnerable small office and home office routers to gain access to critical infrastructure and other sensitive networks, as <a href=\"https:\/\/cyberscoop.com\/chinese-cyber-threats-fbi-operation-botnet\/\">U.S. authorities have warned<\/a>.<\/p>\n<p>\u201cEdge network devices are a huge problem today,\u201d said Tom Hegel, principal threat researcher with SentinelLabs. Hegel, who tracks Chinese-aligned hacking operations and is familiar with the campaign highlighted by the Dutch government. He said edge device security is \u201ca big problem because so few have security tech to defend them or even monitor them. Yet it\u2019s becoming the most commonly targeted technology.\u201d<\/p>\n<p>While it\u2019s not known how many entities have the malware installed, Dutch intelligence \u201cconsider it likely that the state actor could potentially expand its access to hundreds of victims worldwide and carry out additional actions such as stealing data,\u201d according to the statement.<\/p>\n<p>\u201cInfections from the actor are difficult to identify and remove,\u201d the authorities wrote. \u201cThe NCSC and the Dutch intelligence services therefore state that it is likely that the state actor still has access to systems of a significant number of victims.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Hegel noted that Coathanger is a tool used for remote access and backdoor capabilities. \u201cHigh-value victims can then see further malware introduced into the network through this access,\u201d he said.<\/p>\n<p>Hegel declined to comment on specific known targets, but said they \u201cinclude a variety of public and private organizations highly relevant to China\u2019s global agenda.\u201d<\/p>\n<p>Knowing Chinese hacking operations, he added, it\u2019s likely the hackers \u201cmade use of multiple malware families and network infrastructure which still remain unknown to us today, and maintaining long-term access to a broad variety of organizations is particularly important to them.\u201d<\/p>\n<p>The Chinese Embassy in Washington, D.C., did not respond to a request for comment Tuesday.
