(Photo by Anna Barclay\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"42.372952540949\"><body readability=\"85.871954132824\"><\/p>\n<p>Disinformation continues to be a top focus for policymakers concerned with the integrity of elections, but changes in how the public utilizes social media over the past decade have made it harder for defenders \u2014 and attackers \u2014 to repeat the same playbooks, a top U.S. cybersecurity official said Tuesday.<\/p>\n<p>Speaking at a Semafor cybersecurity event in Washington D.C Cait Conley, a senior adviser at the Cybersecurity and Infrastructure Security Agency, said that foreign influence operations, disinformation and artificial intelligence remain an area of concern for election officials. But traditional efforts around content moderation and takedowns of online networks are becoming more challenging and less impactful as social media use becomes more fragmented among different audiences.<\/p>\n<p>\u201cThe whack-a-mole strategies that have been employed in the past when it comes to disinformation, it\u2019s not going to be effective given today\u2019s information environment,\u201d Conley said. \u201cThere\u2019s more platforms, there\u2019s more methods of distribution, we see migrations not just of social media platforms but of chat channels.\u201d<\/p>\n<p>The comments align with what disinformation experts have told CyberScoop over the past year, namely that social media use is far more fragmented today than in past election cycles. Major platforms like Facebook and Twitter once enjoyed dominant market shares across most major demographic groups, but their usage rates<a href=\"https:\/\/www.pewresearch.org\/internet\/fact-sheet\/social-media\/\"> have plateaued<\/a> over the past decade while other services like Telegram, TikTok and Instagram have steadily risen.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>In April, Clint Watts, general manager of Microsoft\u2019s threat analysis center, said that tracking foreign influence operations online has become more difficult in recent years because some of the biggests social media sites are \u201cno longer the place where everybody meets\u201d but rather \u201cwhere certain tribes meet.\u201d<\/p>\n<p> \u201cThe traditional approach of shooting for the mainstream \u2014 Twitter, Facebook, YouTube \u2014 doesn\u2019t work anymore because generationally the voters in the audience are across eight or nine different platforms,\u201d Watts said.<\/p>\n<p>The federal government has also become <a href=\"https:\/\/cyberscoop.com\/cisa-no-credible-election-threats-and-no-contact-with-social-media-companies\/\">far less active when it comes to coordinating with social media companies<\/a>. Agencies like CISA and the FBI have largely halted the kind of regular communication and coordination around disinformation that characterized previous election cycles, in part <a href=\"https:\/\/cyberscoop.com\/warner-election-interference-disinformation\/\">due to court challenges<\/a> from groups who claim the interactions represent a violation of the First Amendment.<\/p>\n<p>The Biden administration is awaiting a ruling in a case currently before the Supreme Court, Murthy vs. Missouri, that addresses the <a href=\"https:\/\/cyberscoop.com\/first-amendment-supreme-court-first-amendment-murthy\/\">government\u2019s authority to communicate with social media platforms<\/a> around disinformation.<\/p>\n<p>Conley also weighed in on <a href=\"https:\/\/x.com\/elonmusk\/status\/1801977467218853932\">recent comments<\/a> from Elon Musk claiming that electronic voting machines are too insecure to run elections and that the risk of \u201cbeing hacked by humans or AI, while small, is still too high.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Conley said since 2016 the U.S. election community has done \u201ctremendous work\u201d to ensure the security and integrity of voting systems \u201cbecause we know the threat is out there.\u201d<\/p>\n<p>\u201cWhen you look at things like the electronic systems that are used \u2014 especially when it comes to the vote casting and tabulating side \u2014 there are tremendous, tremendous efforts put into place to ensure their security through air-gapping, through penetration testing, through additional physical controls and significant access controls,\u201d Conley said.<\/p>\n<p>Musk\u2019s comments are out of step with how most cybersecurity experts have characterized the threat facing voting machines.
