readability=\"107.68283185841\"><\/p>\n<p>The Department of Homeland Security is \u201cactively looking to streamline\u201d the process for determining which of its cybersecurity jobs need clearances, the agency\u2019s chief information officer said during a House hearing Wednesday. <\/p>\n<p>In response to questioning from House Homeland Security Committee ranking member Rep. Bennie Thompson, D-Miss., about how the federal government\u2019s \u201ccumbersome hiring process\u201d has \u201cundermined its ability to recruit cyber talent,\u201d <a href=\"https:\/\/fedscoop.com\/tag\/eric-hysen\/\">Eric Hysen<\/a> testified that DHS is pursuing a multipronged approach to mitigate the problem, including through its <a href=\"https:\/\/www.cisa.gov\/general-recruitment-and-hiring-faqs\">Cybersecurity Talent Management System<\/a> and by assessing clearance protocols. <\/p>\n<p>\u201cWe shouldn\u2019t be holding up your hiring\u201d for workers if they\u2019re \u201cnot going into a SCIF looking at classified material,\u201d said Hysen, who also serves as DHS\u2019s chief artificial intelligence officer. \u201cSo we have been looking to reduce requirements [and] expand the use of interim clearances at both the secret and top secret level.\u201d<\/p>\n<p>Addressing the U.S. government\u2019s onerous cybersecurity application process was one of many proposed solutions discussed Wednesday during the <a href=\"https:\/\/homeland.house.gov\/hearing\/finding-500000-addressing-americas-cyber-workforce-gap\/\">hearing focused on filling the 500,000 vacant cyber jobs<\/a> in the country, a gap that Committee Chair Mark Green, R-Tenn., has previously said represented \u201c<a href=\"https:\/\/homeland.house.gov\/2024\/06\/21\/media-advisory-chairman-green-announces-hearing-on-americas-cyber-workforce-shortage-amid-rising-threats\/\">a growing threat to our homeland security<\/a>.\u201d <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The Office of the National Cyber Director is also focused on clearance reform and has made substantial progress on reducing average wait times for granting top secret and secret clearances, according to Seeyew Mo, the assistant national cyber director for cyber workforce, training and education. <\/p>\n<p>Beyond that, ONCD is teaming with the Office of Personnel Management and the Office of Management and Budget on refining the \u201cpool hiring process\u201d for federal cyber jobs, Mo said, requiring just one certificate per applicant that \u201cmultiple agencies can jump on,\u201d thereby cutting down onboarding time. Keeping a \u201cready talent pool\u201d through its Cybersecurity Talent Management System can \u201csignificantly reduce time to hire\u201d for DHS, Hysen said, adding later that the agency is moving to \u201caggressively expand\u201d the program.<\/p>\n<p>\u201cThere\u2019s no one single solution. There\u2019s no silver bullet,\u201d Mo said. \u201cWe\u2019re fixing a lot of processes along the way.\u201d<\/p>\n<p>Most of the hearing centered on how the federal government is stepping up its recruitment efforts, especially in the targeting of underrepresented populations that have historically been <a href=\"https:\/\/cyberscoop.com\/women-make-less-than-men-in-us-cyber-jobs-but-the-gap-is-narrowing\/\">left out of the cyber workforce<\/a>.<\/p>\n<p>Hysen said DHS is laying early groundwork for a more robust cyber talent pipeline, building partnerships for K-12 cyber curricula across the country and training thousands of educators already this year. Mo pointed to the Department of Education\u2019s CTE CyberNet program, which <a href=\"https:\/\/hechingerreport.org\/inside-a-growing-federal-effort-to-prepare-students-for-cybersecurity-careers\/\">helps teachers start cybersecurity programs at their schools<\/a>, ONCD partnerships with private sector organizations on cyber education and commitments to teaching \u201cgamified cyber.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Hysen, Mo and Rodney Petersen, director of the National Institute of Standards and Technology\u2019s National Initiative for Cybersecurity Education, all spoke about workforce recruiting and training programs happening at two-year colleges, historically Black colleges and universities, and other minority-serving institutions. <\/p>\n<p>Petersen highlighted a series of webinars NIST conducted this year focused on underserved and underrepresented populations, with an initial focus on colleges and universities in rural America. To ensure that the cybersecurity workforce expands beyond the Beltway, Petersen said it\u2019s important to maintain pandemic-era remote work \u201cthat maybe previously didn\u2019t exist.\u201d <\/p>\n<p>\u201cPeople tend to stay where they go to college or where they grow up,\u201d he said, underscoring the need for \u201ctelework and more flexible opportunities where they may be able to stay in the rural community but work \u2026 for a company or a government organization across the country.\u201d<\/p>\n<p>While the concerted effort on college campuses to boost cyber recruiting is an important piece of the puzzle, lawmakers and witnesses noted that the federal government is embracing a shift away from degree requirements and <a href=\"https:\/\/cyberscoop.com\/cybersecurity-tech-jobs-skill-based-hiring-white-house\/\">toward skills-based hiring<\/a>. <\/p>\n<p>In his first public remarks as ONCD director in January, Harry Coker said the White House was working with OMB to scrap <a href=\"https:\/\/cyberscoop.com\/harry-coker-education-requirements-federal-cybersecurity-jobs\/\">four-year degree requirements for federal cyber contracting jobs<\/a>. During Wednesday\u2019s hearing, Hysen said DHS is \u201cactively focused on\u201d recruiting independent contractors of that kind into full-time positions. The agency is also looking at ways to expand \u201cpathways for high-skilled immigration\u201d so that DHS \u201ccan continue to attract the best and the brightest\u201d in cybersecurity.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Wednesday\u2019s hearing was the latest in a series of efforts from House lawmakers aimed at bolstering and diversifying the cyber workforce. Recent bills include one to <a href=\"https:\/\/cyberscoop.com\/cybersecurity-workforce-community-colleges-minority-serving-institutions\/\">fund cybersecurity clinics at community colleges and minority-serving institutions<\/a> and another that would <a href=\"https:\/\/cyberscoop.com\/house-bill-would-give-cisa-millions-to-diversify-cyber-workforce\/\">provide the Cybersecurity and Infrastructure Security Agency with $20 million annually<\/a> to promote cyber jobs to women, racial and ethnic minorities, older individuals, veterans, people with disabilities, geographically and socioeconomically diverse communities, people with nontraditional educational backgrounds, and those who were formerly incarcerated. <\/p>\n<p>And more legislation from the chamber is on its way. Rep.
