Gary Peters, D-Mich., and James Lankford, R-Okla., calls on the White House\u2019s national cyber director to create a committee that would harmonize the myriad cyber requirements imposed on companies by federal regulatory agencies, <a href=\"https:\/\/cyberscoop.com\/wp-content\/uploads\/sites\/3\/2024\/07\/ELL24331.pdf\">according to bill text shared with CyberScoop<\/a>.<\/p>\n<p>The introduction of the bill comes <a href=\"https:\/\/cyberscoop.com\/congress-cybersecurity-harmonization-oncd-report\/\">a month after a Senate hearing<\/a> in which Nicholas Leiserson, the assistant national cyber director for cyber policy and programs, warned lawmakers of increasing \u201cfragmentation\u201d of cybersecurity regulations. \u201cIt is a problem that requires leadership from ONCD and Congress informed by the private sector,\u201d he said.<\/p>\n<p>Peters and Lankford both acknowledged the problem during the hearing, with the Michigan Democrat teasing the bill\u2019s release \u2014 a <a href=\"https:\/\/www.documentcloud.org\/documents\/24699825-ell23595-discussion-draft-cyber-reg-harm-1\">draft copy<\/a> of which was previously obtained by The Record \u2014 and the Oklahoma Republican railing against rulemaking from independent agencies.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThere are independent agencies that feel like they\u2019re independent from everybody. They\u2019re not independent from everybody,\u201d Lankford said at the time. \u201cThere\u2019s still some boundaries that need to be there when they\u2019re creating new regs, that they\u2019re not a completely independent fourth branch of government.\u201d<\/p>\n<p>The lawmakers\u2019 bill addresses many of the concerns raised during June\u2019s hearing.
