(Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"23.622052474261\"><body readability=\"48.021990309355\"><\/p>\n<p>The White House wants federal agencies to ask for more money that would be used to improve the nation\u2019s cyber defenses, per a <a href=\"https:\/\/whitehouse.gov\/wp-content\/uploads\/2024\/07\/FY26-Cybersecurity-Priorities-Memo_Signed.pdf\">memo sent<\/a> to agency heads Wednesday.<\/p>\n<p>In the document, Office of Management and Budget Director Shalanda Young and National Cyber Director Harry Coker Jr. directed agencies to review and align incoming budget requests to fit the Biden administration\u2019s national cyber strategy and implementation plan.<\/p>\n<p>The White House\u2019s ask fits with its directive that federal agencies move toward <a href=\"https:\/\/fedscoop.com\/federal-agencies-zero-trust-deadline\/\">fully mature zero-trust architectures<\/a>. Agencies will submit an updated zero-trust implementation plan to the OMB and ONCD within 120 days following the memo\u2019s release, and be on target by the end of fiscal 2026, the memo states.<\/p>\n<p>\u201cAgencies with federated networks should prioritize investments in department-wide, enterprise solutions to the greatest extent practicable in order to further align cybersecurity efforts, ensure consistency across mission areas, and enable information sharing,\u201d the memo said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Additionally, federal agencies should also update budgets to reflect the <a href=\"https:\/\/cyberscoop.com\/biden-national-security-memorandum-critical-infrastructure\/\">critical infrastructure national security memorandum<\/a> issued this year by President Joe Biden. The memo requires that agencies charged with overseeing a critical infrastructure sector prioritize resources and responsibilities.<\/p>\n<p>Budgets should also reflect the potential development of \u201cminimum cybersecurity requirements for each sector for security and resilience\u201d and the improvements of open-source software security and sustainability. Agencies should both ensure that they\u2019re using open-source software securely while also contributing to maintenance and upkeep, according to the memo.<\/p>\n<p>Developing and <a href=\"https:\/\/cyberscoop.com\/cybersecurity-strategy-harmonization-critical-infrastructure\/\">harmonizing<\/a> standards across critical infrastructure has continued to run into obstacles from industry lawyers. A bid by the Environmental Protection Agency to add cybersecurity requirements to sanitary surveys led to lawsuits and <a href=\"https:\/\/cyberscoop.com\/epa-calls-off-cyber-regulations-for-water-sector\/\">ultimately the retraction of the rule<\/a>. Additionally, a recent Supreme Court decision on the so-called <a href=\"https:\/\/cyberscoop.com\/cybersecurity-regulations-face-uphill-battle-after-chevron-ruling\/\">Chevron doctrine can also put existing and potential new mandates at risk<\/a>, like the incoming cyber incident reporting rule, experts noted.<\/p>\n<p>The administration is also calling on federal agencies to address the government\u2019s cyber workforce issue, an <a href=\"https:\/\/cyberscoop.com\/harry-coker-education-requirements-federal-cybersecurity-jobs\/\">area of focus<\/a> for Coker <a href=\"https:\/\/cyberscoop.com\/cybersecurity-tech-jobs-skill-based-hiring-white-house\/\">since he took office<\/a> in late 2023.<\/p>\n<p>\u201cBudget submissions should demonstrate how agencies invest in adopting skills-based best practices including skills-based and competency-based assessments and the removal of 4-year college degrees as minimum requirements when appropriate to remove barriers for joining the Federal cyber workforce,\u201d the memo stated.<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\" readability=\"1.5412844036697\">\n<div class=\"author-card\" readability=\"9\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2024\/07\/white-house-wants-to-boost-cyber-funds-for-fiscal-2026-1.jpg?w=640&ssl=1\" alt=\"Christian Vasquez\"> <\/figure>\n<\/p><\/div>\n<p><h4 class=\"author-card__name\">Written by Christian Vasquez<\/h4>\n<p> Christian covers industrial cybersecurity for CyberScoop News.
