(Photo by Matthew Horwood for CYBERUK via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"63.839306551092\"><body readability=\"130.92451138605\"><\/p>\n<p>National Cyber Director Harry Coker said one of his top goals is to push \u201cfederal coherence\u201d \u2014 collaborating with and uniting other parts of the federal government, and serving in a role that didn\u2019t exist before Congress created his office more than three years ago and the Biden administration built it up into an approximately 80-person organization.<\/p>\n<p>In an interview with CyberScoop this week that touched on the cyber workforce, the biggest unsolved problems in cybersecurity and more, Coker touted his office\u2019s work within the federal government and outside it.<\/p>\n<p>\u201cWe lead by collaboration,\u201d Coker said. \u201cWe don\u2019t have to be first in line or at the top of the list, as long as we\u2019re working together to push in the right direction.\u201d<\/p>\n<p>Coker <a href=\"https:\/\/cyberscoop.com\/harry-coker-national-cyber-director-confirmed\/\">assumed office<\/a> almost exactly seven months ago, inheriting the role of the second-ever Senate-confirmed national cyber director from Chris Inglis. The departure of Inglis came <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-04-03\/joe-biden-s-cybersecurity-dream-team-roiled-as-chris-inglis-resigns\">amid reported acrimony<\/a> between himself, Anne Neuberger, deputy national security adviser for cyber, and Jen Easterly, the head of the Cybersecurity and Infrastructure Security Agency.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Stepping into that trio, Coker said he is \u201cconfident \u2014 which is better than comfortable \u2014 that we are doing well.\u201d Coker wasn\u2019t in the administration before to say how well the relationships were going at the time, he said, but he has weekly conversations with Neuberger.<\/p>\n<p>\u201cAnne and I go back years. We are friendly. We are respectful and professionals,\u201d Coker said. \u201cThat does not imply we agree about everything. But it does imply that we can talk about everything, just give and take. Frankly, I think we both appreciate that.\u201d<\/p>\n<p>He likewise has weekly meetings with Easterly, and the staff of all three organizations talk constantly. \u201cWe talk regularly, we talk about challenging issues,\u201d Coker said. \u201cI have no doubt we\u2019re all moving together in the same direction.\u201d The nature of those relationships is \u201calmost always the elephant in the room\u201d when Coker meets with partners in the cybersecurity fight, he said.<\/p>\n<p>That collaboration extends to other agencies, too, such as when the Office of the National Cyber Director teamed with the Office of Management and Budget to <a href=\"https:\/\/cyberscoop.com\/cyber-budget-priorities-fiscal-2024\/\">outline cyber priorities<\/a> for the federal government for the fiscal year 2026 budget. The reception from agencies, Coker said, suggested that they appreciated the offices\u2019 work on the budget process.<\/p>\n<p>Coker\u2019s office also turns frequently to the National Institute of Standards and Technology for expertise on topics like <a href=\"https:\/\/cyberscoop.com\/memory-safety-vulnerability-national-cyber-director\/\">promoting memory-safe computer languages<\/a>.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThat\u2019s one of the things I like about this office,\u201d Coker said. \u201cWe recognize the core competencies of our mission partners that we leverage. NIST has got the technical capabilities, depth and breadth, that frankly most other agencies don\u2019t have. So we work with them.\u201d<\/p>\n<p>That collaboration also stretches into the private sector. One unique approach the Biden administration has brought to cyber, Coker said, is increasing the emphasis on economic prosperity as an aspect of cybersecurity and national security. <\/p>\n<p>A frequent focus for Coker is fostering cybersecurity skills and boosting the cybersecurity workforce. It\u2019s one of his near-term priorities, he said: \u201cKnocking down, closing that gap on the cyber workforce.<\/p>\n<p>\u201cWe\u2019re not competing with the private sector\u201d on hiring the cyber workforce, he said. \u201cWe are complementing each other. \u2026 There\u2019s nothing wrong \u2014 there\u2019s actually something good \u2014 about people leaving government service and going back and forth. Neither side has the best answers in every area.\u201d It\u2019s an approach he said that he didn\u2019t see during earlier government stints, where length of service in government equated to usefulness. Coker was a Navy officer and official at the Central Intelligence Agency and National Security Agency.<\/p>\n<p>The most important cyber skills, according to Coker, are critical thinking, agility and the ability to resist becoming complacent. \u201cOur adversaries are as creative as they come,\u201d he said. \u201cWhen I was a young person in uniform, we didn\u2019t have adversaries that are as capable as our adversaries are today.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Coker doesn\u2019t believe that a major in science, technology, engineering and math are necessary to make contributions in the cyber field. As artificial intelligence grows as a force in the cyber field, they will become even less necessary, he predicted. Coker\u2019s office has been one federal government organization pushing to <a href=\"https:\/\/cyberscoop.com\/harry-coker-education-requirements-federal-cybersecurity-jobs\/\">do away with college degrees<\/a> as a requirement for certain agency and federal contracting jobs.<\/p>\n<p>Another near-term priority is to provide greater support to state, local, tribal and territorial governments, Coker said. \u201cThat\u2019s a national challenge,\u201d he said. \u201cThese are entities that need additional resources. State, local tribal and territorial entities are going up against nation states.<\/p>\n<p>\u201cWhen I was growing up, we took care of nation-state threats,\u201d Coker said, referring to the federal government taking on those threats. \u201cRight now, those nation-state threats as well as malicious cyber actors are going after our water supplies in small towns. \u2026 How do we help them? There\u2019s some challenging resource scenarios where we don\u2019t have the answer.\u201d<\/p>\n<p>Overall, Coker has one kind of target. \u201cI love hard problems, our office loves hard problems and we\u2019re taking on hard problems,\u201d he said. \u201cThey\u2019re not going to end.
