(Photo by Andrew Harnik\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"55.359366365813\"><body readability=\"113.66367086079\"><\/p>\n<p>Democratic National Committee delegates approved a party platform on Monday that scarcely mentions cybersecurity, reversing a trend from the 2020 version and mirroring the Republican party document.<\/p>\n<p>There were just two explicit mentions of cyber in <a href=\"https:\/\/democrats.org\/wp-content\/uploads\/2024\/08\/FINAL-MASTER-PLATFORM.pdf\">the 2024 Democratic platform<\/a>, both vague and in one case neglecting to note that Kamala Harris, rather than Joe Biden, is the party\u2019s nominee \u2014 <a href=\"https:\/\/apnews.com\/article\/democratic-platform-harris-biden-dnc-e255d5f2939b5d35adf68ab734d5af98\">a platform-wide phenomenon<\/a>.<\/p>\n<p>\u201cWe will remove barriers to legal access, combat hate crimes, and counter cyber threats,\u201d the platform vows in one section.<\/p>\n<p>\u201cHe [Biden] will continue to address cyber threats by bolstering the capacity of our intelligence communities and leading the development of rules of the road for technologies like artificial intelligence,\u201d the platform vows in another.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The platform does give more attention to privacy, a subject that sometimes overlaps with cybersecurity. In a section on data privacy, it touts Biden administration actions to protect consumers\u2019 data against commercial data brokers, \u201cforeign intelligence actors\u201d and identity thieves.<\/p>\n<p>\u201cWe must do more and update and pass the Consumer Privacy Bill of Rights, protect student data privacy by ensuring what is collected in schools is only used for education, and update the Electronic Communications Privacy Act to protect personal electronic information and safeguard location information,\u201d it states.<\/p>\n<p>It also says that Democrats aim to pass bipartisan legislation to safeguard children online and enact tech industry laws allowing users to control and transfer their data. Additionally, the party seeks to enhance protections against cyberstalking, deepfakes and voice impersonations.<\/p>\n<p><a href=\"https:\/\/prod-static.gop.com\/media\/RNC2024-Platform.pdf?_gl=1*83jvw9*_gcl_au*MTgyOTY0OTk5NC4xNzI0MTY4NTMw&_ga=2.52339297.936674086.1724168530-762594789.1724168530\">The 2024 Republican platform<\/a> features two sentences on cyber and no mention of privacy. \u201cRepublicans will use all tools of National Power to protect our Nation\u2019s Critical Infrastructure and Industrial Base from malicious cyber actors,\u201d it states. \u201cThis will be a National Priority, and we will both raise the Security Standards for our Critical Systems and Networks and defend them against bad actors.\u201d<\/p>\n<p>By comparison, <a href=\"https:\/\/democrats.org\/where-we-stand\/party-platform\/\">the 2020 Democratic platform<\/a> features five separate explicit mentions of cyber. The Republicans hit \u201ccopy-paste\u201d in 2020 and <a href=\"https:\/\/prod-cdn-static.gop.com\/docs\/Resolution_Platform_2020.pdf\">re-used their 2016 platform<\/a> rather than composing a new one. The 2016 platform didn\u2019t mention cybersecurity.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Mark Montgomery, senior director of the Center on Cyber and Technology Innovation at the Foundation for Defense of Democracies think tank, said he was \u201cdisappointed\u201d by the sparse mentions of cyber in the 92-page 2024 Democratic document, but added, \u201cI don\u2019t overreact to this too much.\u201d<\/p>\n<p>That\u2019s because \u201cplatforms aren\u2019t that important,\u201d he said. Cyber-wise, he would\u2019ve liked to see some discussion of the importance of protecting critical infrastructure. But he looks at the Biden administration\u2019s record on the issue as more significant.<\/p>\n<p>\u201cFor the last four years, they have put a lot of energy into critical infrastructure and cybersecurity,\u201d he said. \u201cI would say their intent has been high and their execution has been moderate. I\u2019ve got to give them credit, because they\u2019ve shown an intention to work on the issue.\u201d<\/p>\n<p>He said he was glad to see critical infrastructure mentioned in the 2024 Republican platform, \u201cbecause their intent was probably less focused\u201d despite some achievements in the area.<\/p>\n<p>Cyber also doesn\u2019t get as much attention as some other more politics-oriented issues in party platforms because \u201cno one is politically against cybersecurity,\u201d said Bruce McConnell, a distinguished fellow at the Stimson Center.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cCyber is not a political issue, so it often gets short shrift in platforms and the like. Nobody pays much attention until they have to,\u201d McConnell, a former cyber official at the Department of Homeland Security, said via email. \u201cEven then, look how short-lived the coverage of the <a href=\"https:\/\/cyberscoop.com\/crowdstrike-falcon-flaw-microsoft-outage-flights-grounded-windows\/\">Crowdstrike-[Microsoft] error<\/a> was. Partly it\u2019s that the damages are usually invisible \u2014 the Crowdstrike-[Microsoft] scenes in airports were impressive, and unusual.\u201d<\/p>\n<p>Whoever wins is likely to focus on cyber regardless of what the platforms mention or don\u2019t, said Norma Krayem, vice president and chair of cybersecurity, privacy and digital innovation at Van Scoyoc Associates, a government affairs firm. Harris as vice president has been active on critical infrastructure and cybersecurity over the past four years, Krayem said.<\/p>\n<p>\u201cParty platforms are also a compromise amongst the party overall,\u201d she said. \u201cPrivacy is very prominent because of the growing cyber risks the nation faces. The fact that cyber is not listed explicitly is not indicative of any change in top priorities for the Harris-Walz ticket.\u201d<\/p>\n<p>And the cyber passage in the GOP platform is at least noteworthy for signaling \u201can active and potentially mandatory set of <a href=\"https:\/\/cyberscoop.com\/bidens-cybersecurity-legacy-a-big-shift-to-private-sector-responsibility\/\">cyber requirements<\/a>\u201d if Trump wins, Krayem said.<\/p>\n<p><em>Derek B.
