{"id":5106,"date":"2024-08-30T11:32:39","date_gmt":"2024-08-30T16:32:39","guid":{"rendered":"https:\/\/www.darkreading.com\/threat-intelligence\/commercial-spyware-vendors-copycat-russian-apt"},"modified":"2024-08-30T11:32:39","modified_gmt":"2024-08-30T16:32:39","slug":"commercial-spyware-vendors-have-a-copycat-in-top-russian-apt","status":"publish","type":"post","link":"https:\/\/ddi.mohflo.net\/index.php\/2024\/08\/30\/commercial-spyware-vendors-have-a-copycat-in-top-russian-apt\/","title":{"rendered":"Commercial Spyware Vendors Have a Copycat in Top Russian APT"},"content":{"rendered":"<div class=\"media_block\"><a href=\"https:\/\/i0.wp.com\/eu-images.contentstack.com\/v3\/assets\/blt6d90778a997de1cd\/blt2acb6a7a4a320300\/66d1f5639d8278395e0dafa8\/wateringhole1800_GH_Photos_alamyjpg.jpg?ssl=1\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2024\/08\/commercial-spyware-vendors-have-a-copycat-in-top-russian-apt.jpg?w=640&#038;ssl=1\" class=\"media_thumbnail\"><\/a><\/div>\n<div><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2024\/08\/commercial-spyware-vendors-have-a-copycat-in-top-russian-apt.jpg?w=640&#038;ssl=1\" class=\"ff-og-image-inserted\"><\/div>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Multiple exploit campaigns linked to a Russian-backed threat actor (variously known as APT29, Cozy Bear and <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/cyberattacks-data-breaches\/cisa-emergency-directive-after-midnight-blizzard-microsoft-hits\" rel=\"noopener\">Midnight Blizzard)<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> were discovered delivering n-day mobile exploits that commercial spyware vendors have used before.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">According to Google&#8217;s Threat Analysis Group (TAG), the exploit campaigns were delivered &#8220;from a <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/cyberattacks-data-breaches\/china-linked-cyber-spies-blend-watering-hole-supply-chain-attacks\" rel=\"noopener\">watering hole attack<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> on Mongolian government websites,&#8221; and each one is identical to exploits previously used by commercial surveillance vendors (CSVs) Intellexa and <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/cyberattacks-data-breaches\/nso-group-back-business-3-new-ios-zero-click-exploits\" rel=\"noopener\">NSO Group<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. That suggests, as the researchers at Google TAG note, that the authors and\/or providers are the same.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In the watering-hole attacks, threat actors infected two websites, cabinet.gov[.]mn and mfa.gov[.]mn, which belong to Mongolia&#8217;s Cabinet and Ministry of Foreign Affairs. They then injected code to exploit known flaws in iOS and Chrome on Android, with the ultimate goal of hijacking website visitors&#8217; devices.&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The campaigns popped up on three separate occasions, one of which occurred at the end of last year and the latest, just a month ago. Two of the campaigns delivered an iOS exploit through a vulnerability tracked as CVE-2023-41993 that had been recently patched, but not before being exploited by <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/endpoint-security\/operation-behind-predator-mobile-spyware-industrial-scale\" rel=\"noopener\">Intellexa<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> and NSO Group.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">&#8220;We do not know how the attackers acquired these exploits,&#8221; <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/blog.google\/threat-analysis-group\/state-backed-attackers-and-commercial-surveillance-vendors-repeatedly-use-the-same-exploits\/\" rel=\"noopener\">said the researchers<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. &#8220;What is clear is that APT actors are using n-day exploits that were originally used as 0-days by CSVs. It should be noted that outside of common exploit usage, the recent watering hole campaigns otherwise differed in their approaches to delivery and second-stage objectives.&#8221;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The researchers go on to add that though there are still outstanding questions as to how the exploits were acquired, this does highlight how <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/threat-intelligence\/govts-are-driving-sharp-growth-in-commercial-spyware-industry-google-warns\" rel=\"noopener\">exploits developed first by the commercial surveillance industry<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> become even more of a threat as threat actors that come across them.&nbsp;<\/span><\/p>\n<p><a
