(Photo by Emily Elconin\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"81.805429864253\"><body readability=\"173.70974004962\"><\/p>\n<p>Working for Donald Trump during his term as president left a number of his <a href=\"https:\/\/www.washingtonpost.com\/elections\/interactive\/2024\/trump-cabinet-endorsements\/\">top officials embittered<\/a>.&nbsp;<\/p>\n<p>The tumult sometimes trickled down among cybersecurity officials who served under him, with Trump <a href=\"https:\/\/cyberscoop.com\/trump-chris-krebs-2020-election-security-twitter\/\">famously firing<\/a> the head of the Cybersecurity and Infrastructure Security Agency, Chris Krebs, and <a href=\"https:\/\/cyberscoop.com\/national-security-council-power-struggle-rob-joyce-john-bolton-josh-steinman\/\">infighting on the National Security Council<\/a> pushing some <a href=\"https:\/\/www.nytimes.com\/2018\/05\/15\/technology\/white-house-cybersecurity.html\">cyber officials aside<\/a>.<\/p>\n<p>Despite the past chaos, it\u2019s clear from sources that CyberScoop spoke with both inside and outside the first Trump administration that he\u2019ll have no lack of cybersecurity personnel willing or eager to enlist should he win election a second time, both among former officials and potential new pockets of previously untapped talent.<\/p>\n<p>\u201cThere is a deep bench of Trump supporters in tech quietly preparing to support a second administration,\u201d said Joshua Steinman, a former senior director for cyber policy at the NSC under Trump.&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Trump only began <a href=\"https:\/\/www.nytimes.com\/2024\/08\/16\/us\/politics\/trump-transition-team-2024-mcmahon-lutnick.html\">assembling his transition team<\/a> last month, chaired by former WWE CEO and Small Business Administration chief Linda McMahon, and Howard Lutnick, chairman and CEO of the financial services firm Cantor Fitzgerald. Last week <a href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/08\/27\/trump-kennedy-gabbard-transition\/\">he added<\/a> former third-party presidential candidate Robert F. Kennedy Jr. and former Democratic congresswoman Tulsi Gabbard to the transition team.<\/p>\n<p>No one CyberScoop spoke to among potential second-term Trump administration officials in the past two weeks said they\u2019d had any discussions with the transition team, which is <a href=\"https:\/\/www.washingtonpost.com\/opinions\/2024\/08\/28\/trump-harris-presidential-transition\/\">behind schedule<\/a> for both Trump and his Democratic rival, Vice President Kamala Harris. And predicting what Trump might do is famously difficult, especially since his last transition in 2016 was <a href=\"https:\/\/www.nbcnews.com\/politics\/2016-election\/trump-transition-shake-part-stalinesque-purge-christie-loyalists-n684081\">upended completely<\/a> at one point. One person familiar with cyber policy in Washington, D.C. expected transition team vetting work to begin in earnest this month or so, perhaps as soon as this week \u2014 just as <a href=\"https:\/\/www.voanews.com\/a\/us-election-season-is-about-to-start-first-ballots-go-out-within-days-\/7768761.html\">the official voting season begins<\/a>.<\/p>\n<p>Nonetheless, sources brought up many of the same names among former Trump cyber officials believed to be candidates to rejoin.<\/p>\n<p>Potential returning officials for a second Trump administration include:<\/p>\n<ul class=\"wp-block-list\">\n<li><strong>Pedro Allende<\/strong>, former Department of Homeland Security cyber official, now secretary of the Florida Department of Management Services;<\/li>\n<li><strong>Nick Andersen<\/strong>, former White House and Energy Department cyber official, now with Invictus International Consulting;<\/li>\n<li><strong>Michael Ellis<\/strong>, former NSC and National Security Agency official, who is now a fellow at the Heritage Foundation think tank;<\/li>\n<li><strong>Karen Evans<\/strong>, former DHS chief information officer and Energy Department cyber lead, now managing director of the Cyber Readiness Institute;<\/li>\n<li><strong>Brian Harrell<\/strong>, former CISA assistant secretary, now with the AVANGRID cyber risk firm;<\/li>\n<li><strong>Matt Hayden<\/strong>, former CISA assistant secretary, now vice president at General Dynamics Information Technology;<\/li>\n<li><strong>Sam Kaplan<\/strong>, former DHS cyber official, now at Palo Alto Networks;<\/li>\n<li><strong>Mike Klipstein<\/strong>, former NSC official, now an adviser at tech company SMX among other roles;<\/li>\n<li><strong>Blake Moore<\/strong>, former Defense Department cyber official, now with Amazon Web Services;<\/li>\n<li><strong>Lucian Niemeyer<\/strong>, former DOD official, now with the Building Cyber Security nonprofit;<\/li>\n<li><strong>Sean Plankey<\/strong>, former NSC and Energy Department cyber official, now at the global cybersecurity advisory company WTW;<\/li>\n<li><strong>Alexandra Seymour<\/strong>, former DOD and NSC official, now staff director of the House Homeland Security subcommittee on cyber;<\/li>\n<li><strong>Steinman<\/strong>, who now serves as CEO of Galvanick, a cybersecurity company that specializes in industrial systems;<\/li>\n<li><strong>Rob Strayer<\/strong>, former State Department cyber official, now president of the Critical Minerals Forum.<\/li>\n<\/ul>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Andersen, Evans, Harrell, Klipstein and Plankey all told CyberScoop they\u2019d be open and\/or honored to serve again. Steinman said he was focused on helping Trump and that \u201cdiscussions of staffing are best had the day after victory.\u201d The others either couldn\u2019t be reached or were otherwise unavailable for comment.<\/p>\n<p>Additionally, \u201cthere are probably going to be some new faces in the game,\u201d said one former Trump administration cyber official. The administration could draw from states with governors who supported the campaign, as well as candidates the campaign vetted for vice president or in tech circles among the campaign\u2019s major donors, like those in the orbit of Elon Musk, the official said.<\/p>\n<p>There are \u201cquietly conservative or quietly Republican\u201d tech professionals at places like Amazon or Facebook, as well as staffers working for Trump-supporting members of Congress, who could also emerge as future cyber executive branch officials, said the source familiar with cyber policy.&nbsp;<\/p>\n<p>What\u2019s noteworthy about some of the names circulating is that however \u201cother stories have portrayed\u201d potential second-term Trump administration officials, the names are \u201cnot a bunch of MAGA radicals,\u201d the source said, even if they\u2019ll have different ideas than the Biden-Harris administration cyber pros.&nbsp;<\/p>\n<p><a href=\"https:\/\/www.project2025.org\/policy\/\">Project 2025<\/a>, the policy blueprint for the second Trump administration written primarily by people with close ties to Trump, calls for more political appointees who serve the president\u2019s agenda instead of \u201cunelected bureaucrats.\u201d Trump has sought to distance himself from the document.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Among potential returning Trump administration cyber officials, \u201ceverybody will be a bit more disciplined and more focused,\u201d said one former such official. Many who worked on cyber under Trump didn\u2019t \u201chave a lot of years of government service. Not everybody was that way, but it was a unique experience for some of these guys,\u201d the official said. \u201cThey\u2019ll be a more disciplined operation on what works and what doesn\u2019t \u2014 working with industry, state and local partners \u2014 rather than just technical smarts and technical prowess.\u201d<\/p>\n<p>There could also be changes to some of the biggest cyber jobs in the executive branch under Trump.<\/p>\n<p>Project 2025 calls for <a href=\"https:\/\/static.project2025.org\/2025_MandateForLeadership_CHAPTER-05.pdf\">scaling back CISA<\/a> and moving it to the Transportation Department, following some GOP critiques that the agency\u2019s election security mission has veered into censorship. Some Republicans in Congress have echoed that criticism.&nbsp;<\/p>\n<p>Trump hasn\u2019t had a chance to shape the Office of the National Cyber Director, created in a Defense Department policy bill that he vetoed at the end of his term before Congress <a href=\"https:\/\/www.npr.org\/2021\/01\/01\/952450018\/congress-overturns-trump-veto-on-defense-bill-after-political-detour\">overrode the veto<\/a>.<\/p>\n<p>\u201cONCD is going to run into some headaches\u201d under Trump, a former Trump administration official said, because the lines of authority are so blurred and it was \u201cbeing fought during the administration.\u201d There needs to be a \u201cunified team working together rather than working as individual leaders with individual missions,\u201d the official said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>While several sources said there would be change at CISA in a second Trump administration, some view it as more of a shift than an overhaul.<\/p>\n<p>\u201cWhile CISA has been an easy target recently for Republicans due to their mis-dis-information campaign, a Trump Administration could reward funding for CISA to develop more robust threat detection and response capabilities, enhanced coordination with state and local governments, and greater support for initiatives aimed at protecting Industrial Control Systems (ICS),\u201d Harrell said via email. \u201cThere may also be a focus on enhancing CISA\u2019s public communications efforts to ensure timely dissemination of threat information and best practices to businesses and the general public.\u201d<\/p>\n<p>A former official under both Trump and Biden said that despite Project 2025\u2019s language, whoever leads CISA will have a chance to convince Trump that the agency doesn\u2019t need significant cuts. Any changes&nbsp; are likely to be \u201con the margins,\u201d particularly since any reduction in the agency\u2019s election security work won\u2019t have a major impact on the overall CISA budget, the official said.<\/p>\n<p>Overall, any Trump administration officials are going to bring their own \u201cbackgrounds and proclivities\u201d to the work they do, the official said.<\/p>\n<p>The Trump White House was more hands-off on cyber issues, allowing agencies to figure out how they wanted to go about the policy work with which they were tasked, the official said. The Biden White House, by contrast, has been \u201cmore tactically involved in what\u2019s happening across agencies, a more significant degree of micromanagement,\u201d said the official.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThe good news is that cyber isn\u2019t a polarizing priority for either candidate,\u201d said a former Trump&nbsp; administration official, meaning that there could be continuity on some of the work that agencies like CISA or the FBI have done, with the \u201cpivot points\u201d coming in regulatory approaches.&nbsp;<\/p>\n<p>Said Harrell: \u201cCybersecurity policies under a Trump 2.0 will likely focus on removing redundant regulations, adding capabilities, and mitigating current and future threats from China, AI, and quantum computing.\u201d<\/p>\n<p>Cabinet-level positions with cyber responsibilities, such as secretary of defense or homeland security, have drawn <a href=\"https:\/\/punchbowl.news\/article\/election-2024\/trump-capitol-hill-cabinet\/\">their own speculation<\/a>. House Homeland Security Chairman Mark Green, R-Tenn., is said to be interested in the DHS job, for instance, while Sen.
