(Photo by JOSH EDELSON\/POOL\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"66.855248705476\"><body readability=\"138.0421481985\"><\/p>\n<p>A narrative once took root in part of the security community that deterrence doesn\u2019t apply in cyberspace, Nate Fick, America\u2019s first cyber ambassador, said in an interview Tuesday. \u201cI have to disagree with that pretty fundamentally,\u201d he told CyberScoop.<\/p>\n<p>Deterrence is a subject Fick has been talking about <a href=\"https:\/\/www.defenseone.com\/defense-systems\/2022\/08\/cyber-ambassador-pick-wants-bring-coherence-tech-diplomacy-efforts\/375359\/\">ever since he was nominated<\/a> to serve as the State Department\u2019s ambassador at large for cyberspace and digital policy more than two years ago. But he said it\u2019s all the more \u201curgent\u201d to answer now, as the pace of hybrid activity \u2014 cyberattacks mixed with other types of attacks, from foreign influence operations to physical warfare \u2014 is \u201calarming,\u201d something he\u2019s learned from visits to nations along the Eastern flank of NATO, places like Estonia, Moldova, Poland and Ukraine.<\/p>\n<p>\u201cThey\u2019re pushing and prodding, they\u2019re testing, and we need to ensure that we enforce the norms and don\u2019t allow them to expand the box of what is tolerated,\u201d Fick said. China is stealing intellectual property and Russia is doing things \u201cusing digital means that they would never do using kinetic means.\u201d<\/p>\n<p>The key is that \u201cat the end of the day, it\u2019s not actually computer-to-computer, right?\u201d he said. \u201cThe technology is a vector for human beings. Behind the connection is a person. That person has national interests or economic interests, and human beings \u2026 we have cost-benefit calculus that we make in everything we do, all the time, in human interactions.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Policies toward escalation and deescalation for the physical world, relying on elements of national power from the diplomatic to the military, need to be extended to the digital world if cyberspace isn\u2019t going to be the \u201cWild West,\u201d Fick said.<\/p>\n<p>Countering foreign influence operations will require more public education, he said, the same way public education has had an influence on smoking, seat belts or helmets. If you can show someone a deepfake video, it can help them demonstrate how they can be fooled, Fick said. He recently said that the American public doesn\u2019t grasp just how much of <a href=\"https:\/\/www.nextgov.com\/digital-government\/2024\/06\/most-americans-unaware-foreign-intel-operations-scope-social-media-state-dept-official-says\/397185\/\">the social media they consume<\/a> is a foreign influence operation.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-the-long-term-and-the-short-term\">The long term and the short term<\/h3>\n<p>Congress got it right when they decided to create the bureau he leads, Fick said. It was vital not to get hung up on making it perfect, but to create it and then later refine it. One such refining move was the <a href=\"https:\/\/fedscoop.com\/state-department-launches-special-envoy-focused-on-diplomacy-and-emerging-tech\/\">establishment of S\/TECH<\/a>, formally known as the Office of the Special Envoy for Critical and Emerging Technology, to focus on things like quantum, artificial intelligence and biotechnology.<\/p>\n<p>\u201cNow that we\u2019ve solidified that,\u201d Fick said, \u201cwe have the opportunity to survey the landscape and say, OK, what else should be more closely coupled with this organization?\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>That\u2019s probably going to be up to whoever takes the White House after November, but Fick said \u201cwe will have a set of well-considered recommendations ready.\u201d A recommendation he expects to be included is expansion of <a href=\"https:\/\/therecord.media\/cyber-foreign-aid-nathaniel-fick-state-department\">a $50 million foreign aid fund<\/a> for things like shoring up allied nations\u2019 cyber defenses. That pot of money was a meaningful amount, but he said he\u2019d like to see not 10% or 20% more in future budgets, but \u201ca multiple increase.\u201d<\/p>\n<p>\u201cI think we can generate outsized foreign policy returns for the United States in this area, frankly, as opposed to some other areas,\u201d Fick said.<\/p>\n<p>He pointed to successes thus far for his bureau that included not only that fund but the training of more than 200 cyber and digital officers placed around the world.<\/p>\n<p>\u201cIf I had been given the opportunity to sign up two-and-a-half years ago to be right where we are today, with no hope of doing better, but no risk of doing worse \u2014 if you think about it in those terms \u2014 I would\u2019ve signed that piece of paper in a heartbeat,\u201d Fick said.<\/p>\n<p>Some of Fick\u2019s more near-term priorities are on specific parts of the world, namely Costa Rica and Moldova \u2014 both because of things Russia has been doing there.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Costa Rica approached the United States for help after it suffered <a href=\"https:\/\/cyberscoop.com\/latin-america-ransomware-recorded-future\/\">a damaging ransomware attack<\/a> at the hands of the Russian-affiliated Conti gang in 2022. It has since become \u201ca really interesting test case,\u201d Fick said.<\/p>\n<p>The administration there has responded by taking a \u201cpretty hard stand on trusted vendors in Costa Rica, which was provocative in some ways,\u201d he said. Costa Rica then hosted its own conference where \u201cthey were speaking to regional peers about the importance of trusted digital infrastructure, not only for cybersecurity, but for attracting foreign digital investment,\u201d he said.<\/p>\n<p>\u201cTheir profile is now increasing as part of the global realignment of tech supply chains, because companies have conviction in the steadfastness of the Costa Rican government on these points,\u201d he said.<\/p>\n<p>Moldova is important because of a <a href=\"https:\/\/www.reuters.com\/world\/europe\/moldovan-parliament-votes-hold-referendum-eu-membership-oct-20-2024-05-16\/\">presidential election and European Union referendum membership vote<\/a> scheduled on the same day, Fick said. Someone in Moldova is closer to the front lines of the Ukraine war than someone in Kyiv right now, he said.<\/p>\n<p>\u201cAnd it really matters, because Moldova is at a fork in the road, and popular sentiment in Moldova seems to be very strongly in support of taking kind of a Western pathway to European integration and freedom and prosperity,\u201d Fick said. \u201cAnd the Russians would prefer Moldova to take a different course, and they\u2019re using every tool in their arsenal to try to influence that outcome.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Fick\u2019s philosophy behind focusing on certain areas is that the world is a big place, and \u201cI\u2019m a believer in the notion that the essence of strategy is the allocation of finite resources against infinite priorities,\u201d he said. \u201cYou have to make choices, and that\u2019s hard.
