Counter Ransomware Initiative this year, the international coalition is already laying the groundwork for next year\u2019s agenda.<\/p>\n<p>Thursday wrapped up meetings of the 68 countries with an optional capacity-building day to help those participating nations \u201cget through practical skills,\u201d Anne Neuberger, the deputy national security advisor for cyber and emerging technology, told CyberScoop.<\/p>\n<p>It followed a <a href=\"https:\/\/cyberscoop.com\/counter-ransomware-initiative-summit-white-house-odni\/\">series of huddles<\/a> that featured one day focused on the intersection of artificial intelligence and cybersecurity. Another innovation this year, according to a senior administration official, was regional breakout sessions alongside topical breakout sessions. \u201cThe feedback we got from our members is that it really facilitated robust conversation,\u201d the official said.<\/p>\n<p>The initiative is taking a divide-and-conquer approach to action plans for 2025. Germany and Nigeria are leading the diplomacy and capacity-building pillar, Australia and Lithuania are leading the operational task force, Singapore and the U.K. are leading the policy pillar, Canada is leading the private sector advisory panel and the United States is serving as the overall chair, Neuberger said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIn each country you have agencies doing work to address aspects of the problem,\u201d Neuberger said. \u201cWhat we\u2019ve been doing is bringing all the tools together to be more effective, and what we bring into CRI is helping other countries do the same, and then bringing that united power of 68 member countries and international organizations against the problem.\u201d<\/p>\n<p>The White House isn\u2019t the only part of the United States government involved that\u2019s looking ahead.<\/p>\n<p>\u201cWe must recruit more countries to our cause and encourage our partners to raise their minimum cybersecurity standards, especially for critical infrastructure like hospitals,\u201d Richard Verma, the deputy secretary of State for management and resources, <a href=\"https:\/\/www.state.gov\/deputy-secretary-for-management-and-resources-richard-r-verma-at-the-fourth-international-counter-ransomware-initiative-summit\/\">said during a speech Tuesday<\/a>. \u201cWe have to become even more proactive in helping countries recover from major ransomware attacks.\u201d<\/p>\n<p>Neuberger has repeatedly highlighted how victims paying ransoms keeps ransomware gangs in business, and it\u2019s something she discussed again this week.<\/p>\n<p>It starts with trying to encourage organizations to be resilient from the start. \u201cThat\u2019s goal number one that they\u2019re working on to get companies to improve cybersecurity each and every day,\u201d she told CyberScoop.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThe second piece of that is work we\u2019re working to do with insurance companies. In some cases, insurance companies encourage paying ransom. In some cases, they reimburse for ransom,\u201d she said.<\/p>\n<p>\u201cEvery ransom payment, while it might seem like potentially the best thing for a given company to do, it fuels the broader ecosystem,\u201d she continued. \u201cSo the messaging that CISA does, the messaging we do from the White House, discouraging it, are big parts of that. As you know, we\u2019ve explored <a href=\"https:\/\/www.cybersecuritydive.com\/news\/white-house-considers-ransom-payment-ban\/649673\/\">various policy options<\/a> for stronger steps. We\u2019re not going to be pursuing those at this time.\u201d<\/p>\n<p>The senior administration official said the guidance to victims produced from this year\u2019s meetings was another way of trying to tackle ransom payments. The guidance \u201cbasically aims to reduce disruption in costs, the number of ransoms paid and the size of the ransom paid,\u201d the official said.<\/p>\n<p>\u201cAnd it was developed in partnership with the insurance industries because we thought it was really important to get their input.\u201d the official said.
