But where the US was once at the forefront, it&#8217;s quickly losing ground to countries like China, because its energy grid cannot support the breakneck pace of innovation. To remain a global AI leader, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/cyberattacks-data-breaches\/electrical-grid-stability-relies-on-balancing-digital-substation-security\" rel=\"noopener\">the federal government needs to make the grid more secure<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> and resilient by addressing three compounding issues.&nbsp;<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Growing Energy Demands\">Growing Energy Demands<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">First, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.linkedin.com\/pulse\/impact-genai-electricity-how-fueling-data-center-boom-vivian-lee?trackingId=R1qLj6%2B8STaQuYg0aArwDQ%3D%3D\" rel=\"noopener\">data center electricity consumption<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> is expected to triple, from 2.5% of the US total in 2022 to 7.5% by 2030. That&#8217;s equivalent to the energy consumption of one-third of all US homes. We need to squeeze more power generation out of the energy grid, or it won&#8217;t be able to meet the demand of AI. At the same time, the US must show the world that this can be done sustainably as it continues working toward its net-zero goals.&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Acknowledging this necessity, executives from OpenAI, Nvidia, Anthropic, and Google met at the White House recently for a <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/09\/12\/readout-of-white-house-roundtable-on-u-s-leadership-in-ai-infrastructure\/?mod=djemCIO\" rel=\"noopener\">Roundtable on US Leadership in AI Infrastructure<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. Following the gathering, the administration announced several new actions to accelerate public-private collaboration, including plans to launch a new Task Force on AI Data Center Infrastructure to coordinate policy across government.&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Time will tell if these efforts help achieve the energy usage and data center capacity required by AI. In the meantime, there are other challenges to consider.<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Utilities Are the New Frontlines of the Cyber War\">Utilities Are the New Frontlines of the Cyber War<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Countries like Russia, China, and Iran have a long history of infiltrating US businesses to steal proprietary technology and data. Today, critical infrastructure has become a primary target for <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/europe\/icc-probes-cyberattacks-ukraine-possible-war-crimes-sources-2024-06-14\/#:~:text=A%20team%20at%20the%20Human,be%20charged%20as%20war%20crimes.\" rel=\"noopener\">cyberattacks by nation-states<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> engaged in geopolitical conflict, and the impact this can have on the ability of the US to prevail in the AI arms race is huge.&nbsp;&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">I&#8217;ve seen the chaos critical infrastructure attacks can cause firsthand through my participation in NATO&#8217;s Defense Innovation Accelerator for the North Atlantic (<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.diana.nato.int\/\" rel=\"noopener\">DIANA<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">), which is aiming to &#8220;provide companies with the resources, networks, and guidance to develop deep technologies to solve critical defense and security challenges.&#8221; Energy is at the top of its agenda and was highlighted as <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.diana.nato.int\/faq\/diana-priority-focus.html#:~:text=In%20December%202022%2C%20NATO%20Allies%20agreed%20that%20energy,and%20have%20defined%20DIANA%E2%80%99s%20first%20challenges%20to%20innovators.\" rel=\"noopener\">one of three challenges in 2023<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Rogan Shimmin, challenge manager at DIANA, calls attention to the fact that &#8220;these threats are compounded by a significant lack of cyber literacy in the energy sector, which is leading to continued investment in insecure legacy infrastructure and is scaring industry players away from adopting proper security measures.&#8221;&nbsp;<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Growing Threat of Climate Change and Severe Weather\">Growing Threat of Climate Change and Severe Weather<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Malicious actors and adversaries aren&#8217;t the only players who can compromise networks. Severe weather and the heightened energy demand that often results during these instances can also take down networks, as we saw during the 2021 <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/why-texas-power-grid-failed-2eaa659d2ac29ff87eb9220875f23b34.\" rel=\"noopener\">Texas grid collapse<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. Plus, there&#8217;s the ongoing possibility of another solar flare knocking out grids, like <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/weather\/live-news\/geomagnetic-solar-storm-northern-lights-05-10-24\/index.html\" rel=\"noopener\">this year&#8217;s auroral storms<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">If we continue with business as usual, our energy grids will remain vulnerable to both physical and cyberattacks at any time. <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/cyber-risk\/the-sec-solarwinds-case-what-ciso-should-do-now\" rel=\"noopener\">As we saw with SolarWinds<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> and <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.darkreading.com\/ics-ot-security\/2-years-after-colonial-pipeline-attack-us-critical-infrastructure-remains-as-vulnerable-to-ransomware\" rel=\"noopener\">the Colonial Pipeline attack<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">, the damage can be catastrophic, not just impacting energy supply but putting the US&#8217;s position on the world stage at risk.&nbsp;<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Assessing Recent Federal Efforts for Energy Resiliency\">Assessing Recent Federal Efforts for Energy Resiliency<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Fortunately, the federal government recognizes that energy resilience is a priority and has taken measures to support this. Announced in May, the Federal Energy Regulatory Commission&#8217;s (FERC&#8217;s) <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.ferc.gov\/news-events\/news\/ferc-takes-long-term-planning-historic-transmission-rule\" rel=\"noopener\">Order No. 1920<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> outlines a smart grid approach that&#8217;s a crucial step in addressing long-term transmission planning needs. However, its passage has been hamstrung by <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.eenews.net\/articles\/ferc-grid-rule-splits-parties-may-doom-permitting-deal\/\" rel=\"noopener\">political debate<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> in an election year when action is urgently needed.&nbsp;&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">In the same vein, the White House launched a <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2024\/05\/28\/fact-sheet-biden-harris-administration-launches-federal-state-initiative-to-bolster-americas-power-grid\/\" rel=\"noopener\">Federal-State Modern Grid Deployment Initiative<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> with commitments from 21 leading states. The goal is to bring states together with federal entities and power sector stakeholders in support of modern grid technologies to enable next-level capacity and throughput. The initiative was launched in tandem with the US Climate Alliance&#8217;s announcement of &#8220;policy, technical, and analytical assistance to help participating members advance state-level efforts to carry out these commitments.&#8221;&nbsp;<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Is This Enough? Not Really\">Is This Enough? Not Really<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">These regulations and state-by-state initiatives are a step in the right direction, but they fall short. As the Modern Grid Deployment Initiative alludes, the US must address its energy demands through a level of smart controls, mainly via <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.energy.gov\/sites\/prod\/files\/2019\/08\/f66\/Congressional_DLR_Report_June2019_final_508_0.pdf\" rel=\"noopener\">dynamic line rating<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> (DLR) systems using intelligent sensors and more widely geographically distributed networks. This technology is fundamental to getting more out of networks, and it should be applied to water and other core sectors as well. However, it requires crossing state lines, which is a political hot potato.&nbsp;&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The US must also reduce its attack surface. While DLR and other modern grid technologies can be revolutionary, they exponentially increase the threat of cyberattacks and create new vectors for malicious actors. We have to develop these technologies with a security-first mindset to give utilities a way to stop attacks in their tracks before they can spread, and get back online quickly through better backup and disaster recovery solutions.&nbsp;&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">James Appathurai, acting assistant secretary general for innovation, hybrid, and cyber at NATO, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.abc.net.au\/listen\/programs\/sundayextra\/nato-is-transforming-to-respond-to-new-generation-threats\/104263970\" rel=\"noopener\">argues the ability to disconnect<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> is one of the main security lessons from the Russia-Ukraine war. Upon Russia&#8217;s first invasion, Ukraine prioritized improving its cyber resilience by building in air gaps through physical network segmentation so its critical infrastructure could be disconnected from the Internet at critical moments. &#8220;[The Internet of Things] is great, connecting to the Internet for efficiency is great, but you absolutely must build in the worst-case scenario. Being able to run if you are cyberattacked \u2014 to air gap, to run on island mode \u2014 is very important.&#8221;&nbsp;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The federal government needs to acknowledge this urgency and implement regulations that will ensure a more resilient and secure electrical grid.
