(Photo by Matt McClain\/The Washington Post via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"16.51870669746\"><body readability=\"34.932378223496\"><\/p>\n<p>The Change Healthcare data breach in February affected 100 million Americans, the company told the Health and Human Services Department this week, making it the biggest breach of health care data ever reported to U.S. regulators.<\/p>\n<p>The development is the latest ripple in what was already an unprecedented attack, one in which the company paid a $22 million ransom, resulted in estimated losses of more than $1 billion and attracted the attention of policymakers who have sought new rules for the industry.<\/p>\n<p>Change Healthcare notified HHS about the updated number, with the company <a href=\"https:\/\/cyberscoop.com\/stolen-change-healthcare-data-could-contain-information-on-a-substantial-portion-of-americans\/\">previously stating<\/a> only that \u201ca substantial proportion of people in America\u201d were affected. HHS posted about the new figure it in <a href=\"https:\/\/www.hhs.gov\/hipaa\/for-professionals\/special-topics\/change-healthcare-cybersecurity-incident-frequently-asked-questions\/index.html#faq7\">its own update<\/a> Thursday. HHS\u2019s Office of Civil Rights is conducting an investigation of the breach.<\/p>\n<p>The previous record for victims of a breach in the sector was the Anthem breach of 2015, which impacted nearly 79 million Americans and resulted in the company <a href=\"https:\/\/www.hhs.gov\/guidance\/document\/anthem-pays-ocr-16-million-record-hipaa-settlement-following-largest-us-health-data-breach\">paying a $16 million settlement<\/a> to HHS.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Change Healthcare has said the range of affected data could include contact information like name and phone number, health insurance details such as insurance company, billing and payment information, and other personal information like Social Security numbers.<\/p>\n<p>The breach has <a href=\"https:\/\/cyberscoop.com\/senate-homeland-security-streamlining-cyber-regulations-bills\/\">inspired<\/a> <a href=\"https:\/\/cyberscoop.com\/house-bill-cyber-health-care-data\/\">multiple<\/a> proposed bills in Congress, including one to <a href=\"https:\/\/cyberscoop.com\/minimum-cybersecurity-standards-health-care-wyden-warner-bill\/\">require minimum cybersecurity standards<\/a> for providers, health plans and connected entities after <a href=\"https:\/\/cyberscoop.com\/change-healthcare-attack-stolen-data-ransom-andrew-witty-unitedhealth\/\">a high-profile hearing<\/a> on the breach.
