(Photo by Jabin Botsford\/The Washington Post via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"34.547380156076\"><body readability=\"71.573047858942\"><\/p>\n<p>President-elect Donald Trump\u2019s selection of Kristi Noem to lead the Department of Homeland Security bodes poorly for the agency\u2019s cybersecurity grants to state and local governments, given her opposition to the program while serving as chief executive of her state.<\/p>\n<p>Trump will nominate the South Dakota governor to serve as secretary of DHS, numerous <a href=\"https:\/\/www.cnn.com\/2024\/11\/12\/politics\/kristi-noem-homeland-security-secretary\/index.html\">news outlets<\/a> reported Tuesday.<\/p>\n<p>Her administration in 2022 called the combined <a href=\"https:\/\/www.cisa.gov\/cybergrants\/slcgp\">$1 billion grant program<\/a> \u201cwasteful spending\u201d by the federal government when her state was one of only two in the nation not to seek any funding from it. In 2023, South Dakota was <a href=\"https:\/\/www.thedakotascout.com\/p\/south-dakota-again-passes-on-millions\">the lone holdout<\/a>.<\/p>\n<p>\u201cFederal spending often comes with strings attached, and more of it is often not a good thing,\u201d Ian Fury, a Noem spokesman, said in an emailed statement to <a href=\"https:\/\/southdakotasearchlight.com\/2023\/07\/23\/sd-kristi-noem-federal-cybersecurity-grant-randy-deibert-suggests-state-funds\/\">South Dakota Searchlight<\/a> in 2022. \u201cThese dollars would have required us to set up a new committee, create an ongoing program with one-time dollars (something we never do), and the administrative burden would have far exceeded the allowable administrative cost.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>DHS\u2019s budget isn\u2019t entirely the responsibility of its secretary, as the White House makes the budget request and Congress appropriates the funds, but a secretary who opposes sending cyber grants to states could have sway on the matter.<\/p>\n<p>But Noem has otherwise <a href=\"https:\/\/news.sd.gov\/news?id=news_kb_article_view&sysparm_article=KB0040984&sys_kb_id=d8802ebf1b5979101b354262f54bcbf6&spa=1\">promoted the cybersecurity industry<\/a> and signed bills into law in her state meant to bolster cybersecurity there.<\/p>\n<p>\u201cCybersecurity is South Dakota\u2019s next big industry,\u201d she said last year, a phrase <a href=\"https:\/\/www.instagram.com\/kristinoem\/p\/DAoyZYsRx6X\/\">she repeated<\/a> last month on Instagram. \u201cSouth Dakota is in the middle of the country \u2014 and we\u2019re landlocked, so foreign spy ships and subs can\u2019t reach us. It makes a lot of sense for cybersecurity resources to be centered here.\u201d<\/p>\n<p>Noem touted Dakota State University as the first university to establish a Ph.D program in cyber operations and its partnership with U.S. Army Cyber Command. She also talked up the state\u2019s growth in scientific and technical services jobs.<\/p>\n<p>In March, Noem signed into law a bill that would devote $7 million to the state attorney general to create a cybersecurity services initiative for countries and municipalities in the state to protect their systems.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The state Bureau of Information and Telecommunications, along with Dakota State University and the South Dakota Fusion Center, <a href=\"https:\/\/dsu.edu\/news\/2024\/06\/prevention-consortium.html\">announced a Cybercrime Prevention Consortium<\/a> this summer.<\/p>\n<p>\u201cThis collaboration is essential for staying ahead of sophisticated cybercriminals, safeguarding our state\u2019s digital assets, and ensuring the resilience of our critical infrastructure,\u201d said Miguel Penaranda, the state\u2019s deputy chief information security officer. \u201cBy working together, we can create a stronger, more secure digital environment for all South Dakotans.\u201d<\/p>\n<p>Noem named Madhu Gottumukkala as state chief information officer in August. <a href=\"https:\/\/statescoop.com\/south-dakota-cio-madhu-gottumukkala-modernization-2024\/\">He told StateScoop<\/a> his short-term priorities included cyber training for state employees, and his long-term goals included modernizing state government systems.<\/p>\n<p>CyberScoop couldn\u2019t reach spokespeople for the Trump campaign, Trump transition or governor\u2019s office for immediate comment.<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div class=\"author-card\" readability=\"7.7216117216117\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2024\/11\/dhs-nominee-kristi-noem-stood-alone-for-rejecting-department-cyber-grants-to-state-local-governments-1.jpg?w=640&ssl=1\" alt=\"Tim Starks\"> <\/figure>\n<\/p><\/div>\n<div class=\"author-card__details\" readability=\"10.901098901099\">\n<h4 class=\"author-card__name\">Written by Tim Starks<\/h4>\n<p> Tim Starks is senior reporter at CyberScoop.
