Kristi Noem is president-elect Donald Trump\u2019s pick to lead the Homeland Security Department, Sen. Mike Rounds is poised to seize the gavel of a key cybersecurity subcommittee and John Thune will become Senate majority leader.<\/p>\n<p>As president of Dakota State University, a school that has <a href=\"https:\/\/www.sdnewswatch.org\/dakota-state-university-madison-cybsersecurity-program-growth\/\">put a big focus on cybersecurity<\/a> and tech, Jos\u00e9-Marie Griffiths has worked with all three of them closely on cyber issues \u2014 testifying before their committees, consulting them on legislation, being appointed to <a href=\"https:\/\/dsu.edu\/news\/articles\/griffiths-named-to-new-national-security-commission-on-artificial-intellige.html\">national commissions<\/a> by them and more.<\/p>\n<p>She has a sense, then, of how the trio will approach their newly elevated roles. In an interview with CyberScoop, she said she expects China to get more attention from the South Dakota politicians, as well as agriculture, a more proactive approach to cybersecurity and a recognition of the need for cyber talent in the center of the country.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Thune and Rounds have sponsored cyber legislation in the Senate in the past, and as majority leader, Thune will be able to play a major role in what bills make it to the floor.<\/p>\n<p>\u201cSenator Thune is a little bit quieter and calmer than most,\u201d Griffith said. \u201cHe doesn\u2019t give an awful lot away. I think he will initially be focused on all of the Senate.\u201d<\/p>\n<p>But, she said, \u201cI can imagine that with Governor Noem, if she\u2019s confirmed, and with [Thune\u2019s] position and with Senator Rounds and his role in cybersecurity, I would find it unusual if they didn\u2019t see something emerge, some of those bills come up to the forefront.\u201d <\/p>\n<p>Thune\u2019s past tenure as chairman of the Senate Commerce Committee gave him jurisdiction over and oversight of privacy and tech bills, making it a legislative focus of his. He was part of the long-stalled push to <a href=\"https:\/\/news.bloomberglaw.com\/privacy-and-data-security\/thune-joining-senate-commerce-effort-to-craft-data-privacy-bill\">pass a data privacy measure<\/a>, and <a href=\"https:\/\/www.thune.senate.gov\/public\/index.cfm\/2024\/7\/thune-applauds-passage-of-bipartisan-ai-bill-in-senate-commerce-committee\">sponsored a bill on artificial intelligence standards<\/a>. <\/p>\n<p>\u201cHis Commerce [Committee] side was very much involved when we had the 5G issues that we were talking about,\u201d Griffiths said. Thune this year discussed how that topic is <a href=\"https:\/\/punchbowl.news\/article\/senate\/thune-spectrum-authority-filibuster-5g\/\">a national security challenge<\/a> amid competition with China.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Thune has also sponsored or co-sponsored cybersecurity-specific bills, including ones to boost the<a href=\"https:\/\/fedscoop.com\/new-legislation-would-give-nist-drone-cybersecurity-responsibilities\/\"> cyber defense of drones<\/a>, create a cyber <a href=\"https:\/\/www.klobuchar.senate.gov\/public\/index.cfm\/2023\/7\/klobuchar-thune-reintroduce-bipartisan-legislation-to-reduce-cybersecurity-risks\">public awareness campaign<\/a>, <a href=\"https:\/\/www.amwa.net\/article\/senators-propose-scaled-back-cybersecurity-bill\">develop voluntary cyber guidelines<\/a>, <a href=\"https:\/\/cyberscoop.com\/workforce-mind-bipartisan-bill-proposes-incentives-cybersecurity-education\/\">bolster the cyber workforce<\/a> and <a href=\"https:\/\/www.itic.org\/news-events\/news-releases\/iti-backs-senate-bill-to-help-small-businesses-manage-cybersecurity-risk\">aid small businesses<\/a> on cybersecurity.<\/p>\n<p>As the top Republican on the Senate Armed Services Subcommittee on Cybersecurity, <a href=\"https:\/\/www.rounds.senate.gov\/newsroom\/press-releases\/rounds-to-serve-as-top-republican-on-cybersecurity-subcommittee\">Rounds has emphasized<\/a> threats from China, Russia and new technologies, and has spoken about the need to improve both cyber offense and defense. He was <a href=\"https:\/\/cyberscoop.com\/new-cybersecurity-subcommittee-formed-senate-armed-services\/\">the first senator<\/a> to serve as chairman of that subcommittee.<\/p>\n<p>He <a href=\"https:\/\/www.rounds.senate.gov\/newsroom\/press-releases\/rounds-secures-south-dakota-victories-in-ndaa\">touted language<\/a> he got into the annual defense policy bill last year, such as a provision authorizing the Defense Department to conduct cyber operations against Mexican drug cartels. Rounds also <a href=\"https:\/\/fedscoop.com\/national-defense-university-cybersecurity-senators\/\">fought to keep<\/a> the National Defense University\u2019s College of Information and Cyberspace open. Separate from his subcommittee role, Rounds has <a href=\"https:\/\/www.rounds.senate.gov\/issues\/list\/cybersecurity\">sponsored or co-sponsored legislation<\/a> on the cyber workforce and agricultural cybersecurity.<\/p>\n<p>Given his background, Rounds tends to approach cyber as a national security and defense issue, Griffiths said.<\/p>\n<p>Spokespeople for Rounds and Thune did not respond to requests for comment about their cybersecurity-focused priorities in the coming years.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Noem\u2019s <a href=\"https:\/\/cyberscoop.com\/dhs-nominee-kristi-noem-cyber-grants-trump-admin\/\">record on cybersecurity<\/a> includes rejecting DHS grants, hyping the industry in her state and signing cyber legislation into law. Griffiths said Noem got up to speed on cyber during her time in Congress as a member of the House Armed Services Committee.<\/p>\n<p>One problem Griffiths has talked about is the tendency for cyber professionals to flock to the coasts \u2014 Silicon Valley in the private sector, and Washington, D.C. to work for the government. Noem\u2019s aware of that too, Griffiths said.<\/p>\n<p>\u201cShe recognizes that we need to see more capabilities, or leverage more capabilities, in the center of the country,\u201d Griffiths said. \u201cI think that\u2019s going to be interesting.\u201d<\/p>\n<p>South Dakota\u2019s House representative, Republican Dusty Johnson, also sits on the United States House Select Committee on Strategic Competition between the United States and the Chinese Communist Party.<\/p>\n<p>\u201cAll four of them are very interested in the role of China,\u201d Griffiths said. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>With agriculture being South Dakota\u2019s top industry, cybersecurity in that area could also get more emphasis from the state\u2019s elevated trio. \u201cAgriculture is probably the one critical infrastructure that came rather late to the game of cybersecurity,\u201d she said.<\/p>\n<p>And they could emphasize \u201ca more proactive approach to cybersecurity,\u201d Griffiths said, rather than reacting to the big headlines about the most recent cyberattacks.<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div class=\"author-card\" readability=\"7.7216117216117\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2024\/11\/trio-of-south-dakota-politicians-set-to-have-bigger-roles-on-cybersecurity-1.jpg?w=640&ssl=1\" alt=\"Tim Starks\"> <\/figure>\n<\/p><\/div>\n<div class=\"author-card__details\" readability=\"10.901098901099\">\n<h4 class=\"author-card__name\">Written by Tim Starks<\/h4>\n<p> Tim Starks is senior reporter at CyberScoop.
