<html readability=\"45.504787961696\"><body readability=\"92.213309828118\"><\/p>\n<p>The Department of the Treasury has sanctioned a Chinese national and a cybersecurity company based in Sichuan, China, for taking part in the <a href=\"https:\/\/cyberscoop.com\/tag\/salt-typhoon\/\">Salt Typhoon<\/a> hacking campaign that has swept up data from <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-telecom-cybersecurity-gaps-white-house-response\/\">at least nine U.S. telecommunications companies<\/a>.<\/p>\n<p>The department\u2019s Office of Foreign Assets Control (OFAC) named Yin Kecheng of Shanghai and the Sichuan Juxinhe Network Technology Co. Ltd., as entities that had \u201cdirect involvement\u201d in the Salt Typhoon campaign. Kecheng is described as an affiliate of the Chinese Ministry of State Security with over a decade of hacking experience.<\/p>\n<p>Kecheng is also alleged to have been involved in a <a href=\"https:\/\/cyberscoop.com\/treasury-workstations-hacked-china-beyondtrust-identity-access-management\/\">recent hack<\/a> of the Treasury Department.<\/p>\n<p>The Sichuan Juxinhe Network Technology Co. is described by Treasury officials as part of a group of computer network exploitation contractors used by the MSS to carry out hacking operations abroad. The company \u201chad direct involvement in the exploitation of these U.S. telecommunication and internet service provider companies,\u201d according to the announcement.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>It\u2019s the first formal attribution by the U.S. government to specific actors for the Salt Typhoon campaign, which has roiled Washington D.C. policymakers and highlighted broad insecurities in U.S. telecommunications infrastructure.<\/p>\n<p>\u201cThe Treasury Department will continue to use its authorities to hold accountable malicious cyber actors who target the American people, our companies, and the United States government, including those who have targeted the Treasury Department specifically,\u201d Deputy Secretary of the Treasury Adewale O. Adeyemo said in a statement.<\/p>\n<p>The sanctions \u2014 which will prevent U.S. persons and organizations from doing business with the sanctioned entities \u2014 will likely have little practical effect, as both Kecheng and the company are based in China. <\/p>\n<p>John Hultquist, chief analyst for Mandiant Intelligence and Google Cloud, said that while the sanctions may not have an economic effect, it\u2019s still \u201cimportant to shed a light on their operations and add as much friction as possible.\u201d<\/p>\n<p>\u201cEspionage is not likely to go away anytime soon, but we can expose it and adapt. These actors are certainly focused on adapting to us,\u201d Hultquist said in a statement. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The moves represent the third set of sanctions placed on Chinese cyber actors for targeting U.S. systems and technology since Dec. 10.<\/p>\n<p>On Jan. 3, the U.S. government <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy2769\">sanctioned<\/a> Integrity Technology Group, a Beijing-based cybersecurity company for providing internet infrastructure that was used by Flax Typhoon, another hacking group tied to the Chinese government suspected of targeting U.S. critical infrastructure. Sanctions were <a href=\"https:\/\/home.treasury.gov\/news\/press-releases\/jy2742\">also placed<\/a> Dec. 10 on Sichuan Silence Information Technology Co. Ltd., a cybersecurity company based in Chengdu, and one of its employees for developing zero-day vulnerabilities that were used to <a href=\"https:\/\/cyberscoop.com\/treasury-sanctions-chinese-cyber-company-2020-firewall-attack\/\">infect 81,000 firewalls around the world<\/a> with malware.<\/p>\n<p>The Salt Typhoon hacks have pressed members of Congress to introduce legislation and federal agencies to search for existing authorities that can compel better cybersecurity practices from U.S. telecommunications firms. The Federal Communications Commission finalized a <a href=\"https:\/\/www.fcc.gov\/document\/fcc-issues-cybersecurity-proposal-and-ruling\">new rule<\/a> this week that would affirmatively require telecoms to secure their networks under the Communications Assistance for Law Enforcement Act, and a separate proposal that would require telecoms to annually certify to the FCC that they are implementing cybersecurity risk management plans.<\/p>\n<p>In an <a href=\"https:\/\/cyberscoop.com\/fcc-jessica-rosenworcel-exit-interview-legacy-cybersecurity-ai\/\">interview with CyberScoop<\/a> last month, outgoing FCC Chairwoman Jessica Rosenworcel said that minimum cybersecurity standards must be developed to better protect the \u201cpatchwork of different equipment\u201d used by various telecoms.<\/p>\n<p>\u201cThat\u2019s how we make sure communications going forward are more secure and more reliable,\u201d she said. \u201cEvery one of us needs that in our day-to-day life.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>While some telecoms have claimed to have purged Salt Typhoon actors from their networks, U.S. officials and the White House <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-national-security-council-chinese-spying\/\">said last month<\/a> that they may never know if the actors have been fully removed. <\/p>\n<p>Anne Neuberger, the White House\u2019s deputy national security adviser for cyber and emerging technology, said in December the Chinese campaign \u201chas affected dozens of countries around the world.\u201d <\/p>\n<p>\u201cThere is a risk of ongoing compromises to communications,\u201d Neuberger said in a press call. \u201cUntil U.S. companies address cybersecurity gaps, the Chinese are likely to maintain their access.\u201d<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\" readability=\"3.3979238754325\">\n<div class=\"author-card\" readability=\"13\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/01\/treasury-sanctions-chinese-cybersecurity-company-affiliate-for-salt-typhoon-hacks-1.jpg?w=640&ssl=1\" alt=\"Derek B.
