(Photo by Anna Moneymaker\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"45.728942486085\"><body readability=\"99.465036465036\"><\/p>\n<p>The top Democrat on the House Homeland Security Committee and a number of cyber professionals on Wednesday lamented the Trump administration\u2019s decision to purge a cyber incident investigation board of its membership.<\/p>\n<p>But the move had some supporters, including the chairman of that same committee.<\/p>\n<p>Acting Department of Homeland Security Secretary Benjamine Huffman issued a memorandum Monday that strips all advisory committees of its members, a move that deletes the roster for both the Cyber Safety Review Board (CSRB) and the Cybersecurity and Infrastructure Security Agency\u2019s Cybersecurity Advisory Committee.<\/p>\n<p>The CSRB has been reviewing the massive breach of telecommunications companies by the Chinese hacking group <a href=\"https:\/\/cyberscoop.com\/tag\/salt-typhoon\/\">Salt Typhoon<\/a>.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIn alignment with the Department of Homeland Security\u2019s (DHS) commitment to eliminating the misuse of resources and ensuring that DHS activities prioritize our national security, I am directing the termination of all current memberships on advisory committees within DHS, effective immediately,\u201d he wrote, adding that outgoing members could reapply for their positions. \u201cFurther committee activities will be focused solely on our critical mission to protect the homeland and support DHS\u2019s strategic priorities.\u201d<\/p>\n<p>Next plans for the CSRB weren\u2019t clear, but the move sparked some fears about the nearly three-year-old board\u2019s future.<\/p>\n<p>\u201cIt is a national security imperative that the investigation be completed expeditiously,\u201d Mississippi Rep. Bennie Thompson, the top Democrat on the House Homeland Security panel, said at a committee hearing Wednesday. \u201cI\u2019m troubled that the president\u2019s attempt to stack the CSRB with loyalists may cause its important work on the Salt Typhoon campaign to be delayed. The American people deserve better.\u201d<\/p>\n<p>Cybersecurity researcher Kevin Beaumont said on the social media platform Bluesky that the move <a href=\"https:\/\/bsky.app\/profile\/GossiTheDog.cyberplace.social.ap.brid.gy\/post\/3lgdektrkk5b2\">would give<\/a> Microsoft a \u201cfree pass,\u201d referring to the CSRB\u2019s critical report of the tech giant \u2014 and Beaumont\u2019s former employer \u2014 over its <a href=\"https:\/\/cyberscoop.com\/microsoft-csrb-china-hacking\/\">handling of a prior Chinese hacker breach<\/a>.<\/p>\n<p>Jake Williams, faculty at IANS Research, <a href=\"https:\/\/bsky.app\/profile\/malwarejake.bsky.social\/post\/3lgdj47w7vk2t\">went even further<\/a> on the same website: \u201cWe should have been putting more resources into the CSRB, not dismantling it,\u201dhe wrote. \u201cThere\u2019s zero doubt that killing the CSRB [would] hurt national security.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>But House Homeland Security Chairman Mark Green, R-Tenn., said it was the new president\u2019s prerogative to assemble his own team.<\/p>\n<p>\u201cIt is worth remembering that while the CSRB is meant to be an impartial body, its members were appointed by the former Director of CISA,\u201d he said in a written statement. \u201cGiven the CSRB is tasked with investigating significant cyber intrusions \u2014 such as the Microsoft Exchange incident my committee examined last year \u2014 President Trump\u2019s new DHS leadership should have the opportunity to decide the future of the Board. This could include appointing new members, reviewing its structure, or deciding if the Board is the best way to examine cyber intrusions.\u201d<\/p>\n<p>Said a senior DHS official: \u201cEffective immediately, the Department of Homeland Security will no longer tolerate any advisory committee[s] which push agendas that attempt to undermine its national security mission, the President\u2019s agenda or Constitutional rights of Americans.\u201d <\/p>\n<p>JD Work, a professor at the National Defense University College of Information and Cyberspace, <a href=\"https:\/\/x.com\/HostileSpectrum\/status\/1881844685142142992\">said on X<\/a> the CSRB undercut itself by investigating an active incident, saying it was intended to do after-the-fact reviews.<\/p>\n<p>At the same hearing where Thompson spoke out on the administration\u2019s decision, witnesses testified that Congress needs to act this year to renew <a href=\"https:\/\/cyberscoop.com\/senate-takes-up-cisa-at-long-last\/\">the 2015 Cyber Information Security Act<\/a>, which established a shield against lawsuits and disclosures for companies that share cyber threat data with DHS.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The law is an important intelligence-sharing tool and allowing it to expire \u201cwould be a huge step back,\u201d Brandon Wales, the former executive director of cybersecurity at CISA and now vice president of cybersecurity strategy at SentinelOne, said in written testimony.<\/p>\n<p>The Homeland Security Committee needs to extend the life of the law \u201cto ensure we do not see hard-won progress lost to congressional inaction,\u201d said Kemba Walden, president of the Paladin Global Institute and former acting national cybersecurity director.<\/p>\n<p>The law\u2019s effectiveness has long fallen short of its intentions to boost private-sector information sharing, repeated <a href=\"https:\/\/cyberscoop.com\/dhs-ais-cisa-isnt-used-jim-langevin\/\">outside reviews<\/a> have concluded, although the most recent public examination <a href=\"https:\/\/cyberscoop.com\/cyber-threat-sharing-report-odni\/\">noted improvement<\/a> in recent years.<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div class=\"author-card\" readability=\"7.7216117216117\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/01\/removal-of-cyber-safety-review-board-members-sparks-alarm-from-cyber-pros-key-lawmaker-1.jpg?w=640&ssl=1\" alt=\"Tim Starks\"> <\/figure>\n<\/p><\/div>\n<div class=\"author-card__details\" readability=\"10.901098901099\">\n<h4 class=\"author-card__name\">Written by Tim Starks<\/h4>\n<p> Tim Starks is senior reporter at CyberScoop.
