(Photo by Ian Maule\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"49.971781919526\"><body readability=\"105.69413598286\"><\/p>\n<p>A series of Trump administration maneuvers to freeze federal aid has thrown cybersecurity grant programs into doubt for recipients ranging from state governments to small businesses to foreign allies.<\/p>\n<p>An <a href=\"https:\/\/www.washingtonpost.com\/business\/2025\/01\/27\/white-house-pauses-federal-grants\/\">Office of Management and Budget memo<\/a> sent Monday and that went <a href=\"https:\/\/fedscoop.com\/white-house-memo-orders-temporary-pause-on-federal-financial-assistance\/\">into effect Tuesday<\/a> directs federal agencies to \u201ctemporarily pause all activities related to obligations or disbursement of all Federal financial assistance.\u201d There are dozens of cybersecurity-specific federal grant programs and <a href=\"https:\/\/www.gao.gov\/products\/gao-24-106223\">broader grant programs<\/a> across the federal government that can be used to bolster cyber defenses, accounting for billions in past aid.<\/p>\n<p>It follows a separate pause last week on aid from two laws that could impact <a href=\"https:\/\/www.dhs.gov\/archive\/news\/2024\/09\/23\/dhs-announces-2799-million-grant-funding-fiscal-year-2024-state-and-local\">federal cyber grants<\/a> to states, and a 90-day <a href=\"https:\/\/www.state.gov\/implementing-the-presidents-executive-order-on-reevaluating-and-realigning-united-states-foreign-aid\/\">State Department halt<\/a> to foreign aid grants that could likewise impact cyber assistance.<\/p>\n<p>A federal judge temporarily <a href=\"https:\/\/apnews.com\/article\/donald-trump-pause-federal-grants-aid-f9948b9996c0ca971f0065fac85737ce\">halted the order Tuesday afternoon<\/a>, which accounts for some of the doubt about what comes next. But it\u2019s also not obvious to some observers and participants about how the specifics of the freezes will occur.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIt\u2019s unclear what exactly [the OMB memo] means,\u201d said Bob Kolasky, former head of the Department of Homeland Security\u2019s National Risk Management Center, who served under both presidents Joe Biden and Donald Trump. The pause is \u201ccreating uncertainty\u201d around things like how program priorities of delivery rates change, which could lead to a \u201closs of momentum,\u201d he said.<\/p>\n<p>Mississippi Rep. Bennie Thompson, the top Democrat on the Homeland Security Committee, was more blunt.<\/p>\n<p>\u201cAs we speak, departments and agencies across government are scrambling to understand the full scope of the President\u2019s slapdash Executive Orders,\u201d he said. \u201cFor political theater, the President is throwing the entire Federal government into chaos and our adversaries are watching.\u201d<\/p>\n<p>There is \u201czero reason\u201d to freeze grants under the four-year, $1 billion State and Local Cybersecurity Grant Program, which had bipartisan support and \u201cis necessary to help our states, cities, and towns protect themselves from ever-evolving cyber attacks on their networks and critical infrastructure necessary for our daily lives,\u201d Thompson said, accusing the administration of searching for money to give tax cuts to billionaires.<\/p>\n<p>Alex Whitaker, director of government affairs for the National Association of State Chief Information Officers, said in <a href=\"https:\/\/statescoop.com\/nascio-state-cio-federal-advocacy-priorities-2025\/\">a StateScoop story<\/a> Tuesday that while the future of that $1 billion program is unclear, it\u2019s one of the organization\u2019s top priorities and has been hugely beneficial.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p><a href=\"https:\/\/www.politico.com\/newsletters\/weekly-cybersecurity\/2025\/01\/27\/no-cyber-aid-for-us-allies-00200666\">There are also fears<\/a> about how the pause in foreign aid could impact foreign cyber vulnerabilities and goodwill toward the United States.<\/p>\n<p>Federal cyber grants go beyond those at DHS. The Labor Department <a href=\"https:\/\/grants.gov\/search-results-detail\/356919\">has a program<\/a> for job training through higher education. The National Science Foundation\u2019s CyberCorps Scholarship for Service <a href=\"https:\/\/grants.gov\/search-results-detail\/347330\">offers scholarships<\/a> in exchange for work at government agencies. The Defense Department has <a href=\"https:\/\/grants.gov\/search-results-detail\/358380\">a scholarship program<\/a> geared toward recruiting and retaining cyber talent.<\/p>\n<p>It\u2019s possible, though, that the impact on federal cyber aid could be muted or even beneficial, some said. Many states have already spent grant money from the last batch of State and Local Cybersecurity Grant Program funds, a $280 million disbursement, said Chris Cummiskey, a former top DHS official.<\/p>\n<p>Cummiskey, now CEO of his own strategic consulting firm, said another area to watch is Trump administration language in the OMB memo about scrutinizing whether grant programs run afoul of the issues outlined in the president\u2019s executive orders, such as banning federal diversity, equity and inclusion initiatives. \u201cI would think that most programs are not running contrary to the stated goals of the EOs\u201d and could \u201ccome off the list pretty quickly.\u201d<\/p>\n<p>Said Kolasky, now senior vice president for critical infrastructure at Exiger: \u201cIf they\u2019re looking at ways to more effectively streamline getting the assistance out so that states can use it for their top needs with a little less of a heavily burdensome process, that could be a good thing.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>But there are also reasons to question how highly the new administration views those programs. DHS Secretary Kristi Noem has <a href=\"https:\/\/cyberscoop.com\/dhs-nominee-kristi-noem-cyber-grants-trump-admin\/\">made it clear<\/a> that she\u2019s \u201cnot a fan\u201d of State and Local Cybersecurity Grant Program grants, Cummiskey said.
