{"id":7293,"date":"2025-02-11T23:01:00","date_gmt":"2025-02-12T05:01:00","guid":{"rendered":"https:\/\/www.darkreading.com\/cyber-risk\/indias-cybercrime-problems-nation-digitizes"},"modified":"2025-02-11T23:01:00","modified_gmt":"2025-02-12T05:01:00","slug":"indias-cybercrime-problems-grow-as-nation-digitizes","status":"publish","type":"post","link":"https:\/\/ddi.mohflo.net\/index.php\/2025\/02\/11\/indias-cybercrime-problems-grow-as-nation-digitizes\/","title":{"rendered":"India&#8217;s Cybercrime Problems Grow as Nation Digitizes"},"content":{"rendered":"<div class=\"media_block\"><a href=\"https:\/\/i0.wp.com\/eu-images.contentstack.com\/v3\/assets\/blt6d90778a997de1cd\/blt6a9115037c4c15f3\/67aa7a6f3e1cb25c77f6a2e5\/NicoElNino-digital-India-map-shutterstock.jpg?ssl=1\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/02\/indias-cybercrime-problems-grow-as-nation-digitizes.jpg?w=640&#038;ssl=1\" class=\"media_thumbnail\"><\/a><\/div>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">India continues to see a surge in cybercrime affecting both citizens and businesses, with cyber fraud against citizens jumping 51% over the past year and cyberattackers targeting businesses in volumes significantly higher than global averages.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Overall, Indian citizens filed more than 1.7 million cybercrime complaints in 2024, up from 1.1 million complaints in 2023, according to the latest data from <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/indianexpress.com\/article\/india\/cybercrime-sharp-rise-complaints-2024-govt-data-9816845\/\">India&#8217;s National Cyber Reporting Platform (NCRP)<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> released in early February. While many of those cyber scams came from domestic sources, about 45% of the cyberattacks came from cybercriminal havens in Cambodia, Myanmar, and Laos, according to the report.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The problem underscores the dark side of increasing access to online services. While the country is digitizing many of its government services \u2014&nbsp;giving citizens easier access \u2014 crime has followed online, President Droupadi Murmu said during <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.presidentofindia.gov.in\/speeches\/address-honble-president-india-smt-droupadi-murmu-parliament-1\">a speech to Parliament on Jan. 31<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">&#8220;[I]n an increasingly digital society, cybersecurity has become a crucial issue of national importance,&#8221; Murmu said. &#8220;Digital fraud, cybercrime, and emerging technologies like deepfakes pose challenges to our social, economic, and national security.&#8221;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">India&#8217;s citizens are not the only targets of cybercriminals \u2014 business sites increasingly face online attacks. Cyber-risks and digital\/technology risks are the most pressing concerns for companies in India, with businesses in the region prioritizing those issues more than their global counterparts, according to PricewaterhouseCoopers&#8217; &#8220;<\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.pwc.in\/consulting\/risk-consulting\/bridging-the-gaps-to-cyber-resilience-the-c-suite-playbook.html\">2025 Global Digital Trust Insights \u2014 India Edition<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.&#8221;<\/span><\/p>\n<div readability=\"8\"><img data-recalc-dims=\"1\" decoding=\"async\" data-testid=\"content-image\" data-component=\"image\" class=\"ContentImage-Image ContentImage-Image_align_left\" data-src=\"https:\/\/ddi.mohflo.net\/wp-content\/uploads\/2025\/02\/indias-cybercrime-problems-grow-as-nation-digitizes-1.jpg\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/02\/indias-cybercrime-problems-grow-as-nation-digitizes-1.jpg?w=640&#038;ssl=1\" loading=\"lazy\" alt=\"PwC chart of prioritizes for companies in India\" title=\"PwC chart of prioritizes for companies in India\"><\/p>\n<p class=\"ContentImage-Link\">Source: PricewaterhouseCoopers, &#8220;2025 Global Digital Trust Insights \u2014 India Edition&#8221;<\/p>\n<\/div>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">&#8220;Over the next 12 months, Indian organizations are prioritizing the mitigation of three key risks: cyberthreats, digital vulnerabilities and inflation,&#8221; PwC India stated in the report. &#8220;This focus highlights the critical need for robust cybersecurity, reliable technological infrastructure, and strategies to counter rising costs and ensure resilience and sustained growth.&#8221;<\/span><\/p>\n<h2 class=\"ContentText ContentText_variant_h2 ContentText_align_left\" data-testid=\"content-text\" id=\"Businesses See Different Threat Profile\">Businesses See Different Threat Profile<\/h2>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Compared with other regions of the world, <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.darkreading.com\/cyber-risk\/india-surge-api-attacks-banking-utilities\">India is seeing a greater volume of attacks<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. The average website in India sees about 6.9 million unwanted requests \u2014 often referred to as &#8220;attacks&#8221; by vendors \u2014&nbsp;every year, with 26% more attacks per site compared with the global average, according to Indusface. Denial-of-service attacks are also more common against Indian targets, compared with the global average, says Venky Sundar, founder and president for the Americas at Indusface.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The threat actors have gone mobile-first, with API servers for mobile applications targeted with 43% more requests per host compared with websites, he says.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">There is &#8220;a shift in attack strategies towards disrupting mobile and connected services,&#8221; Sundar says. &#8220;Cybercrime is increasingly targeting external-facing APIs associated with mobile apps rather than just traditional web platforms.&#8221;<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The attacks are split fairly evenly between domestic sources and global ones, he adds. Overall, about half of the malicious traffic targeting company sites and API servers are domestic, with much of the rest coming from four countries: US, France, UK, and Singapore.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">The government is currently taking steps to make life harder for attackers. The Reserve Bank of India (RBI), for example, has created exclusive Internet domains for banks (bank.in) and for non-bank financial institutions (fin.in), which will be run by the <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.deccanchronicle.com\/southern-states\/tamil-nadu\/exclusive-domains-for-banks-and-nbfcs-will-curb-phishing-1859735\">Institute for Development and Research in Banking Technology (IDRBT)<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">. India also <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.darkreading.com\/cybersecurity-operations\/india-overhauled-national-data-privacy-rules\">passed its first privacy and data-protection law<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> in 2023, and drafted implementation rules last month, which together define the rights of Indian citizens and requirements for companies handling data.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">India and the US also recently <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.thehindubusinessline.com\/info-tech\/india-us-sign-mou-for-cooperation-in-cyber-crime-investigations\/article69112984.ece\">signed a memorandum of understanding (MoU)<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> that allows the two countries to cooperate on intelligence gathering, the exchange of information on cybercrime cases, and collaborative training. India has also fought to <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.darkreading.com\/cyberattacks-data-breaches\/india-repatriates-citizens-duped-into-forced-cyber-fraud-cambodia\">rescue and repatriate its citizens<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> from forced labor camps for criminal syndicates in Cambodia, Myanmar, and Laos, where they are <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_self\" href=\"https:\/\/www.darkreading.com\/cyber-risk\/forced-labor-camps-fuel-billions-of-dollars-in-cyber-scams\">forced to conduct a variety of online scams<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Yet the country still faces a shortage of cybersecurity professionals. In September, the government announced an effort to <\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"><a class=\"ContentText-BodyTextChunk ContentText-BodyTextChunk_link\" target=\"_blank\" href=\"https:\/\/www.theregister.com\/2024\/09\/11\/india_cyber_commandos\/\">train 5,000 &#8220;cyber commandos&#8221;<\/a><\/span><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\"> over the next five years, to help national and state governments with cyber investigations.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">Training citizens in cybersecurity can have additional benefits, President Murmu said in her remarks to Parliament.<\/span><\/p>\n<p class=\"ContentParagraph ContentParagraph_align_left\" data-testid=\"content-paragraph\"><span class=\"ContentText ContentText_variant_bodyNormal\" data-testid=\"content-text\">&#8220;My government has taken numerous measures to control these cyber threats, creating opportunities for employment in the field of cybersecurity for the youth [and] is continuously working to ensure competence in cybersecurity,&#8221;
