(Photo by Chip Somodevilla\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"38.233955393719\"><body readability=\"78.106433677522\"><\/p>\n<p>Expelling all members of an independent federal cybersecurity advisory panel as it was investigating Salt Typhoon was necessary due to previous leadership and the board \u201cgoing in the wrong direction,\u201d President Donald Trump\u2019s nominee for deputy secretary of the Department of Homeland Security said Tuesday.<\/p>\n<p>Troy Edgar, who is serving as a senior adviser to Homeland Security Secretary Kristi Noem as he awaits confirmation, called the Trump administration\u2019s decision to dismiss Cyber Safety Review Board members a \u201cgreat idea\u201d during his testimony before <a href=\"https:\/\/www.hsgac.senate.gov\/hearings\/nominations-8\/\">the Senate Homeland Security and Governmental Affairs Committee<\/a>.<\/p>\n<p>In response to questioning from Sen. Andy Kim, D-N.J., Edgar said that as an adviser he wasn\u2019t the one who made the decision to dissolve the CSRB, which had been reviewing the staggering \u2014 <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-china-ongoing-telecom-attack-spree\/\">and ongoing<\/a> \u2014 breach of U.S. and global telecommunications systems by <a href=\"https:\/\/cyberscoop.com\/tag\/salt-typhoon\/\">the Chinese-linked group<\/a>. \u201cBut I think it was a great idea,\u201d he said. \u201cI think that [the Cybersecurity Infrastructure Security Agency], with that steering committee, I think they need to be reconstituted.\u201d<\/p>\n<p>Edgar, an IBM executive who also served at DHS during Trump\u2019s first term, said CISA has taken over the investigation into Salt Typhoon as the CSRB is overhauled. Kim asked why the board \u2014 whose membership included federal cyber leads across agencies as well as private-sector experts \u2014 needed to be decommissioned. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cI thought it was decommissioned because it was going in the wrong direction,\u201d Edgar said. \u201cIt starts with the leadership there.\u201d<\/p>\n<p>Though the CSRB\u2019s investigation into Salt Typhoon has ceased, the FBI\u2019s own investigation continues. Cynthia Kaiser, deputy assistant director in the bureau\u2019s cyber division, said last week that Salt Typhoon has been \u201c<a href=\"https:\/\/cyberscoop.com\/salt-typhoon-telecom-breach-remarkable-for-its-indiscriminate-targeting-fbi-official-says\/\">indiscriminate<\/a>\u201d in its collection of Americans\u2019 data as it lingers in telecom networks. The hackers have successfully exploited compromised infrastructure, <a href=\"https:\/\/cyberscoop.com\/cisco-talos-salt-typhoon-initial-access\/\">threat intelligence researchers say<\/a>, blending their activities with regular operations accessed via trusted infrastructure.<\/p>\n<p>The CSRB, which was established under former President Joe Biden\u2019s <a href=\"https:\/\/www.nist.gov\/itl\/executive-order-14028-improving-nations-cybersecurity\">2021 executive order<\/a> , had notable supporters on Capitol Hill, including Rep. Bennie Thompson, D-Miss., ranking member of the House Homeland Security panel. The chair of that committee, however, backed Trump\u2019s move to start fresh.<\/p>\n<p>\u201cIt is worth remembering that while the CSRB is meant to be an impartial body, its members were appointed by the former Director of CISA,\u201d Rep. Mark Green, R-Tenn., <a href=\"https:\/\/cyberscoop.com\/removal-cyber-safety-review-board-members\/\">said in a written statement<\/a>. \u201cGiven the CSRB is tasked with investigating significant cyber intrusions \u2014 such as the Microsoft Exchange incident my committee examined last year \u2014 President Trump\u2019s new DHS leadership should have the opportunity to decide the future of the Board. This could include appointing new members, reviewing its structure, or deciding if the Board is the best way to examine cyber intrusions.\u201d<\/p>\n<p>The Trump administration\u2019s remaking of CISA has gone beyond the CSRB: the agency in January placed its <a href=\"https:\/\/cyberscoop.com\/cisa-misinformation-disinformation-administrative-leave\/\">election and disinformation officials<\/a> on administrative leave, and <a href=\"https:\/\/www.cbsnews.com\/news\/trump-administration-firings-election-systems\/\">more than 130 probationary workers<\/a> were fired earlier this month. Kim asked Edgar for the reasoning behind those most recent dismissals.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cAs a senior adviser, I wasn\u2019t responsible for that,\u201d Edgar said. \u201cIf you look at this outside of federal government \u2026 this is something that all Fortune 500 companies do. To me, this does not seem out of the norm. And you would normally go to reflect on more junior people, especially if you had to make a head cut reduction and you needed to be able to go through a process to be able to get to that.
