(Photo by Tasos Katopodis\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"38.606681297245\"><body readability=\"84.146551724138\"><\/p>\n<p>A partisan divide opened Wednesday over a bill to bolster the cyber workforce, legislation that earned unanimous support in the House Homeland Security Committee last year but that Democrats are now wary of under President Donald Trump.<\/p>\n<p>Under <a href=\"https:\/\/cyberscoop.com\/exclusive-house-homeland-security-chair-releases-pushes-forth-cyber-workforce-bill\/\">the legislation<\/a>, students at technical schools and community colleges would receive scholarships in return for two years of service in federal, state, local, tribal or territorial government cyber positions. The committee approved it Wednesday on a near party-line vote.<\/p>\n<p>Its chief sponsor, Homeland Security Chairman Mark Green, R-Tenn., dubbed his PIVOTT Act \u201ca practical measure for strengthening our cyber workforce,\u201d and has counted it as a top legislative priority for the panel after first introducing it last fall.<\/p>\n<p>But Democrats who supported it last year in a 27-0 committee vote said that as Trump moves to cut federal cyber workers and <a href=\"https:\/\/apnews.com\/article\/donald-trump-pause-federal-grants-aid-f9948b9996c0ca971f0065fac85737ce\">freeze grant programs<\/a> that aid state and local governments, the legislation would be an empty gesture or worse.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cA bill that conditions scholarship on government service while the Trump administration is firing existing cyber employees and freezing hiring of new employees is a bait-and-switch, at best,\u201d said Mississippi Rep. Bennie Thompson, the top Democrat on the committee. \u201cDemocrats don\u2019t want to trick community college students in need thinking that there will be a federal cyber job waiting for them after graduation.\u201d<\/p>\n<p>The program would be housed within the Cybersecurity and Infrastructure Security Agency, where the administration has <a href=\"https:\/\/www.politico.com\/newsletters\/weekly-cybersecurity\/2025\/02\/18\/trumps-workforce-blitz-comes-for-cisa-00204634\">eliminated 130 positions<\/a> thus far, with potential additional cuts looming. The cuts have affected <a href=\"https:\/\/www.wired.com\/story\/doge-usds-purge-veterans-affairs-site-cybersecurity\/\">cyber personnel<\/a> at other agencies, too, and Thompson said that the administration is refusing to implement existing scholarship-for-service programs such as the Intelligence and Cybersecurity Diversity Fellowship program at the Department of Homeland Security.<\/p>\n<p>\u201cOver the past 37 days, we have witnessed an unprecedented assault on the federal workforce that renders this bill entirely unworkable,\u201d Thompson said.<\/p>\n<p>Green said that \u201ccybersecurity is often viewed as one of the bipartisan areas where Congress can get things done\u201d but criticized Democrats for their turnabout. \u201cThis is political games,\u201d he said, from a party that \u201cgot their asses handed to them\u201d in the 2024 elections.<\/p>\n<p>The CISA cuts amount to just 3% of the agency workforce, he said. \u201cIt\u2019s not like CISA\u2019s been handicapped,\u201d he added, noting that federal workers shouldn\u2019t be shielded from the kind of scrutiny any non-federal employee might face. And the programs Democrats mentioned are \u201con pause, not ended.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The one Democrat who voted in favor of the bill, Texas Rep.
