(Photo by Anna Moneymaker\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"49.355157894737\"><body readability=\"104.90596658711\"><\/p>\n<p>Business groups told lawmakers Tuesday that they fear cyber threat information sharing could drop off in light of the Trump administration\u2019s move to eliminate a critical infrastructure committee and given the pending expiration of a 2015 law.<\/p>\n<p>The Critical Infrastructure Partnership Advisory Council (CIPAC) fell among a swath of government advisory committees that Homeland Security Secretary Kristi Noem <a href=\"https:\/\/bsky.app\/profile\/ericjgeller.com\/post\/3lk27e6wgcs2x\">scrapped last week<\/a>, with Noem saying they had fulfilled their purposes and were now \u201cunnecessary.\u201d<\/p>\n<p>Industry witnesses testifying before the House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection said CIPAC was, in fact, vital. That\u2019s because it\u2019s not just an advisory committee, they said: The panel is exempt from a law mandating public meetings of federal advisory committees, thereby ensuring government and industry members can exchange sensitive information without fear of disclosure.<\/p>\n<p>\u201cIt\u2019s not our place to decide how government organizes, but I want to highlight the value of industry-government partnership, and CIPAC provides extraordinary protections for those partnerships and those partnership activities,\u201d said Scott Aaronson, senior vice president of energy security and industry operations at the Edison Electric Institute.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Ari Schwartz, coordinator of the Cybersecurity Coalition, said it\u2019s true that there are too many federal advisory committees. But \u201cwe get more information from the government because it exists,\u201d Schwartz said, referring to CIPAC during questions from California Rep. Eric Swalwell, the top Democrat on the subcommittee.<\/p>\n<p>Whether there\u2019s another way to ensure similar safeguards for sharing cyber threat information without CIPAC \u201cdepends on what it is ultimately replaced with,\u201d Aaronson testified.<\/p>\n<p>The chairman of the subcommittee, Rep. Andrew Garbarino, R-N.Y., said he was sympathetic to the industry arguments.<\/p>\n<p>\u201cI\u2019m going to look into this and hopefully speak to the administration to try to fix this,\u201d he said. \u201cWe don\u2019t want industry not sharing information with us, we don\u2019t want industry not sharing information with each other \u2014 because when that happens, it just increases the vulnerability that is out there.\u201d<\/p>\n<p>Industry witnesses said another risk to information sharing is the potential expiration of the <a href=\"https:\/\/cyberscoop.com\/cybersecurity-information-sharing-law-expiring-congress-renewal\/\">2015 Cybersecurity Information Sharing Act<\/a>, commonly referred to as 2015 CISA, which is due to sunset at the end of September. That law provides more extensive legal protections for confidential information sharing between industry and government, and between businesses.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The law forms \u201cthe foundation for not just how we collaborate with government but across industry,\u201d said Heather Hogsett, senior vice president and deputy head of BITS at the Bank Policy Institute. Under the law, the financial services sector expanded how it collaborates with other industry sectors, and she said \u201cwe would hate to see that disappear and walk back some of the gains we\u2019ve made in that space.\u201d<\/p>\n<p>Furthermore, another law \u2014 the Cyber Incident Reporting for Critical Infrastructure Act of 2022 \u2014 depends on it, Hogsett said. That law, currently in <a href=\"https:\/\/cyberscoop.com\/cisa-circia-cyber-incident-reporting\/\">the rulemaking process<\/a>, establishes the circumstances under which victims of cyberattacks must report details about incidents to the federal government. <\/p>\n<p>\u201cAs we\u2019re getting ready to share more sensitive information, more detailed information to the government, we do want to make sure it\u2019s well-protected,\u201d she said.<\/p>\n<p>The 2015 law could use an update to reflect cybersecurity as it exists today, said Robert Mayer, senior vice president for cybersecurity and innovation at USTelecom, The Broadband Association. \u201cAt a minimum, we think it\u2019s absolutely essential that the CISA 2015 act be reauthorized,\u201d he testified.<\/p>\n<p>Garbarino also said he supports renewing that law, but its fate depends on how it goes in the upper chamber, where Senate Homeland Security and Governmental Affairs Chairman Rand Paul, R-Ky., has held up other DHS-related legislation, such as an extension of the since-expired law that established the Chemical Facility Anti-Terrorism Standards program.<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div class=\"author-card\" readability=\"7.7216117216117\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/03\/trade-groups-worry-information-sharing-will-worsen-without-critical-infrastructure-panel-cisa-law-renewal-1.jpg?w=640&ssl=1\" alt=\"Tim Starks\"> <\/figure>\n<\/p><\/div>\n<div class=\"author-card__details\" readability=\"10.901098901099\">\n<h4 class=\"author-card__name\">Written by Tim Starks<\/h4>\n<p> Tim Starks is senior reporter at CyberScoop.
