technologies like encryption, de-identification and hashing to prevent breaches and data misuse, a report that New America\u2019s Open Technology Institute<strong> <\/strong>published Tuesday recommends.<\/p>\n<p><a href=\"https:\/\/www.newamerica.org\/oti\/reports\/how-to-protect-government-data-with-privacy-enhancing-technology\/\">The study<\/a> comes as cyber and privacy experts <a href=\"https:\/\/cyberscoop.com\/musk-doge-opm-treasury-breach\/\">warn about the dangers<\/a> of the Trump administration\u2019s Department of Government Efficiency (DOGE) accessing sensitive information at federal agencies, also the subject of numerous court challenges. Last week, an executive order on information sharing across the federal bureaucracy also <a href=\"https:\/\/therecord.media\/trump-executive-order-information-silos-data-sharing-doge\">raised alarms<\/a> about civil liberties risks.<\/p>\n<p>So-called \u201cprivacy enhancing technologies,\u201d or PETs, could safeguard against unauthorized access like DOGE\u2019s, said the report\u2019s author, Sydney Saubestre.<\/p>\n<p>\u201cData sharing is really important, but obviously so is privacy,\u201d she said. \u201cThey\u2019re equally important and they\u2019re equally critical, and they shouldn\u2019t necessarily be in opposition to each other. One of the ways that you can remove some of the risk around data sharing is to make sure that you have a privacy-first approach to data sharing, and PETs are a really great way to accomplish that.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>PETs include more commonly known terms like encryption, but also lesser-known tech like synthetic data, which is computer-generated information that reflects properties of real-world data but doesn\u2019t contain any authentic personal information.<\/p>\n<p>The report recommends that governments incentivize the advancement of those technologies by establishing procurement policies that use long-term contracts that provide ongoing revenue streams, thereby ensuring additional investment. It also endorses the writing of guidelines and using grants.<\/p>\n<p>A National Science Foundation-led program <a href=\"https:\/\/www.nsf.gov\/news\/nsf-launches-new-investment-accelerate-transition\">created last year<\/a> sought to boost the use of PETs.<\/p>\n<p>The Trump administration, in addition to engaging in the kinds of activities that such technologies could prevent, also has sought to cut back on many grant programs.
