(Photo by Andrew Harnik\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"48.812048689911\"><body readability=\"104.5503419005\"><\/p>\n<p>Democratic senators hammered two top national security officials Tuesday about their participation in a Signal chat discussing war plans that reportedly included a journalist, but struggled to get specific answers to some of their questions about what happened and how.<\/p>\n<p>Director of National Intelligence Tulsi Gabbard wouldn\u2019t even initially acknowledge her involvement in the chat group, where, as reported by <a href=\"https:\/\/www.theatlantic.com\/politics\/archive\/2025\/03\/trump-administration-accidentally-texted-me-its-war-plans\/682151\/\">The Atlantic<\/a>, top officials including herself, Vice President JD Vance, Central Intelligence Agency Director John Ratcliffe, Defense Secretary Pete Hegseth and others weighed a military strike on Houthis in Yemen. However, Gabbard later answered questions about what she remembered about the discussions.<\/p>\n<p>Sen. Michael Bennet, D-Colo., said the addition of a reporter to the group chat \u2014 something the Trump administration has said was \u201cinadvertent\u201d \u2014 demonstrated \u201cincompetence\u201d and \u201csloppiness,\u201d comments other Democratic senators uttered as well. <\/p>\n<p>\u201cIt\u2019s an embarrassment,\u201d he said at a hearing of the Senate Intelligence Committee. \u201cYou need to do better.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>During the hearing, both Gabbard and Ratcliffe frequently responded with \u201cI don\u2019t recall\u201d or \u201cnot that I\u2019m aware of\u201d when asked if the messages discussed strike targets, the operation\u2019s timing, or weapon systems involved. According to the Atlantic, bombing started shortly after discussions in the group indicated the attacks were imminent. <\/p>\n<p>Gabbard ultimately said under questioning from Sen. Mark Kelly, D-Ariz., that she didn\u2019t \u201cremember mention of specific targets\u201d but did remember mention of general targets. Ratcliffe ultimately said under questioning from Sen. Jon Ossoff, D-Ga., that there was discussion about the timing of sending U.S. air crews.<\/p>\n<p>But Gabbard and Ratcliffe also said that, to their knowledge, no classified information was discussed in the chat, something that drew skeptical replies from senators.<\/p>\n<p>\u201cIt\u2019s hard for me to believe that targets, weapons and timing would not have been classified,\u201d said Sen. Angus King, a Maine independent who caucuses with Democrats. <\/p>\n<p>Said Virginia Sen. Mark Warner, the top Democrat on the Intelligence panel: \u201cIf this information had gotten out, American lives could\u2019ve been lost.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Ratcliffe said the decision to classify such topics ultimately lies with Hegseth, who was not at the hearing. The Secretary of Defense usually does not attend the annual hearing covering worldwide threats. Ratcliffe noted that any information he viewed from the intelligence community side of the discussion was not classified. <\/p>\n<p>Under questioning from Sen. Jack Reed, D-R.I., Ratcliffe said he didn\u2019t know whether Hegseth had declassified information on the targets, weapons or timing at any point. <\/p>\n<p>Another major line of inquiry was about the use of Signal, an encrypted messaging app. The Defense Department in 2023 said it <a href=\"https:\/\/dodcio.defense.gov\/Portals\/0\/Documents\/Library\/Memo-UseOfUnclassMobileApps.pdf\">wasn\u2019t suitable<\/a> for sharing controlled unclassified information \u2014 data that\u2019s not classified but still must be protected under the designation \u2014 and non-public information, let alone classified details. Some other agencies have <a href=\"https:\/\/fedscoop.com\/usaid-policy-signal-telegram-third-party-messaging-apps\/\">expressly permitted its usage<\/a>.<\/p>\n<p>Gabbard told Kelly she couldn\u2019t answer whether the chat transcripts could be released publicly,<br \/>\u201cbecause of the nature of a private discussion that took place between individuals\u201d and \u201cother factors.\u201d She also didn\u2019t say whether the Signal discussions took place on her work or personal phone, but that she had traveled overseas during some portion of the discussions.<\/p>\n<p>Ratcliffe said CIA records personnel had said Signal was permissible for work use at the agency. He said it was \u201cnot a substitute\u201d for also having discussions on \u201cthe high side,\u201d meaning a secure classified system.
