has-drop-cap\"> <html readability=\"46.453621730382\"><body readability=\"98.636984741517\"><\/p>\n<p>It\u2019s vital that Congress renew the expiring $1 billion state and local cybersecurity grant program, witnesses testified before a House panel, but they added that it could benefit from some upgrades, too.<\/p>\n<p>New York Rep. Andrew Garbarino, chairman of the House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection that held the hearing Tuesday, said the four-year cyber grant program \u201chas undoubtedly improved, and sometimes even established, the cybersecurity posture of our states and localities.\u201d It\u2019s jointly administered by the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Emergency Management Agency (FEMA), and is due to expire in September.<\/p>\n<p>But the testimony from the witnesses occurred <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/fema-cuts-are-spreading-far-washington-rcna195708\">during a period<\/a> of completed or <a href=\"https:\/\/cyberscoop.com\/trump-pause-grants-aid-federal-cyber-programs\/\">contemplated cutbacks<\/a> and <a href=\"https:\/\/cyberscoop.com\/trump-executive-order-cybersecurity-state-local-impact\/\">policy changes<\/a> from the Trump administration that are withdrawing, or are threatening to weaken, federal cyber support to state and local governments. Those governments are facing threats from ransomware and foreign nation-backed attacks.<\/p>\n<p>\u201cState and local governments are not prepared to fight this kind of cyber engagement with foreign nations,\u201d said Connecticut Chief Information Officer Mark Raymond, who testified along with two other state and local officials and a cybersecurity vendor. With cuts to FEMA, CISA, the <a href=\"https:\/\/statescoop.com\/ms-isac-loses-federal-support\/\">Multi-State Information Sharing and Analysis Center<\/a> (MS-ISAC) and more, \u201cadditional responsibilities are falling to the states,\u201d Raymond said, and further reductions would \u201cdiminish our ability to help municipalities.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Homeland Security Secretary Kristi Noem was a rare holdout on receiving grants from the joint CISA-FEMA program as governor of South Dakota, and has told Congress she will be <a href=\"https:\/\/statescoop.com\/state-local-governments-cisa-changes-2025-kristi-noem\/\">reviewing grant programs<\/a> to make sure they\u2019re doing their job effectively.<\/p>\n<p>All four witnesses agreed the program was a big boon, but could stand some improvements. Alan Fuller, CIO for the state of Utah, said it had helped his state block seven major cyberattacks in the past six months. But he and others said inconsistent year-to-year funding makes some governments hesitant to sign up because they\u2019re \u201cafraid to launch programs that might get cut.\u201d<\/p>\n<p>The program could benefit from a separate fund dedicated to large municipalities that would allow them to apply directly rather than through states, said Kevin Kramer, first vice president of the National League of Cities and a city councilman in Louisville, Ky.<\/p>\n<p>Robert Huber, chief security officer at Tenable, said the program should have a simpler application process to make it more accessible to government employees who aren\u2019t as technically oriented, something other witnesses seconded. He also said the grant program should align with the National Institute of Standards and Technology\u2019s <a href=\"https:\/\/cyberscoop.com\/tag\/nist-cybersecurity-framework\/\">cybersecurity framework<\/a>. <\/p>\n<p>And Raymond suggested the program should standardize the matching percentage grant requirements, keeping them consistent each year rather than allowing them to increase over time. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Lawmakers on the panel indicated support for improving and extending the grant program, with some caveats. (In the Senate, Homeland Security and Governmental Affairs Chairman Rand Paul, R-Ky., has <a href=\"https:\/\/www.politico.com\/news\/2024\/11\/14\/rand-paul-kneecap-cisa-00189698\">been a proponent<\/a> for giving CISA <a href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/10\/18\/lone-senator-stymies-cyber-legislation-senate\/\">hardly anything at all<\/a>, legislatively.)<\/p>\n<p>Rep. Morgan Luttrell, R-Texas, said in his district \u201cwe hate the federal government\u201d and \u201cdon\u2019t want them in and around us at all.\u201dWhile he acknowledged some of the recommendations made by witnesses align with what Congress should pursue he said it\u2019s hard to convince people to spend money on the program when attacks keep happening. On the other hand, smaller towns like Magnolia, Texas \u2014 which is in Luttrell\u2019s district \u2014 can\u2019t defend against massive foreign cyber threats, he said.<\/p>\n<p>Garbarino said the program may not prevent all attacks but it can also help recover from those that do land. \u201cGetting this reauthorized and fixed is a very important goal we all have,\u201d Garbarino said.<\/p>\n<p>Rep. Seth Magaziner, D-R.I., said he was concerned about the Trump administration\u2019s approach to cyber and \u201cthis is not the time to take our foot off the gas.\u201d California Rep.
