(Photo by Mark Makela\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"44.227505636401\"><body readability=\"88.786764705882\"><\/p>\n<p>Two top officials at the Cybersecurity and Infrastructure Security Agency who worked with the private sector to manufacture secure products and technology are leaving the agency.<\/p>\n<p>Bob Lord, senior technical adviser and Lauren Zabierek, senior advisor at CISA, were both chief architects behind CISA\u2019s Secure by Design initiative, which garnered voluntary commitments from major vendors and manufacturers to build cybersecurity protections into their products at the design stage.<\/p>\n<p>On Monday in dueling posts on LinkedIn, Lord and Zabierek both said they are departing the agency. Neither offered a rationale or motivation for the decision, with Lord simply calling it a \u201cdifficult decision\u201d and Zabierek saying it was \u201cnot an easy choice.\u201d<\/p>\n<p>Lord said he would continue \u201ccontributing\u201d to Secure by Design after a short break. Both specifically praised the program in their announcements, with Zabierek arguing it has impacted the way product manufacturers and policymakers approach cybersecurity.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cBeing part of this initiative has been one of the most meaningful experiences of my career, one that truly embodies the spirit of public-private partnership and both interagency and international collaboration,\u201d said Zabierek. \u201cOne of government\u2019s most important roles is to catalyze innovation that serves the public, and then find a way for it to scale, adapt, and endure. What started as a government-led call to action has quickly become a global movement and we look forward to continuing the momentum.\u201d<\/p>\n<p>Lord<a href=\"https:\/\/cyberscoop.com\/bob-lord-dnc-ciso-yahoo-russia\/\"> joined CISA in 2022<\/a>, where he quickly headed up the agency\u2019s Secure by Design initiative, which was part of a larger push by the Biden administration and CISA to change the paradigm in cybersecurity and place more responsibility on manufacturers and vendors to deliver safer software and products to consumers on the front end.<\/p>\n<p>Before that, he was the <a href=\"https:\/\/cyberscoop.com\/cisa-bob-lord-dnc\/\">first chief security officer<\/a> at the Democratic National Committee, working to improve campaign security in the aftermath of the <a href=\"https:\/\/cyberscoop.com\/russia-obama-sanctions-dnc-hacks-gru-fsb\/\">2016 hacks<\/a> of the DNC and Hillary Clinton\u2019s campaign by Russian hackers. Lord implemented basic cybersecurity guidelines for campaigns to follow ahead of the 2020 elections, <a href=\"https:\/\/cyberscoop.com\/dnc-updates-cybersecurity-advice-protect-candidates-hackers-2020\/\">including encrypting their laptops<\/a>. Lord was also CISO at Yahoo and has worked security jobs at Twitter, Rapid7, Red Hat and America Online.<\/p>\n<p>Zabierek, who joined CISA in 2023, was director of the Harvard Belfer Center\u2019s cybersecurity project, a visiting fellow at the National Security Institute and has served as an established expert on cyber policy for years.<\/p>\n<p>The departures raise questions about the fate of Secure by Design, <a href=\"https:\/\/cyberscoop.com\/cisa-secure-by-design-commitments-tech-companies\/\">which was launched<\/a> under the Biden administration and at a time when the White House was looking to expand CISA\u2019s budget and portfolio. Under the Trump administration, the agency has <a href=\"https:\/\/cyberscoop.com\/cisa-misinformation-disinformation-administrative-leave\/\">suffered severe cuts<\/a> to <a href=\"https:\/\/cyberscoop.com\/eric-swalwell-hill-briefing-planned-cisa-personnel-cuts\/\">personnel and resources<\/a>, and Secretary of Homeland Security Kristi Noem said earlier this year that she intended to transform CISA into a \u201cmore nimble\u201d organization with a less expansive mission.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cCISA remains laser-focused on working across the public and private sectors to improve the nation\u2019s cybersecurity, a critical element of which is ensuring that technology companies do their part,\u201d Bridget Bean, acting CISA Director, told CyberScoop in a statement. \u201cThis is why we continue to urge companies to develop products that are secure by design, instead of passing the cost of poorly designed products on to consumers.
