vital to the flow of imports and exports; however, the entire maritime transportation system\u2019s cybersecurity is exceedingly vulnerable. The August 2024 ransomware attack at the Port of Seattle resulted in significant cargo delays and a <a href=\"https:\/\/cyberscoop.com\/ransomware-group-releases-screenshots-in-attempted-extortion-of-port-of-seattle\/\">data breach of 90,000 individuals<\/a>. Such a wide-scale incursion could have resulted in a longer loss of communications, further security breaches, and accidents with fatalities.&nbsp;<\/p>\n<p>Amid rising national security concerns and urgent economic challenges posed by <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/03\/31\/2025-05593\/continuation-of-the-national-emergency-with-respect-to-significant-malicious-cyber-enabled\">malicious cyber-enabled activities<\/a>, the Trump administration faces an increasingly porous maritime border. In collaboration with Congress, state and local leaders, and the private sector, the administration must properly support and modernize the U.S. Coast Guard, invest in advanced technologies and security measures, better equip state, local, tribal and territorial (SLTT) governments, and take action to revitalize American shipping.<\/p>\n<h5 class=\"wp-block-heading\" id=\"h-partial-progress-and-shortcomings\">Partial Progress and Shortcomings<strong>&nbsp;<\/strong><\/h5>\n<p>The Biden administration took some steps to bolster maritime cybersecurity. The Coast Guard gained <a href=\"https:\/\/www.news.uscg.mil\/maritime-commons\/Article\/3683564\/executive-order-expands-coast-guard-authorities-to-address-maritime-cyber-threa\/\">authority to lead on cybersecurity threats<\/a> and directed the Commandant to develop <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/17\/2025-00708\/cybersecurity-in-the-marine-transportation-system\">minimum cybersecurity standards<\/a> for the system.&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>President Biden\u2019s initial pledge of <a href=\"https:\/\/www.porttechnology.org\/news\/biden-administration-promises-20-billion-in-port-cybersecurity\/\">over $20 billion for U.S. port infrastructure improvements<\/a> over five years was an important signal for public-private partnerships. But <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2024-04\/2024_0322_us_coast_guard.pdf\">the funds<\/a> never came to fruition.&nbsp;<\/p>\n<p>The Coast Guard\u2019s track record as the sector risk management agency has fallen short. In a <a href=\"https:\/\/www.oig.dhs.gov\/sites\/default\/files\/assets\/2024-07\/OIG-24-37-Jul24.pdf\">July 2024 audit report<\/a>, the Department of Homeland Security\u2019s Inspector General found that the organization lacked sufficient cyber expertise, capacity, and the necessary credibility to partner with private-sector port operators.&nbsp;<\/p>\n<p>The Government Accountability Office\u2019s <a href=\"https:\/\/files.gao.gov\/reports\/GAO-25-107244\/index.html?_gl=1*1orgl2t*_ga*ODAzMjA1NDA3LjE3NDQ2NjIzMTc.*_ga_V393SNS3SR*MTc0NDg1NjgxOS4yLjEuMTc0NDg1ODI4My4wLjAuMA..\">February 2025 Report<\/a> also concluded that the Coast Guard lacked meaningful visibility into the true scale of cybersecurity incidents in maritime transportation systems, and the necessary personnel to respond effectively.&nbsp;&nbsp;<\/p>\n<h5 class=\"wp-block-heading\" id=\"h-chinese-critical-infrastructure-threats\">Chinese Critical Infrastructure Threats<\/h5>\n<p>Under this backdrop, the Coast Guard\u2019s cyber mission seemed destined to fail. With emboldened adversaries, such as China, Iran, Russia, and North Korea, the Trump Administration must chart a new course that steers our maritime cybersecurity away from half-measures and wishful thinking.&nbsp;&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>But time is ticking. Policymakers have long received evidence of Chinese involvement in cyberattacks on U.S. critical infrastructure, but <a href=\"https:\/\/www.wsj.com\/politics\/national-security\/in-secret-meeting-china-acknowledged-role-in-u-s-infrastructure-hacks-c5ab37cb\">news leaked<\/a> about Chinese officials\u2019 acknowledgement that their <a href=\"https:\/\/www.cisa.gov\/news-events\/cybersecurity-advisories\/aa24-038a\">Volt Typhoon<\/a> attacks were meant to reduce American resolve from intervening in a potential China-Taiwan conflict.<\/p>\n<p>This damning admission is worse in the port context, where weakening competition, tech debt, and overreliance on <a href=\"https:\/\/www.csoonline.com\/article\/574327\/us-maritime-administrator-to-study-port-crane-cybersecurity-concerns.html\">80 percent of the ports\u2019 <\/a>Chinese cranes and its underlying software have compromised the maritime transportation system. Despite <a href=\"https:\/\/selectcommitteeontheccp.house.gov\/sites\/evo-subsites\/selectcommitteeontheccp.house.gov\/files\/evo-media-document\/Joint%20Homeland-China%20Select%20Port%20Security%20Report-compressed.pdf\">Congressional reports and hearings<\/a>, over 200 Chinese-made cranes still operate in American ports. Congress should pass the bipartisan <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1165\/text\">Port Crane Security and Inspection Act of 2025<\/a> to take critical steps to reduce foreign crane reliance and decrease supply chain risk.&nbsp;<\/p>\n<h5 class=\"wp-block-heading\" id=\"h-transforming-a-cyber-ready-coast-guard\">Transforming a Cyber-Ready Coast Guard&nbsp;<\/h5>\n<p>To move beyond managing maritime decline, the Trump administration must prioritize the Coast Guard\u2019s cyber posture and capabilities.<strong> <\/strong><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/01\/17\/2025-00708\/cybersecurity-in-the-marine-transportation-system\">Establishing minimum requirements, training, and a cybersecurity plan<\/a> are table stakes. Adequate resilience requires more expertise and comprehensive digital tools. Congress and the administration should increase cyber-specific Coast Guard personnel and automated digital tools to gain visibility across thousands of miles of coastline.&nbsp;<\/p>\n<p>These recommendations should be priorities in the Coast Guard\u2019s <a href=\"https:\/\/www.mycg.uscg.mil\/News\/Article\/4145599\/coast-guard-force-design-2028\/\">Force Design 2028<\/a> effort. Depending on Force Design 2028\u2019s conclusions, Congress should also strongly consider a<a href=\"https:\/\/www.congress.gov\/119\/bills\/s1190\/BILLS-119s1190is.htm\"> prospective Secretary of the Coast Guard<\/a> to signal its co-equal importance with the other Armed Forces.&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<h5 class=\"wp-block-heading\" id=\"h-an-all-of-the-above-emerging-technology-strategy\">An All-of-the-Above Emerging Technology Strategy<\/h5>\n<p>Beyond the Coast Guard\u2019s cyber remit, the administration\u2019s call for a <a href=\"https:\/\/www.whitehouse.gov\/articles\/2025\/04\/8716\/\">Golden Age of American Innovation<\/a> is timely. The White House\u2019s top technologists should work with the AI and emerging technology community to apply their expertise toward securing America\u2019s waters with the same fervor as the Southern Border. AI tools and the prospects for <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0167739X24001213\">maritime blockchain technology deployment<\/a> could improve security. Necessary software and operational technology systems upgrades are also essential to modernize dilapidated ports.&nbsp;<\/p>\n<h5 class=\"wp-block-heading\" id=\"h-strengthening-sltt-partnerships\">Strengthening SLTT Partnerships&nbsp;<\/h5>\n<p>But technology alone is not enough to combat cyber threats. State, local, tribal and territorial (SLTT) partnerships are even more vital as DOGE efforts have <a href=\"https:\/\/fortune.com\/2025\/04\/11\/elon-musk-drastically-drops-doge-savings-goal-2-trillion-150-billion-year\/\">fallen short<\/a> and imperiled regional readiness. Prospective federal workforce reductions and funding cuts to the Cybersecurity and Infrastructure Security Agency and the Federal Emergency Management Agency (FEMA), particularly its <a href=\"https:\/\/www.fema.gov\/grants\/preparedness\/state-local-cybersecurity-grant-program\">State and Local Cybersecurity Grant Program<\/a> and <a href=\"https:\/\/www.fema.gov\/grants\/preparedness\/port-security\">Port Security Grant Program<\/a>, would disproportionately weaken SLTT maritime cyber capability. Additional <a href=\"https:\/\/www.route-fifty.com\/cybersecurity\/2025\/03\/whats-next-cybersecurity-election-info-sharing\/403759\/?__hstc=121679188.77e500feffdc0e3256ab6c54a4a0287a.1741329231831.1741960370717.1744767133948.3&amp;__hssc=121679188.1.1744767133948&amp;__hsfp=1634351450\">disinvestments to information sharing and analysis centers<\/a> further degrades coordination and collaboration at a time of heightened threats.&nbsp;<\/p>\n<p>Through President Trump\u2019s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/test\/\">Executive Order on Achieving Efficiency through State and Local Preparedness<\/a>, the administration should work closely with SLTT leaders, industry, and key stakeholders to develop recommendations in its National Resilience Strategy, National Critical Infrastructure Strategy, and National Risk Register. These strategies should include proposed clear metrics, standards, and key performance indicators for government leaders to track.&nbsp;<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>These recommendations should also prioritize the preservation and enhancement of critical FEMA grant programs and information sharing forums. There must be a healthier U.S. shipping economy to bring in more revenue and prevent cargo carriers from circumventing port fees. Tariffs could have mixed results, but the President\u2019s <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/restoring-americas-maritime-dominance\/\">Executive Order on Restoring America\u2019s Maritime Dominance<\/a> prioritizes this struggling sector.&nbsp;<\/p>\n<p>The administration should rely on the Coast Guard and <a href=\"https:\/\/www.maritime.dot.gov\/about-us\">Maritime Administration<\/a>, who have expertise to develop and secure the American maritime industry.
