(Photo by Chip Somodevilla\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"32.433681073025\"><body readability=\"68.058219178082\"><\/p>\n<p>House appropriators on Tuesday challenged proposed budget cuts for the Cybersecurity and Infrastructure Security Agency, with Democrats saying the Trump administration was disturbingly moving money away from the agency and a key Republican saying he needed to see justifications for the reductions.<\/p>\n<p>The Trump administration has proposed <a href=\"https:\/\/cyberscoop.com\/trump-administration-proposed-cisa-budget-cuts\/\">cutting CISA funding<\/a> by $491 million, and some members of a House Appropriations subcommittee raised doubts about that idea during testimony from Department of Homeland Security Secretary Kristi Noem. Specific details for those budget cuts weren\u2019t released in the so-called <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/2025\/05\/the-white-house-office-of-management-and-budget-releases-the-presidents-fiscal-year-2026-skinny-budget\/\">\u201cskinny budget\u201d<\/a> last week.<\/p>\n<p>Homeland Security subcommittee chair Rep. Mark Amodei, R-Nev., said that at a time when leading Hill voices and others are saying China is getting the better of the United States in cyberspace and as CISA personnel cuts are <a href=\"https:\/\/cyberscoop.com\/cisa-workforce-cuts-concerns-cybersecurity-panel-rsac-2025\/\">already underway<\/a>, appropriators need more information on the budget proposal.<\/p>\n<p>\u201cWhat is the plan?\u201d he asked at the end of the hearing. \u201cWhen somebody says, \u2018Hey, you guys presided over cutting half a billion dollars to do other stuff, what was that based on?\u2019 We don\u2019t want to be in the position of, and won\u2019t be in the position of, \u2018That\u2019s what they said we needed.\u2019 We need some building blocks. What\u2019s the plan for us to be kicking China\u2019s butt, and how we\u2019re still OK on that civilian sector stuff?\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The top Democrat on Amodei\u2019s panel, Rep. Lauren Underwood, D-Ill., decried DHS for \u201cmoving money away from CISA,\u201d as she said to Noem.<\/p>\n<p>\u201c<a href=\"https:\/\/cyberscoop.com\/kristi-noem-rsac-2025-cisa-mission\/\">Last week<\/a> you said we should \u2018just wait\u2019 for the president\u2019s grand cyber plan,\u201d Underwood said. \u201cBut you have not waited to erode the department\u2019s cyber defense capabilities by removing resources and personnel from CISA and other components.\u201d <\/p>\n<p>Noem said the president\u2019s cyber plan would be \u201ccoming out shortly and that\u2019s the president\u2019s prerogative.\u201d<\/p>\n<p>Rep. Ed Case, D-Hawaii, said the DHS proposal was \u201coverfunding some efforts, mainly for messaging purposes,\u201d and \u201cat the expense\u201d of programs like cybersecurity.
