Chris Murphy, the ranking member on the Senate Appropriations Subcommittee on Homeland Security, made his remarks Thursday to Department of Homeland Security Secretary Kristi Noem at a hearing on the administration\u2019s fiscal 2026 budget. He said the CISA funding cuts were paying for the administration\u2019s focus on the border, and violated congressional mandates on how to spend appropriated dollars.<\/p>\n<p>\u201cAs we speak, Russian and Chinese hackers are having a field day hacking our nation,\u201d Murphy said. CISA has already forced out some personnel under Trump and more cuts <a href=\"https:\/\/www.axios.com\/2025\/04\/04\/cisa-workforce-layoffs-trump-administration\">may be looming<\/a> even before the proposed fiscal 2026 <a href=\"https:\/\/cyberscoop.com\/trump-administration-proposed-cisa-budget-cuts\/\">$491 million funding reduction<\/a>.<\/p>\n<p>It follows <a href=\"https:\/\/cyberscoop.com\/house-questions-trump-cisa-budget-cuts-2025\/\">similar criticism<\/a> from House appropriations Democrats on Tuesday. At another hearing on CISA\u2019s budget proposal Thursday, one of those House members, Rep. Lauren Underwood of Illinois \u2014 the top Democrat on the House counterpart to Murphy\u2019s subcommittee \u2014 was harsher in renewing that criticism.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThat\u2019s not cutting fat,\u201d she said. \u201cThat\u2019s a death blow. Why is this administration so determined to degrade the cyber defenses that keep this country safe?\u201d<\/p>\n<p>Noem has been <a href=\"https:\/\/cyberscoop.com\/kristi-noem-rsac-2025-cisa-mission\/\">arguing the case<\/a> that she\u2019ll be returning CISA to its core mission of critical infrastructure protection, contending that the agency has been focused on defining misinformation and disinformation in playing the role of \u201cMinistry of Truth.\u201d<\/p>\n<p>She faced skeptical questioning about that contention from Sen. Gary Peters, D-Mich., at Thursday\u2019s hearing.<\/p>\n<p>\u201cQuite frankly, you\u2019re very light on specifics on what that actually\u201d means, Peters said. He asked which offices or programs were off-mission.<\/p>\n<p>She said there were people focused on election security misinformation and disinformation, and \u201cwe have eliminated those functions.\u201d <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Peters asked if that was a reference to 15 employees who <a href=\"https:\/\/cyberscoop.com\/cisa-misinformation-disinformation-administrative-leave\/\">had been removed<\/a>. \u201cThat\u2019s 15 employees out of 3,000 who work at CISA,\u201d he said. <\/p>\n<p>\u201cIt\u2019s back on mission,\u201d Noem answered.
