Pat Fallon, R-Texas, and Marcy Kaptur, D-Ohio, calls on the National Cyber Director to come up with a plan to create a centralized resource and training center for federal cyber workforce development. Specifics about the institute\u2019s creation and operations would be detailed in a report to Congress, per the bill, which was introduced Thursday.<\/p>\n<p>\u201cThis legislation modernizes our approach to building a robust cyber workforce by streamlining onboarding with hands-on, role-specific training and sets high standards via\u201d Department of Homeland Security and Department of Defense collaboration, Fallon <a href=\"https:\/\/fallon.house.gov\/news\/documentsingle.aspx?DocumentID=1590\">said in a press release<\/a>. \u201cBy fostering sustainable career paths and bolstering recruitment with specialized talent management modules, we are taking necessary steps to fortify our defenses against escalating cyber threats.\u201d<\/p>\n<p>Kaptur said in the same press release that the bill aims to raise the bar for DHS and DOD in its onboarding training. \u201cOur objective is to develop a framework to foster the highest levels of excellence in cybersecurity for professionals serving on the frontlines to safeguard our nation,\u201d she said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The legislation is aimed specifically at setting a better tone for cyber professionals within the federal government. Onboarding processes would include role-specific training, including \u201chands-on learning and skill-based assessments.\u201d Those \u201cmodularized work\u201d items, the lawmakers say, would better prepare workers from all walks of academic and professional life to \u201cperform effectively in federal cyber work roles.\u201d<\/p>\n<p>The role-specific curriculum for those training modules would be developed in concert with DHS, DOD and others, per the bill. Entry-level positions would be prioritized in the lessons, though there would also be components geared toward mid-career cyber workers and those seeking to transition to such roles.<\/p>\n<p>Finally, the lawmakers float the possibility of a module designed to train government HR and personnel officials \u201cin the unique challenges in recruiting and hiring personnel for federal cyber workforce roles.\u201d<\/p>\n<p>Recruiting <a href=\"https:\/\/cyberscoop.com\/opm-flexes-hiring-rules-to-recruit-retain-cyber-talent\/\">talented cyber workers<\/a> to <a href=\"https:\/\/cyberscoop.com\/cyber-talent-management-system-dhs-cyber-professionals-hire-recruit-retain\/\">the federal government<\/a> has been a <a href=\"https:\/\/fedscoop.com\/recruit-cyber-talent-feds-must-make-elsewhere-jobs-lack-pay-survey-says\/\">major problem for years<\/a>, and many lawmakers believe that problem has been exacerbated in the early months of the Trump administration, starting with freezes on various grants that <a href=\"https:\/\/cyberscoop.com\/trump-pause-grants-aid-federal-cyber-programs\/\">left certain cyber programs in doubt<\/a>. <\/p>\n<p>Lawmakers have also warned that <a href=\"https:\/\/democrats-homeland.house.gov\/news\/correspondence\/homeland-democrats-demand-information-about-national-security-impact-of-trumps-hiring-freeze-on-our-cybersecurity-workforce\">federal hiring freezes<\/a> and cuts to the Cybersecurity and Infrastructure Security Agency\u2019s workforce will have a <a href=\"https:\/\/statescoop.com\/cybersecurity-workforce-house-committee-homeland-security\/\">long-lasting deleterious effect on recruitment<\/a>. DHS won\u2019t even tell Congress <a href=\"https:\/\/cyberscoop.com\/dhs-wont-tell-congress-how-many-people-its-cut-from-cisa\/\">how many employees have been cut<\/a> from CISA, <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Rep. Eric Swalwell, D-Calif., ranking member of the House Homeland Security Committee\u2019s Subcommittee on Cybersecurity and Infrastructure Protection, wrote in <a href=\"https:\/\/cyberscoop.com\/doge-dismantles-cisa-cybersecurity-trump-elon-musk-eric-swallwell-op-ed\/\">an op-ed published Monday on CyberScoop<\/a> that DOGE\u2019s quest to push federal workers into \u201chigh productivity\u201d private-sector jobs undercuts years of recruitment efforts.<\/p>\n<p>\u201cMany of my colleagues in Congress were relieved when a federal judge ordered CISA to reinstate its terminated employees, but that victory was short-lived,\u201d Swalwell wrote. \u201cThe employees who managed to get reinstated were immediately put on administrative leave, and other illegally terminated employees have struggled to get reinstated in the first place.
