Safety Review Board, citing the need to investigate a landmark breach of telecommunications networks by Chinese hackers known as Salt Typhoon.<\/p>\n<p>In <a href=\"https:\/\/www.warner.senate.gov\/public\/_cache\/files\/b\/b\/bbf743ed-a62b-4ddd-acbd-9efbb1b57e59\/8F69B96E6BE00A94BA8DBDD3B9443CF17A885D52A40748B7A5000FDFFD217870.quill---letter-l27283---250521.warner-noem-csrb-reappointment---version-3---05-29-2025-02-29-pm.pdf\">a letter<\/a> Thursday, the senators also said the board has conducted important oversight of other incidents before DHS removed its members in January, such as its report on <a href=\"https:\/\/cyberscoop.com\/microsoft-csrb-china-hacking\/\">a breach of Microsoft<\/a> by other Chinese hackers.<\/p>\n<p>\u201cThe CSRB played a vital role in U.S. national security carrying out post-incident reviews and providing information and making recommendations to improve public and private sector cyber security,\u201d wrote Democratic Sens. Mark Warner of Virginia, Richard Blumenthal of Connecticut, Elissa Slotkin of Michigan and Ron Wyden of Oregon. \u201cTherefore, we urge you to swiftly reconstitute the Board with qualified leaders to shape our nation\u2019s cyber response.\u201d<\/p>\n<p>Warner is the top Democrat on the Senate Intelligence panel, and the four members sit on either the Intelligence Committee or the Homeland Security and Governmental Affairs Committee.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>DHS purged all members from its advisory boards and committees in January. While the later disbanding of <a href=\"https:\/\/cyberscoop.com\/cyber-information-sharing-critical-infrastructure-panel-cisa-law-renewal\/\">other boards<\/a> has drawn some concern, the removal of the Cybersecurity and Infrastructure Security Agency-led Cyber Safety Review Board\u2019s members has drawn <a href=\"https:\/\/cyberscoop.com\/removal-cyber-safety-review-board-members\/\">the most negative reaction<\/a> from the cybersecurity community. It halted a Salt Typhoon investigation that had only just begun.<\/p>\n<p>While some conservatives have <a href=\"https:\/\/cyberscoop.com\/cyber-safety-review-board-purge-cisa-dhs-troy-edgar\/\">supported the decision<\/a>, and some experts believed the investigation into Salt Typhoon was commenced too early in the breach, at least one conservative board member suggested to CyberScoop that the board could\u2019ve also <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-us-government-response\/\">probed the government\u2019s failings<\/a> in the buildup to the attacks.<\/p>\n<p>The four senators also emphasized how the board could\u2019ve <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-chinese-hackers-us-telecom-breach\/\">aided telecom companies<\/a>.<\/p>\n<p>\u201cThe CSRB\u2019s investigation into the Salt Typhoon compromises of U.S. telecommunication firms, launched in 2024, was effectively terminated on January 20, 2025 and is depriving the public of a fuller accounting of the origin, scope, scale, and severity of these compromises,\u201d they wrote. \u201cIt is essential that the U.S. develop a complete and thorough understanding of the factors that contributed to the success of these intrusions \u2014 including clear root-cause analyses of each successful penetration \u2014 and present key recommendations for the telecommunications sector to better protect itself against similarly complex and large-scale compromises by future threat actors.\u201d<\/p>\n<p>CISA spokespeople say they do not respond publicly to congressional correspondence.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThe January dismissal of CSRB members, and continued uncertainty about the future role of the Board, has undermined cyber defense preparations for public and private entities across the United States.
