(Photo by Tasos Katopodis\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"43.1259594568\"><body readability=\"93.472727272727\"><\/p>\n<p>The fiscal 2026 budget proposal President Donald Trump unveiled last week would make deep cuts to the Cybersecurity and Infrastructure Security Agency workforce, with a goal of eliminating 1,083 positions and chopping its budget by $495 million, to $2.4 billion.<\/p>\n<p>That\u2019s a slightly deeper total cut than <a href=\"https:\/\/cyberscoop.com\/trump-administration-proposed-cisa-budget-cuts\/\">an earlier budget outline<\/a> forecast. And <a href=\"https:\/\/www.dhs.gov\/sites\/default\/files\/2025-05\/25_0530_cisa_fy26-congressional-budget-justification.pdf\">a new document<\/a> produced by the Department of Homeland Security details where those CISA personnel reductions would come from, alongside other documents that show planned decreases to other cybersecurity programs in the federal government.<\/p>\n<p>The latest budget documents still don\u2019t offer a full picture of Trump\u2019s plans, as the administration hasn\u2019t produced a full Defense Department budget blueprint, and Congress is awaiting delivery of <a href=\"https:\/\/www.cbsnews.com\/news\/what-is-rescission-process-congress-trump-doge\/\">a rescission package<\/a> that would allow it to cement some of the federal funding cuts by the Department of Government Efficiency.<\/p>\n<p>It\u2019s also unclear what kind of fate awaits the Trump budget on Capitol Hill. The appropriations process of full-year funding bills has largely fallen by the wayside, with lawmakers instead routinely passing stopgap funding measures. But Republicans now control both chambers and the White House, and <a href=\"https:\/\/www.politico.com\/news\/2025\/05\/30\/trump-budget-congress-shutdown-00377091\">there are signs<\/a> they want to avoid the stopgaps this year. There also <a href=\"https:\/\/cyberscoop.com\/cisa-workforce-cuts-concerns-cybersecurity-panel-rsac-2025\/\">have been bipartisan concerns<\/a> about reductions for CISA specifically.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Still, the Trump budget puts forward the notion of big reductions at the agency, offset to some degree by the shift of the Countering Weapons of Mass Destruction Office into the agency from elsewhere in the department \u2014 for which the administration proposed $238 million and 163 positions in fiscal 2026.<\/p>\n<p>The budget would seek to remove 325 positions through a workforce transition program, through which the administration offers deferred resignation, early retirement or a voluntary separation payment.<\/p>\n<p>\u201cCISA will maintain this reduction and will only backfill mission-critical positions, ensuring that essential functions continue to be supported while optimizing the workforce through these voluntary programs,\u201d the DHS document states.<\/p>\n<p>The next biggest personnel reduction would be simply not funding 301 vacant positions, \u201censuring efficient resource allocation without impacting operations.\u201d<\/p>\n<p>\u201cCISA has conducted thorough analyses to confirm that these reductions align with organizational needs and will maintain mission-critical functions,\u201d the DHS document reads. \u201cStreamlining vacant positions enhances operational efficiency while minimizing unnecessary expenditures.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cMission Support Enterprise Services\u201d and \u201cStakeholder Engagement Consolidation\u201d would each account for cutting more than 100 people.<\/p>\n<p>The first category includes eliminating the Office of Equity, Diversity, Inclusion and Accessibility, and \u201cit will streamline duplicative processes, functions, contracts, and contractor support in areas including, but not limited to, human capital, workforce engagement, financial management, and other general management and administrative areas.\u201d<\/p>\n<p>The second category includes elimination of things like the International Affairs office, with the justification that it would let CISA focus on its critical infrastructure sector risk management responsibilities. \u201cThis change shifts CISA\u2019s mission space to solely support the SRMA [Sector Risk Management Agency] efforts and aligns with CISA\u2019s priorities to strengthen critical infrastructure security while optimizing operational effectiveness,\u201d the DHS document states.<\/p>\n<p>Other proposed reductions include 71 positions in regional operations; 63 positions eliminated through the cancellation of federal funding for bombing prevention and federal school safety programs to \u201cState and local responsibility\u201d and \u201ccyber and physical security exercises\u201d; 35 positions at the National Risk Management Center; and <a href=\"https:\/\/cyberscoop.com\/cisa-misinformation-disinformation-administrative-leave\/\">14 election security positions<\/a>.<\/p>\n<p>There would be other cybersecurity reductions at other agencies under the Trump budget. For instance, the Energy Department\u2019s Office of Cybersecurity, Energy Security and Emergency Response would see <a href=\"https:\/\/www.energy.gov\/sites\/default\/files\/2025-05\/doe-fy-2026-bib-v4.pdf\">a $50 million cut<\/a>, to $150 million.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>There\u2019s <a href=\"https:\/\/www.whitehouse.gov\/wp-content\/uploads\/2025\/05\/appendix_fy2026.pdf\">no funding<\/a> for a Federal Emergency Management Agency cybersecurity grant program that got $100 million in fiscal 2025.
