(Photo by FADEL SENNA\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"45.45513733469\"><body readability=\"97.337517433752\"><\/p>\n<p>Sean Cairncross laid out his vision to senators Thursday for the Office of the National Cyber Director if he is confirmed to lead it.<\/p>\n<p>\u201cA goal of mine is to make sure this office sits at the place that this committee and I believe Congress intended in the statute, and that is to lead cyber policy coordination across the federal government,\u201d he told the Homeland Security and Governmental Affairs Committee at his confirmation hearing.<\/p>\n<p>\u201cIn doing that, working with our interagency partners is vital,\u201d he said. \u201cWe\u2019ve been empowered to work with [the Office of Management and Budget] to ensure that budget alignment among the interagency aligns with administration policy, and I think those tools have to be leveraged, and relationships between us and the interagency \u2014 it\u2019s making sure that it is monitored and enforced.\u201d<\/p>\n<p><a href=\"https:\/\/cyberscoop.com\/tag\/sean-cairncross\/\">Cairncross<\/a>, a former White House and Republican National Committee official and the former head of the federal Millennium Challenge Corporation who has run his own consultancy, also touted his credentials to serve as national cyber director. Michigan Sen. Gary Peters, the top Democrat on the panel, asked about his lack of cyber experience compared to his predecessors in the office.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cIt\u2019s true I don\u2019t have a technical background in cyber, but in my roles running private organizations and national party committees, I\u2019ve been on the user side of this,\u201d he said. \u201cI\u2019ve had to deal with foreign nation attacks on our systems. We\u2019ve worked with the FBI and the intelligence community to learn about them, to stop them and to monitor those attacks. On the management side, I\u2019ve run thousands of people and billions of dollars in funds, and in doing those jobs, I surround myself with smart people.\u201d<\/p>\n<p>He didn\u2019t directly answer questions from Sens. Elissa Slotkin, D-Mich., and Sen. Andy Kim, D-N.J., about <a href=\"https:\/\/cyberscoop.com\/trump-budget-proposal-would-slash-more-than-1000-cisa-jobs\/\">cuts to the Cybersecurity and Infrastructure Agency<\/a>, instead saying his \u201cfirst management principle\u201d is \u201cform follows function\u201d and that the administration would be focused on taking offensive steps against foreign attackers.<\/p>\n<p>\u201cThese attacks are increasing, they\u2019re becoming more sophisticated and they\u2019re scaling up,\u201d he said.<\/p>\n<p>Attacks from Beijing-linked hacking groups <a href=\"https:\/\/cyberscoop.com\/tag\/salt-typhoon\/\">Salt Typhoon<\/a> and <a href=\"https:\/\/cyberscoop.com\/tag\/volt-typhoon\/\">Volt Typhoon<\/a> demonstrate that \u201cChina is without question the single biggest threat in this domain that we face,\u201d Cairncross said. Those hackers are \u201csquatting\u201d on U.S. networks, and \u201cthat should be unacceptable. It is unacceptable.\u201d<\/p>\n<p>Getting attackers out of those networks \u2014 particularly in the Salt Typhoon breach of telecommunications companies \u2014 has proven <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-chinese-hackers-us-telecom-breach\/\">a daunting task<\/a>, however. Cairncross said countering such attacks would mean going to the private sector and contemplating \u201cregulatory schemes\u201d or \u201cincentivizing information flow.\u201d He agreed with Sen. Josh Hawley, R-Mo., that the American people don\u2019t realize how deeply telecommunications networks have been compromised.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThis is not an IT issue. This is an operational issue,\u201d Cairncross said. Volt Typhoon in particular, he said, \u201chas real potentially life and death consequences.\u201d<\/p>\n<p>Cairncross said he was committed to working with Congress to extend two laws in September: one that <a href=\"https:\/\/cyberscoop.com\/tag\/cybersecurity-information-sharing-act\/\">facilitates threat information sharing<\/a> and one that <a href=\"https:\/\/cyberscoop.com\/renew-but-improve-billion-dollar-cyber-grant-program-to-states-and-locals-house-witnesses-say\/\">gives cyber grants<\/a> to state and local governments.<\/p>\n<p>Reauthorization of the Cybersecurity and Information Sharing Act of 2015 came up several times in questioning of Cairncross. The chairman of the panel, Sen. Rand Paul, R-Ky., has been a critic of the Cybersecurity and Infrastructure Security Agency, which plays a leading role in programs related to that law \u2014 and confusingly shares the same acronym, CISA.
