(Photo by Kent Nishimura\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"41.660501567398\"><body readability=\"88.061364172764\"><\/p>\n<p>Congress is losing a cybersecurity advocate in Mark Green, the Tennessee Republican who chairs the House Homeland Security Committee and announced his pending retirement Monday \u2014 a decision that could put new pressures on the fate of cyber legislation in the months ahead.<\/p>\n<p>As head of the committee, Green has championed <a href=\"https:\/\/cyberscoop.com\/cyber-workforce-legislation-partisan-rift-house-homeland-security-committee\/\">cyber workforce legislation<\/a> as his top priority, and recently called for a vote on the measure on the House floor. He has supported reauthorizing <a href=\"https:\/\/cyberscoop.com\/consensus-forms-on-reauthorizing-2015-cyber-info-sharing-law-now-upgrading-it-later\/\">a cybersecurity 2015 information sharing law<\/a> that expires in September. Last month, his committee held a field hearing on cybersecurity in California.<\/p>\n<p>Green said <a href=\"https:\/\/markgreen.house.gov\/press-releases?id=C02CE940-281B-4FEE-85F7-A6E7134F4FAF\">he would leave<\/a> for an unspecified job in the private sector following a final vote on the legislation alternatively called President Donald Trump\u2019s domestic policy bill, a rescission package or the \u201cbig, beautiful bill.\u201d The Senate has yet to act on that legislation, but House Speaker Mike Johnson, R-La., said he\u2019s <a href=\"https:\/\/www.politico.com\/live-updates\/2025\/06\/09\/congress\/johnson-trumps-megabill-is-still-on-track-00394985\">still targeting July 4<\/a> for final passage in his chamber. The measure advanced in the House last month by a single vote.<\/p>\n<p>\u201cThe cybersecurity community is going to feel this loss,\u201d Mark Montgomery, senior director of the Center on Cyber and Technology Innovation at the Foundation for Defense of Democracies think tank, said of Green\u2019s impending move. \u201cAt a time when the administration probably considers the border the top issue, he\u2019s gone out of his way to both handle the border and actually prioritize cyber.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Green\u2019s exit could mark at least the temporary return of the panel\u2019s next most senior Republican, Texas Rep. Michael McCaul, to lead a committee he chaired from 2013 to 2019. Green and McCaul have <a href=\"https:\/\/www.axios.com\/2025\/06\/09\/mark-green-resign-mike-johnson-house-republicans\">reportedly discussed<\/a> the idea of McCaul taking over until 2026 so candidates interested in fully replacing Green could mount campaigns.<\/p>\n<p>McCaul, too, has made cybersecurity a focus: He sponsored <a href=\"https:\/\/er.educause.edu\/blogs\/2015\/6\/information-sharing-legislation-moves-in-both-chambers-of-congress\">one version<\/a> of what eventually became the 2015 Cybersecurity and Information Sharing Act (CISA 2015) and co-founded the Congressional Cybersecurity Caucus. \u201cThat would be great,\u201d Montgomery said. \u201cMcCaul understands cybersecurity is national security.\u201d<\/p>\n<p>If the position goes to the next person in panel seniority after McCaul \u2014 Rep. Clay Higgins, R-La. \u2014 an industry source said \u201cthat could be positive\u201d since Higgins has sponsored legislation to <a href=\"https:\/\/clayhiggins.house.gov\/2024\/11\/19\/higgins-introduces-legislation-improving-cybersecurity-protections\/\">harmonize conflicting regulations<\/a>. A committee aide said that the House Steering Committee would ultimately pick Green\u2019s successor.<\/p>\n<p>The status of renewing CISA 2015 was already up in the air before Green\u2019s announcement, the industry source said. Passage is both an \u201ceasy and difficult\u201d prospect, they said: easy in the sense that there\u2019s bipartisan support for the idea, and difficult because lawmakers would need to find a legislative vehicle for moving it quickly. The source said it was encouraging to see Senate Homeland Security and Governmental Affairs Committee Chairman Rand Paul, R-Ky., recently <a href=\"https:\/\/cyberscoop.com\/sean-cairncross-has-policy-coordination-in-mind-if-confirmed-as-national-cyber-director\/\">indicate openness<\/a> to extending the law, as he had originally opposed its passage 10 years ago.<\/p>\n<p>Also up in the air is renewal of <a href=\"https:\/\/cyberscoop.com\/renew-but-improve-billion-dollar-cyber-grant-program-to-states-and-locals-house-witnesses-say\/\">a state and local cyber grant program<\/a> likewise set to expire in September.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Montgomery said whoever takes over, a change of committee leadership is \u201cgoing to put a lot of pressure\u201d on Rep.
