As of June 30, \u201cHouse staff are NOT allowed to download or keep the WhatsApp application on any House device, including any mobile, desktop, or web browser versions of its products. If you have a WhatsApp application on your House-managed device, you will be contacted to remove it.\u201d<\/p>\n<p>Meta wasn\u2019t happy, pointing to a different standard in the Senate that permits WhatsApp while touting the app\u2019s security safeguards.<\/p>\n<p>\u201cWe disagree with the House Chief Administrative Officer\u2019s characterization in the strongest possible terms,\u201d <a href=\"https:\/\/x.com\/andymstone\/status\/1937169248582770921\">said a spokesman<\/a>, Andy Stone. \u201cWe know members and their staffs regularly use WhatsApp and we look forward to ensuring members of the House can join their Senate counterparts in doing so officially.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cMessages on WhatsApp are end-to-end encrypted by default, meaning only the recipients and not even WhatsApp can see them,\u201d Stone continued. \u201cThis is a higher level of security than most of the apps on the CAO\u2019s approved list that do not offer that protection.\u201d<\/p>\n<p>According to Meta, the Senate has assessed the risk of WhatsApp and approved it for usage. It\u2019s been working through the process in the House to get it approved there, and is in touch about future steps.<\/p>\n<p>A spokesperson provided a statement from Chief Administrative Officer (CAO) Catherine Szpindor but said there would be no further comment.<\/p>\n<p>\u201cProtecting the People\u2019s House is our topmost priority, and we are always monitoring and analyzing for potential cybersecurity risks that could endanger the data of House Members and staff,\u201d Szpindor said. \u201cWe routinely review the list of House-authorized apps and will amend the list as deemed appropriate.\u201d<\/p>\n<p>As of Tuesday afternoon, WhatsApp wasn\u2019t on the CAO\u2019s list of approved apps, according to an internal House page viewed by CyberScoop. It\u2019s not clear what triggered the notice from the CAO. That, in turn, prompted speculation from cybersecurity experts.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Matthew Green, who teaches cryptography at Johns Hopkins University, <a href=\"https:\/\/bsky.app\/profile\/matthewdgreen.bsky.social\/post\/3lscyxak7lc2i\">said on the social media platform BlueSky<\/a> that one of two key elements the notice pointed to could be the lack of backup encryption, \u201cwhich is a real issue with WhatsApp. They have an end-to-end encrypted backup mode, but it remains buried in the optional settings. Also you need to make a weird password.\u201d<\/p>\n<p>Green, along with fellow Johns Hopkins professor Thomas Rid, wondered if AI integration into WhatsApp might be an issue. But Rid presented doubts about that.<\/p>\n<p>\u201cI understand that WhatsApp\u2019s AI integration has not come up in Meta\u2019s conversations with House personnel,\u201d Rid <a href=\"https:\/\/x.com\/RidT\/status\/1937254560285794533\">said in a Twitter thread<\/a>. \u201cI still stand by my note above: integrating AI into a secure end-to-end encrypted platform is a bad idea, as it undermines trust, imo.\u201d<\/p>\n<p>It\u2019s also not clear why the ban would apply only to House staff and doesn\u2019t mention lawmakers themselves. Government officials\u2019 use of encrypted messaging apps has heightened as a result of \u201cSignalGate,\u201d when a number of Trump administration officials <a href=\"https:\/\/cyberscoop.com\/democratic-senators-question-national-security-officials-over-war-plans-signal-chat\/\">discussed battle plans<\/a> in a Signal chat that accidentally included a journalist from The Atlantic.
