behind the massive telecommunications sector breach are \u201clargely contained\u201d and \u201cdormant\u201d in the networks, \u201clocked into the location they\u2019re in\u201d and \u201cnot actively infiltrating information,\u201d the top FBI cyber official told CyberScoop.<\/p>\n<p>But Brett Leatherman, new leader of the FBI Cyber division, said in a recent interview that doesn\u2019t mean the hackers, known as <a href=\"https:\/\/cyberscoop.com\/tag\/salt-typhoon\/\">Salt Typhoon<\/a>, no longer pose a threat.<\/p>\n<p>While there\u2019s been some debate about whether Salt Typhoon should be getting more attention than fellow Chinese hackers <a href=\"https:\/\/cyberscoop.com\/tag\/volt-typhoon\/\">Volt Typhoon<\/a> \u2014 whom federal officials have said are prepositioned in U.S. critical infrastructure, poised for destructive action in the event of a conflict with the United States \u2014 Leatherman said the groups aren\u2019t as different as some think.<\/p>\n<p>\u201cSalt Typhoon, even though it was [an] espionage campaign, had access to telecommunications infrastructure,\u201d he said. \u201cYou can pivot from access in support of espionage to access in support of destructive action.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The number of <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-chinese-hackers-us-telecom-breach\/\">telecommunications companies<\/a> victimized in the United States stands at nine, according to Leatherman. <a href=\"https:\/\/www.nextgov.com\/cybersecurity\/2025\/06\/us-agencies-assessed-chinese-telecom-hackers-likely-hit-data-center-and-residential-internet-providers\/405920\/?oref=ng-homepage-river\">But there<\/a> have been <a href=\"https:\/\/industrialcyber.co\/ransomware\/chinese-state-linked-salt-typhoon-suspected-in-cyberattacks-on-canadian-telecom-networks\/\">additional revelations<\/a> about <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-06-17\/viasat-identified-as-victim-in-china-linked-salt-typhoon-hack\">victim companies<\/a> as a result of the United States sharing information about breach specifics and Salt Typhoon tactics with nations in Europe and North America, he said.<\/p>\n<p>As the head of the division, Leatherman said his priorities are consistent with those of the recent past: \u201cprioritizing our assistance to victims while imposing costs on the bad actors, and that is both nation-state and criminal actors.\u201d<\/p>\n<p>He disputed criticisms about <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-us-government-response\/\">the federal government\u2019s efforts<\/a> to work with victims of Salt Typhoon\u2019s efforts. \u201cThere is not one company I can think of who was victimized that we were not engaged with on a cadence that they preferred to be engaged with us,\u201d Leatherman said.<\/p>\n<p>The \u201cimposing costs\u201d step is still ahead.<\/p>\n<p>\u201cRight now we\u2019re very focused on resilience and deterrence and providing significant support to victims,\u201d Leatherman said. To go on offense, they need \u201cadditional attribution,\u201d and that provides opportunities \u201cto conduct joint sequenced operations,\u201d he said.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Kicking the hackers out of the telecommunications networks is difficult, because the longer they have a foothold there, the more ways they can \u201ccreate points of persistence\u201d to hang on, Leatherman said.<\/p>\n<p>Other threats are getting FBI attention, too, he said.
