(Photo by Samuel Corum\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"25.86226993865\"><body readability=\"55.413178012377\"><\/p>\n<p>The tax and spending bill Congress sent to President Donald Trump and that he signed into law over the holiday weekend contains hundreds of millions of dollars for cybersecurity, with a heavy emphasis on military-related spending.<\/p>\n<p>The biggest single pot of money under the <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/1\">\u201cOne Big Beautiful Bill\u201d<\/a> would be for Cyber Command, a $250 million allocation for \u201cartificial intelligence lines of effort.\u201d Another $20 million would go to cybersecurity programs at the Defense Advanced Research Projects Agency.<\/p>\n<p>The U.S. Indo-Pacific Command \u2014 which counts among its geographical areas of responsibility territorial waters for cyber adversaries in Russia, China and North Korea \u2014 would get $1 million for cyber offensive operations. <a href=\"https:\/\/cyberscoop.com\/aggressive-cyber-offense-trump-administration-us-strategy-debate\/\">Cyber offense<\/a> was something the second Trump administration emphasized when coming into office.<\/p>\n<p>A $90 million pool of funds for several purposes at the Defense Department would include \u201ccybersecurity support for non-traditional contractors.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>A broader set of funds at the Coast Guard would allow some funds to be spent on cyber there. A $2.2 billion allocation for maintenance includes upkeep of \u201ccyber assets.\u201d A $170 million allocation for \u201cmaritime domain awareness\u201d includes \u201cthe cyber domain.\u201d<\/p>\n<p>The lone non-military mention of money that can be spent on cyber comes via the $10 billion-per-year Rural Health Transformation Program, a state grants program meant to counter the legislation\u2019s Medicaid funding cuts that the National Rural Health Association says <a href=\"https:\/\/www.ruralhealth.us\/blogs\/2025\/06\/federal-medicaid-cuts-imperil-rural-%E2%80%93-impacts-of-the-rural-transformation-fund\">falls short of doing so<\/a>.<\/p>\n<p>Grants can be devoted to, among other things, \u201ccybersecurity capability development.\u201d<\/p>\n<p>Earlier in the process, when House committees were assembling their sections of the bill, Democrats took issue with a lack of funds for the Cybersecurity and Infrastructure Security Agency.<\/p>\n<p>\u201cOn the matter of cybersecurity, once again, Republicans say one thing [and] do another. Despite the Chairman\u2019s pronouncement that the 119th Congress would be devoted to improving the Nation\u2019s cybersecurity, there is not one penny in the Homeland Security Committee\u2019s reconciliation title devoted to the issue,\u201d the Democratic critique reads.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>\u201cThis tone-deaf reconciliation package ignores serious threats facing the Nation \u2014 including cyber threats from Russia, China and its <a href=\"https:\/\/cyberscoop.com\/top-fbi-cyber-official-salt-typhoon-largely-contained-in-telecom-networks\/\">typhoon campaign<\/a>, Iran, and cyber criminals \u2014 while turning a blind eye to the administration\u2019s <a href=\"https:\/\/cyberscoop.com\/cisa-budget-135m-dhs-2026-house-appropriations\/\">reckless dismantling<\/a> of America\u2019s cybersecurity agency,\u201d the critique continues. \u201cFrom <a href=\"https:\/\/cyberscoop.com\/cisa-misinformation-disinformation-administrative-leave\/\">election security<\/a>, to <a href=\"https:\/\/www.axios.com\/2025\/04\/04\/cisa-workforce-layoffs-trump-administration\">threat hunting<\/a>, to <a href=\"https:\/\/www.cybersecuritydive.com\/news\/cisa-secure-by-design-initiative-limbo-key-leaders-resign\/745986\/\">security by design<\/a>, the Trump administration is gutting the core services CISA offers governments and <a href=\"https:\/\/cyberscoop.com\/cyber-information-sharing-critical-infrastructure-panel-cisa-law-renewal\/\">the private sector<\/a> alike, and Committee Republicans do not care.\u201d<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\">\n<div class=\"author-card\" readability=\"7.7216117216117\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/07\/gop-domestic-policy-bill-includes-hundreds-of-millions-for-military-cyber-1.jpg?w=640&ssl=1\" alt=\"Tim Starks\"> <\/figure>\n<\/p><\/div>\n<div class=\"author-card__details\" readability=\"10.901098901099\">\n<h4 class=\"author-card__name\">Written by Tim Starks<\/h4>\n<p> Tim Starks is senior reporter at CyberScoop.
