David Ake\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"33.577077077077\"><body readability=\"67.57059848925\"><\/p>\n<p>As cyber officials work to <a href=\"https:\/\/cyberscoop.com\/top-fbi-cyber-official-salt-typhoon-largely-contained-in-telecom-networks\/\">contain Salt Typhoon<\/a> inside U.S. telecom networks, the House on Monday passed a bill that would officially designate one federal agency to lead efforts in protecting the nation\u2019s digital infrastructure from such threats.<\/p>\n<p>The <a href=\"https:\/\/docs.house.gov\/billsthisweek\/20250707\/HR%201766.pdf\">National Telecommunications and Information Administration Organization Act<\/a> cleared the House via voice vote and is now teed up for Senate consideration \u2014 the same position the bill found itself in last year before <a href=\"https:\/\/cyberscoop.com\/ntia-cybersecurity-policy-commerce-department\/\">stalling out in the upper chamber<\/a>. <\/p>\n<p>The legislation from Reps. Jay Obernolte, R-Calif., and Jennifer McClellan, D-Va., would rebrand the Office of Policy Analysis and Development as the Office of Policy Development and Cybersecurity, and codify the NTIA\u2019s responsibilities to lead policy initiatives and coordinate with other agencies on cyber practices for the country\u2019s communications networks.<\/p>\n<p>\u201cNTIA is already central to advancing market-driven strategies that foster innovation, expand broadband deployment and promote a competitive digital economy,\u201d McClellan said. \u201cBut this legislation ensures that NTIA is equally empowered to help safeguard that digital future, particularly as the cybersecurity threats we face grow more complex and more dangerous by the day.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The Salt Typhoon attack spree last year on major American telecommunications companies, she added, was a \u201csobering reminder\u201d of the vulnerabilities that live in U.S. infrastructure and \u201chow deeply\u201d the fallout of cyberattacks can be felt in multiple sectors, ranging from health care to national security. <\/p>\n<p>The top Democrat on the Senate Intelligence Committee last year called the far-reaching breach by the Chinese hacking group \u201c<a href=\"https:\/\/www.washingtonpost.com\/national-security\/2024\/11\/21\/salt-typhoon-china-hack-telecom\/\">the worst telecom hack in our nation\u2019s history<\/a>.\u201d In interviews with CyberScoop, a half-dozen sources pointed fingers at a <a href=\"https:\/\/cyberscoop.com\/salt-typhoon-us-government-response\/\">lack of coordination and miscommunication<\/a> between federal agencies and the telecom industry.<\/p>\n<p>The bill calls on NTIA to take the lead on coordinating \u201ctransparent, consensus-based, multistakeholder processes\u201d for the development and implementation of cybersecurity and privacy policies in communications networks. Public-private partnerships would be fostered to encourage \u201ccollaboration between government agencies and stakeholders,\u201d said Rep. Bob Latta, R-Ohio, chairman of the House Energy & Commerce Committee\u2019s energy subcommittee.<\/p>\n<p>There is also a callout in the legislation for increased collaboration between security researchers, software developers and telecoms.
