Maggie Hassan said in a letter to CEO Elon Musk on Monday.<\/p>\n<p>The New Hampshire Democrat cited evidence accumulating over the past two years that some Southeast Asian fraudsters scamming billions of dollars from U.S. citizens have leaned on Starlink due to its independence from national telecommunications networks, decentralized structure and the ability to use it on the go.<\/p>\n<p><a href=\"https:\/\/www.wired.com\/story\/starlink-scam-compounds\/\">Media outlets<\/a> and <a href=\"https:\/\/therecord.media\/thai-officers-intercept-starlink-transmitters-myanmar-cyber-scam-compounds\">government officials<\/a> have turned up Starlink equipment at scam compounds that are largely centered in Southeast Asia, and a United Nations Office on Drugs and Crime report last fall <a href=\"https:\/\/www.unodc.org\/roseap\/uploads\/documents\/Publications\/2024\/TOC_Convergence_Report_2024.pdf\">highlighted the trend<\/a>. <\/p>\n<p>\u201cWhile SpaceX has stated that it investigates and deactivates Starlink devices in various contexts, it seemingly has not publicly acknowledged the use of Starlink for scams originating in Southeast Asia \u2014 or publicly discussed actions the company has taken in response,\u201d <a href=\"https:\/\/www.hassan.senate.gov\/imo\/media\/doc\/senator_hassan_letter_to_spacex_re_starlink_scams1.pdf\">Hassan wrote<\/a>. \u201cScam networks in Myanmar, Thailand, Cambodia, and Laos, however, have apparently continued to use Starlink despite service rules permitting SpaceX to terminate access for fraudulent activity.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Scam compounds have been getting <a href=\"https:\/\/www.voanews.com\/a\/thai-lawmaker-worries-online-scam-center-crackdown-will-be-short-lived\/8001374.html\">increased attention<\/a> from Southeast Asian governments and <a href=\"https:\/\/cyberscoop.com\/slavery-torture-human-trafficking-discovered-at-53-cambodian-online-scamming-compounds\/\">nonprofit organizations<\/a> in recent months, but there are also signs that the crackdowns aren\u2019t keeping up with the <a href=\"https:\/\/www.cnn.com\/2025\/04\/02\/asia\/myanmar-scam-center-crackdown-intl-hnk-dst\">industry\u2019s evolution<\/a>.<\/p>\n<p>A human rights group last week reported data showing that the scammers\u2019 use of Starlink has <a href=\"https:\/\/www.nationthailand.com\/news\/asean\/40052840\">more than doubled<\/a> since Thailand began cutting internet cables to cripple their operations.<\/p>\n<p>SpaceX didn\u2019t immediately respond to a request for comment Monday, and has not responded to past media questions about Southeast Asian scammers using Starlink.<\/p>\n<p>Hassan wants to know whether SpaceX was aware of the scammers using Starlink and if so, when it first knew it, its policies for investigating and restricting the use of Starlink devices, what it\u2019s done to work with law enforcement agencies on the problem and more.
