Tim Walz on Tuesday activated the state national guard to help respond to a cyberattack on the state\u2019s capital city.<\/p>\n<p>According to <a href=\"https:\/\/mn.gov\/governor\/newsroom\/press-releases\/?id=1055-699945\">an announcement<\/a> by Walz\u2019s office, the national guard\u2019s help was needed because an ongoing cyberattack against St. Paul was larger and more complex than city staff were able to handle.<\/p>\n<p>At <a href=\"https:\/\/www.fox9.com\/video\/1682330\">a press conference<\/a> Tuesday, St. Paul Mayor Melvin Carter said the city noticed \u201csuspicious activity\u201d early last Friday, triggering an investigation.<\/p>\n<p>\u201cWe now know this was not a system glitch or technical error,\u201d Carter said Tuesday. \u201cThis was a deliberate, coordinated digital attack carried out by a sophisticated external actor intentionally and criminally targeting our city\u2019s information infrastructure.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Carter, who has issued an emergency declaration, said the city is using its emergency operations center to run a \u201cwhole of government response,\u201d which includes the assistance of two private cybersecurity firms, along with state and federal law enforcement agencies.<\/p>\n<p>\u201cWe are committed to working alongside the City of Saint Paul to restore cybersecurity as quickly as possible,\u201d Walz said in a statement Tuesday. \u201cThe Minnesota National Guard\u2019s cyber forces will collaborate with city, state, and federal officials to resolve the situation and mitigate lasting impacts. Above all, we are committed to protecting the safety and security of the people of Saint Paul.\u201d<\/p>\n<p>Carter said the cyberattack shut down Wi-Fi access in city buildings, disrupted the city library\u2019s collections management systems and suspended access to a \u201cwide range\u201d of city applications. He said 911 services are operating normally.<\/p>\n<p>St. Paul Chief Information Officer Jaime Wascalus, who\u2019s leading the city\u2019s response to the cyberattack, said during the press conference Tuesday that teams are \u201cworking around the clock to understand the full scope of the situation and our plan for the restoration of services.\u201d<\/p>\n<p>The mayor said the emphasis of the investigation is to maintain operation of the city\u2019s services, discover if any data has been stolen and to restore services. He declined to answer questions about the threat actor or its motives.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The city\u2019s chief information security officer, Stefanie Horvath, said during the press conference that the city took \u201cdefensive measures\u201d to limit the attack\u2019s reach and that it is only affecting city systems.<\/p>\n<p>\u201cIt\u2019s been a long 24 hours, as you can imagine\u201d she said.<\/p>\n<p>Governors have increasingly called in their National Guard units to support cyber responses in recent years. <a href=\"https:\/\/statescoop.com\/states-cybersecurity-national-guard\/\">One 2021 report<\/a> showed that governors had made such calls for help more than 40 times since 2018.<\/p>\n<p>In 2018, John Hickenlooper, who was Colorado\u2019s governor at the time, became the <a href=\"https:\/\/statescoop.com\/what-colorado-learned-from-treating-a-cyberattack-like-a-disaster\/\">first governor<\/a> to sign an emergency declaration because of a cyberattack. He was followed by Louisiana\u2019s John Bel Edwards, who signed emergency orders after attacks in <a href=\"https:\/\/statescoop.com\/louisiana-declares-emergency-over-cyberattacks-targeting-schools\/\">July<\/a> and <a href=\"https:\/\/statescoop.com\/louisiana-issues-another-emergency-declaration-over-ransomware\/\">November of 2019<\/a>, and Texas Gov. Greg Abbott, who declared an emergency after an August 2019 incident that <a href=\"https:\/\/statescoop.com\/texas-ransomware-emergency-declaration-nascio-19\/?category_news=news\">affected nearly two dozen local governments<\/a>.<\/p>\n<p>Cybersecurity has become a larger component of National Guard duties as cyberattacks have become more sophisticated and expensive. There are more than 50 dedicated cyber units in the National Guard, according to the Department of Defense.<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>At an event in Washington last year, Major General Joe Jarrard, who was then the director of operations with the National Guard Bureau, <a href=\"https:\/\/statescoop.com\/national-guard-ready-assist-with-state-cyber-response\/\">said that<\/a> the federal Cybersecurity and Infrastructure Security Agency relies on his bureau to meet the needs of states responding to cybersecurity incidents, as well as for training and other resources.<\/p>\n<p>The bureau hosts national and regional cyber exercises aimed at supporting states.
