(Photo by Kevin Carter\/Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"30.478734306943\"><body readability=\"61.997279322854\"><\/p>\n<p>A national security-focused Commerce Department component would get fresh IT investments to help keep dual-use U.S. technologies from ending up in the wrong hands under a bill <a href=\"https:\/\/crow.house.gov\/media\/press-releases\/reps-crow-and-kean-introduce-bill-to-modernize-the-bureau-of-industry-and-security-s-it-systems\">reintroduced late last week<\/a> by a bipartisan pair of House lawmakers.<\/p>\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/119th-congress\/house-bill\/4920\/cosponsors?s=1&r=27\">Bureau of Industry and Security IT Modernization Act<\/a> from Reps. Jason Crow, D-Colo., and Tom Kean, R-N.J., calls for upgrades to information technology systems at Commerce\u2019s Bureau of Industry and Security (BIS), which is charged with advancing national security priorities via tech leadership and export controls.<\/p>\n<p>Those IT upgrades are aimed at helping BIS better track American-made dual-use technologies \u2014 which can be used for either commercial or military purposes \u2014 so that they aren\u2019t made available to China, Russia or other foreign adversaries. <\/p>\n<p>\u201cProtecting the U.S. from foreign threats is not a partisan issue,\u201d Crow <a href=\"https:\/\/crow.house.gov\/media\/press-releases\/reps-crow-kean-introduce-bipartisan-legislation-to-prevent-critical-us-technology-from-being-used-by-adversaries\">said in a press release<\/a>. \u201cOur bipartisan bill helps keep us safe by making it harder for critical U.S. technologies, like chips and advanced computer software, from falling into the hands of America\u2019s adversaries.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Said Kean: \u201cAs America\u2019s adversaries, like China and Russia, become more brazen and aggressive, it is more important than ever to strengthen our export controls and sanctions enforcement to protect our national security. The bipartisan BIS IT Modernization Act is a critical step to ensure the Bureau of Industry and Security has the modern tools it needs to keep American technology out of the hands of those who seek to use it against us and our allies.\u201d<\/p>\n<p>The bill calls on the bureau to replace its current IT systems with \u201ca unified environment\u201d featuring \u201cseamless case and customer relationship management\u201d and is able to provide analysis of trade data from external providers, <a href=\"https:\/\/crow.house.gov\/sites\/evo-subsites\/crow.house.gov\/files\/evo-media-document\/crow-bis-it-modernization-final.pdf\">per the bill text<\/a>.<\/p>\n<p>The lawmakers envision \u201ccutting-edge data fusion\u201d paired with analytics, other decision-making capabilities and supply chain \u201cillumination tools\u201d to paint a better picture of the global industrial relationship landscape.<\/p>\n<p>The technology would track military users and flag \u201cevasive trade patterns and shell companies\u201d through enhanced processes. The bill also seeks to expand data-sharing initiatives with federal agencies, the intelligence community, international partners and industry.<\/p>\n<p>The cost for these efforts would be $25 million annually from fiscal years 2026 through 2029.
