(Photo by SAUL LOEB\/AFP via Getty Images) <\/figcaption><\/figure>\n<\/p><\/div>\n<\/header>\n<div class=\"single-article__content\">\n<div class=\"single-article__content-inner has-drop-cap\"> <html readability=\"36.867875647668\"><body readability=\"75.325443786982\"><\/p>\n<p>China\u2019s Ministry of State Security accused the National Security Agency of conducting a yearslong attack on China\u2019s national timekeeping infrastructure to steal sensitive data and infiltrate the service for potential sabotage. <\/p>\n<p>The NSA gained initial access to China\u2019s National Time Service Center systems in April 2023 by using credentials lifted from employees\u2019 mobile devices that were taken over via an exploited vulnerability a year prior, China\u2019s MSS said Sunday in a <a href=\"https:\/\/archive.is\/EtCfw#selection-489.0-489.1093\">translated statement on WeChat<\/a>.<\/p>\n<p>The alleged conflict between foreign intelligence services shows how China and the United States are locked in a fierce battle for any digital advantage or leverage point that benefits their national security and geopolitical interests. <\/p>\n<p>\u201cNSA does not confirm nor deny allegations in the media regarding its operations,\u201d the NSA said in a statement via email. \u201cOur core focus is countering foreign malign activities persistently targeting American interests, and we will continue to defend against adversaries wishing to threaten us.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>China\u2019s MSS said it \u201cobtained irrefutable evidence\u201d of the attack, adding that it \u201cshattered\u201d the U.S. plot to steal secrets, infiltrate systems and commit sabotage by disrupting the attack chain and implementing additional security measures.<\/p>\n<p>The NSA is accused of using 42 tools to conduct a \u201chigh-intensity cyberattack against multiple internal National Time Service Center network systems\u201d from August 2023 to June 2024. China also accused the NSA of attempting to infiltrate the service\u2019s ground-based timing system. <\/p>\n<p>China\u2019s intelligence and security agency did not say when it discovered the alleged attack nor when it removed the NSA from the timekeeping service\u2019s systems. China\u2019s embassy in Washington did not immediately respond to CyberScoop\u2019s request for comment. <\/p>\n<p>The NSA used virtual private networks to evade detection and forged digital certificates to bypass antivirus software, according to the MSS. National Time Service Center employees\u2019 mobile phones were compromised in March 2022 when the NSA exploited a vulnerability in the text-messaging service of a non-China based mobile phone vendor, the MSS added.<\/p>\n<p>China\u2019s intelligence service said the National Time Service Center provides infrastructure for calculating international standard time, a critical service for communications, finance, power, transportation, defense and other sectors. <\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>Cyberattacks against the Xi\u2019an, China-based facilities could result in \u201cincalculable damage and losses,\u201d according to the MSS, including network communication failures, financial system disruptions, power outages and transportation interruptions.<\/p>\n<p>The MSS accused the NSA of acting recklessly, undermining global cybersecurity with \u201crelentless\u201d continuous cyberattacks targeting China, Southeast Asia, Europe and South America. <\/p>\n<p>\u201cThe U.S. has repeatedly hyped up the \u2018China cyber threat\u2019 theory, coercing other countries to hype up the so-called \u2018Chinese hacker attacks,\u2019 sanctioning Chinese companies and prosecuting Chinese citizens in an effort to confuse the public and distort the truth,\u201d the MSS said in the statement on WeChat. <\/p>\n<p>The agency added: \u201cIronclad facts have proven that the U.S. is the true \u2018matrix\u2019 and the greatest source of chaos in cyberspace.\u201d<\/p>\n<p><\/body> <\/p>\n<footer class=\"single-article__footer\" readability=\"3.7014613778706\">\n<div class=\"author-card\" readability=\"14\">\n<div class=\"author-card__avatar\">\n<figure class=\"author-card__image-wrap\"> <img data-recalc-dims=\"1\" decoding=\"async\" class=\"author-card__image\" src=\"https:\/\/i0.wp.com\/ddi.mohflo.net\/wp-content\/uploads\/2025\/10\/chinas-spy-agency-accuses-nsa-of-yearslong-attack-on-the-countrys-timekeeping-service-1.jpg?w=640&ssl=1\" alt=\"Matt Kapko\"> <\/figure>\n<\/p><\/div>\n<p><h4 class=\"author-card__name\">Written by Matt Kapko<\/h4>\n<p> Matt Kapko is a reporter at CyberScoop.
