Cyber Director and expand federal workforce initiatives, the successor organization to the Cyberspace Solarium Commission recommended in a report published Wednesday.<\/p>\n<p>The annual <a href=\"https:\/\/www.fdd.org\/analysis\/2025\/10\/22\/2025-annual-report-on-implementation\/\">implementation report<\/a> from CSC 2.0 is the first of five iterations to actually determine that the nation has gone backward on enacting the agenda of <a href=\"https:\/\/cyberscoop.com\/tag\/cyberspace-solarium-commission\/\">the landmark bipartisan commission<\/a>, whose suggestions led to the creation of major new federal organizations and policies, including the national cyber director\u2019s office.<\/p>\n<p>In grading the degree to which its 2020 report had been enacted \u2014 whether they\u2019re \u201cimplemented,\u201d \u201cnearing implementation,\u201d \u201con track,\u201d \u201cprogress limited\u201d or facing \u201csignificant barriers\u201d \u2014 the percentages dropped in every category, after years of rising or staying steady.<\/p>\n<p>\u201cOur nation\u2019s ability to protect itself and its allies from cyber threats is stalling and, in several areas, slipping,\u201d states the report, in a passage written by former chairman Sen. Angus King, I-Maine, and executive director Mark Montgomery. \u201cThis year\u2019s assessment makes clear that technology is evolving faster than federal efforts to secure it. Meanwhile, cuts to cyber diplomacy and science programs and the absence of stable leadership at key agencies like the Cybersecurity and Infrastructure Security Agency (CISA), the State Department, and the Department of Commerce have further eroded momentum.\u201d<\/p>\n<div class=\"ad ad--inline_1 \">\n<div class=\"ad__inner\"> <span class=\"screen-reader-text\">Advertisement<\/span> <\/div>\n<\/div>\n<p>The Trump administration\u2019s <a href=\"https:\/\/cyberscoop.com\/trump-budget-proposal-would-slash-more-than-1000-cisa-jobs\/\">federal budget cuts<\/a> haven\u2019t spared cyber agencies and missions. President Donald Trump has restructured State Department cyber work and eliminated <a href=\"https:\/\/cyberscoop.com\/cyber-information-sharing-critical-infrastructure-panel-cisa-law-renewal\/\">a public-private panel<\/a> devoted to critical infrastructure information sharing. Meanwhile, his nominee to lead CISA is still <a href=\"https:\/\/cyberscoop.com\/cisa-says-it-will-release-telecom-security-report-sought-by-sen-wyden-to-lift-hold-on-plankey-nomination\/\">awaiting Senate confirmation<\/a>. <\/p>\n<p>The first recommendation in Wednesday\u2019s report is to enhance the power of the national cyber director, who \u201cstill lacks the positional authority and interagency relationships needed to enforce decisions across the government,\u201d the report observes. For instance, it can review agency budget submissions but can\u2019t align cyber investments across departments.<\/p>\n<p>Two of the report\u2019s recommendations suggest restoring the sliced CISA budget and workforce and restoring the <a href=\"https:\/\/cyberscoop.com\/state-department-reorg-cyber-diplomacy-cyberspace-digital-policy\/\">State Department Bureau of Cyberspace and Diplomacy<\/a>. Another recommends undoing the elimination of the public-private panel, the Critical Infrastructure Partnership Advisory Council.<\/p>\n<p>The fifth recommendation is to expand the talent pool of the cyber workforce and improve retention.
